RESOLUTION APPROVING ENGINEERING SERVICES CONTRACT TO
URS CORPORATION FOR THE DESIGN AND ENGINEERING
ACTIVITIES ASSOCIATED WITH RUNWAY 17/35 REHABILIATION AT
WICHITA FALLS MUNICIPAL AIRPORT; FINDING AND DETERMINING
THAT THE MEETING AT WHICH THIS RESOLUTION WAS PASSED
WAS OPEN TO THE PUBLIC AS REQUIRED BY LAW.
WHEREAS, the City of Wichita Falls desires to enter into an engineering services
contract for the reconstruction of Runway 17/35 at Wichita Falls Municipal Airport; and
WHEREAS, URS Corporation is proposing to do this work for the amount of
$278,039.74.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
SECTION 1. The engineering services contract from URS Corporation for the
design and engineering activities associated with rehabilitation of Runway 17/35 at
Wichita Falls Municipal Airport, is hereby accepted.
SECTION 2. It is hereby officially found and determined that the meeting at
which this resolution was passed was open to the public as required by law.

ATTACHMENT A
SCOPE OF WORK
BAS1C PROJECT SERVICFS OF THE ENGINEER
The ENGINEER shall serve as the CUENT'S professional wnsultant with regard to the WORK
for which this WORK ORDER applies; and, wil! give consultation and advice to the CLIENT during the
performance of their services. The WORK to which this ORDER applies is the rehabilitation of Runway
1'7-35 (approximately 117,000 squaze yards), and necessary modifications to connector taxiways, at the
Wichita Falls Municipal Airport.
The above dascribed improvements shall be designed in accordance with the currendy approved
Airport Layout Plan (ALP) and FAA Advisory Circulars current on the date of execution of this
agreemeat.
The ENGINEER shall perform the following basic services far the WORK:
A. Prelimin�ry Desi¢n
The ENGINEER shall perform the Prelimic►ary Design of the Work
as described below.
1. Attead preliminary conferences with CLIENT and other interested or involved agencies
regarding the altematives for the WORK. Report progrcss of this phase to the CLIENT
relative to approved schcdule at inurvals not exceeding fourteen days.
2. Review existing plans, maps, ra�ords, and traffic fraquency, planning studies, drainage,
utilities and other available information relevent to the development of the PROJEC'I'.
Provide for geotechnical investigations or any tests which, in the opinion of the
ENGINEER, may be required for the proper execution of Preliminary Design of the
WORK.
3. Prepare, conduct and document studies, analyses and reports of the PROJECT altematives
in sufficient detail to clearly indicate the problems involved and reasonable solutions
available to the CLIENT. Such sh�dies, analyses and reports may include but not
necessarily be limited to: preliminery layouts, maps, eactiibits, sketches, conshvction
malerials and methods evaluations. schedWes. utility coordination plans. design criteria,

environmental reviews, and other investigations pertinent to the evaluation of the
PROJECT altemarives.
4. Prepare preliminary PROJECT xhedule and estimate of the probabie PROJECT
aonstnxiion costs for all alternative solutions. The ENGINEER'S opinion of construction
costs shall be based on materials and labor process prevailing at the time of the preparation
of the pieliminery report without consideration of inflationary increases in costs and shall
be indexed to the Firgineering News Record (ENR) Constniction Cost Index prevailing at
thc dme of the preparation of the preliminary report. The ENG[NEER shall apply
reasonable consideration and knowledge to the preliminary cost estimate development
5. Conduct field surveys for design; determine site constraints and special permitting
requireutents
6. Conduct, or cause to be conducted, a geotechnical analysis for ffie recommended
altematives that include but may not be limited to: delineating geological sensitive areas,
soils formation and pavement section recommendations necessary to estimate cost.
7. Evaluate alternative materials and construction med�ods.
8. The ENG(NEER shall, upon conclusion of their reviews, investigafions, and pretiminary
evaluations, prepere, present and publish details and summarization of their fmdings, cost
estimates, acoess routes, recommendation for cansiruciion and a design and construction
schedule for the ce�mmended PROJECT in a Pneliminary Design Report. 7"he
ENGINEER shall p�ovide six (6) hard copies of the d�aft report and six (6) hard copies and
one electranic copy of the final report addressing the CLIENT'S comments.
B. Desi¢n and Biddin¢ Documents Preparation
The ENGINEER shall:
1. Attend and/or artange for conferences, at periodic intervats not to exceed twenty-eight
(28) days, with the CLIENT for the purposes of explaining �mpleted design activities
and review of schedule for comp3eting of remaining activities.
2. Propare detailed specifications (utilizing FAA and the CLIEN'I"S standards and specia]
specificatiatis as needed) and prepare construction contract drawings, at approved
horiwMal and vertical scales in efectronic fo�mat and in ink on mylar cLafting filrn for
conslruction suthorized by the CLIENT. The drawings shall, at minimum, conform to
examples available from the CLIENT and shall include plan views, seccions and details

