Chairman Warren Gardner called the meeting to order at 1:30 p.m.

IV. MINUTES
Mr. Traw made a motion to approve the minutes of the July 15, 2015 Zoning Board of
Adjustment meeting. Mr. Steve Lane seconded. The minutes were approved with a
unanimous vote in favor.

Case V 16-01
Request to exclude the area of a concrete masonry structure from the
required calculation of the total allowed area of a sign face.
Mr. Matthew Prouty introduced the case to omit the inclusion of a sign base in the
calculation of a sign at 4114 Burkburnett Road. The subject property consists of 4.66
acres from L. P. Glidwell Co S/D Abstract 344 and is in a General Commercial (GC)
zoning district, with adjacent single-family to the west. Staff notified 28 parcels
consisting of 25 surrounding property owners and received 2 responses in favor, none
in opposition, and 1 with no opinion/undecided. There were also no responses received
from outside the notification area.
Mr. Prouty read the section of the zoning ordinance that staff applied to the case, which
states the following;
[Sec.] 6740. - Schedule of sign standards. Note 5. In the GC General Commercial
district general business signs shall be limited by the following: If located at least ten
feet from the property line or the back of the curb, whichever is greater, but less than 25
feet from the property line, the sign face area shall not exceed 120 square feet nor
exceed 50 feet in height. [Sec.] 6750. - Rules of construction. The area of a sign shall
be computed by drawing a line or lines around the sign in such a way as to form not
more than four regular geometric figures such as a rectangle, circle, triangle, trapezoid,
or ellipse. The total of these figures shall be the total area of the sign. Support
structures and/or support structure covers shall be included in the overall calculation of
the sign area if the support structures or covers at any point measured parallel to the
ground, has a width or cumulative width of 24 inches or more. Measurements of the
support structures or covers shall be taken within the same plane as the face of the
sign.
Mr. Prouty stated that, per the ordinance, the maximum area allowed for the proposed
sign face is 120 sq. ft. As a result of the support structure for the sign being more than
24" in width, the code requires that it be included in the total square footage of the sign.
Mr. Prouty explained the sign was currently nonconforming as it existed illegally at the
time of the zoning ordinance being adopted in the mid-1980s. He stated that the
signage pole was not included in the maximum allowable area when the sign was
constructed. Mr. Prouty stated the applicant had approximately 80 sq. ft. of sign face
area that he wished to utilize and that the inclusion of the support structure in the
allowable area would put him over the maximum of 120 sq. ft. The applicant was
requesting to have the area of the support structure excluded from the overall sign area.
Mr. Gardner asked if there was anyone in the audience that wished to discuss the
issue. There was not.
Mr. Gardner opened the case for discussion among the board Mr. Thomas Yoder
suggested that the commission review the qualifying criteria. Mr. Yoder made a motion
to approve the qualifying criteria and move on to the evaluation criteria. Mr. Steve Lane
seconded the motion.

Mr. Gardner asked if there was any discussion.
Mr. Tyson Traw asked if there were any site plans or dimensions for the proposed sign.
Mr. Prouty presented a diagram of the proposed sign and stated the applicant was
proposing to change from the existing sign, which had 2 signs and a globe on each
side, to a design that would have 5 signs on each side.
Mr. Traw also asked, directing his question to Mr. Mark McBurnett, if there were any
comments or concerns to express on behalf of Sheppard Air Force Base (SAFB), which
is right across the street from the sign. Mr. McBurnett stated there were no concerns
from Sheppard AFB at this time.
Mr. Gardner asked if there was any further discussion on either the criteria, or the
evaluation of the criteria. There was no discussion.
Mr. Kinley Hegglund clarified for the commission that if they voted for the motion before
them, they would be implicitly stating that both the qualifying and the evaluation criteria
had been met.
The motion on the qualifying criteria was taken to a vote and passed unanimously.
Mr. Thomas Yoder made the motion to approve the evaluation criteria and grant the
applicant the variance. Mr. Steve Lane seconded the motion.
Mr. Gardner asked if there was any further discussion on the evaluation criteria.
The motion was taken to a vote and passed unanimously.
VI. NEW BUSINESS
Chairperson Gardner requested new business. City staff had none.
VII. ADJOURN
The Board adjourned at 1:40 p.m.