cleariy defining and describing the intent of the impsovements, limiu of work and storage
areas, sequeacing nquirements, access routes, environmental-protection requirements, and
contractor staging and storage areAS.
;. Prepare cost esiimates of authorized constcuction.
4. Provide CLIENT five (5) half-size copies of draft Bidding Documents (consisting of 95%
completed plans, details and the Pro}ect Manual) and, one (1) set of finai design criteria and
cakulations of principal elements of finai design and, five (S) copies of full size plans and
five (5) copies of bound specifications.
5. Assist CLIENT in obtaining any requircd regulating agency permitslapprovals.
6. Obtain CLIENT'S approval of the bidding documenu and provide five (5) sets of final
bidding documents for use by CLIENT and examination by conhactors. ENGINEER shall
also provide one electronic version in AutoCAD 2008, or later, DWG fom�et.
7. Assist the CLIENT in the advertisement of thc WORK for constrixtion bids and receivc
bidding-document deposits (reflective of actual reproduction costc per set) and distribute
bidding documents. Bidding document deposit check shall be peyable to the CLIENT and
those deposiu shall not retumed to bidders.
8. Attend and conduct pre-bid conference. Provide wriuen c{arification and iciterpretation of
the bid doc�unents to the CLIENT and the bidders.
9. Prep�re and issue all addenda required w clarify the bid documents.
10. Maimain a record of bidding document issuance and receipt of same.
I1. Attend the CLIENT'S opening of bids, review bids and furnish to the CLIENT a
t�ecomtnendation regarding the award of the conuact(s), within two (2) working days
following bid opening.

ENGINEER shall:
I. Make periodic visits to the PROJECT site to observe the progress and quality of the
exec�ted work and to determine, in general, if the work is proceeding in accordance with
the Project Manual and drawings. It is the intent of the ENGINEER and the CLIENT that
thcse services are to be provided by the ENGIIYEER'S de.sign professionals.
2. Consu►t with and advise the CLIENT; issae/Uansmit instructions to the convactor and
answer cont�actor's questions in order to impleinent the Project Manual and drawings and

prepare routine change orders as required.
3. Review samples, catatog data, schedules, shop drawings, Iaboratory, quazry, shop and miil
tests of tnatcrial and equipmeni: and other data which the contractor is required to submit
for conformaz�ce with the design cancept of tfie WORK and compliance with the Project
Manual and drawings and as.umble written guarantees which are required by the Projecl
Martual and dtawings. Submit copies of all equipment and machine�y drawings and other
contractor submittals to CL[ENT.
4. Review monthly esiimates for payments to contraCtor and fumish the CLIENT with
raommendations regarding payment
5. Upon receipt of notification by the conteact� that the work has been completed, the
EIVGINEER shall conduct an inspection, performed by appropriate membees of the
ENGINEER'S staft: As a result of ihis inspection, the ENGINEER shall prepare a list of
tfie items acading correction. After the comractor has performed the required comedions,
the ENGINEER shall notify the CLIENT in writing that the contract has been substantially
performed according to the Project Manual end drawings and is ready for final inspection
by t6e CL[ENT and ENGINEER The ENGINEER shall accompany the CLIENT on the
final inspection to assure that the total work has been completed in substantial accordance
with the Project Manual and drawings. ENGINEER shall roview and tabulate all
war�anties, guarantces, bonds, equipmeru-opeiating instnxxions az�d similar Jequired
materials and documeMs m make sure that all such materials and documents are received
and that they substantially meet the requirements of the Project Manual and drawings, after
which they shall be t�ansmitted to the CLlENT or his designed representative(s). After
detexmining that s11 requirements of the PROJEC'T Manual and drawings have been
substantially met, the ENGINEER shalt so certify and shall recommend approval of the
conhactor's Snal application for payment.
6. Rxeive &om the contiactor(s) as-buih documents reflecting field changes co the bid
doeuments. The ENGINEER will review documents to ascertain to the best of his
knowledge and belief that the reflected 6eld changes are complete and comct.
7. Compiie coMractors', Residenc Project Representative's, and ENGINEER'S records and
submit such compilation to the CLIEIVT.
g. Prepa�e record drawings of conshvctior►, incotporating all compiled change aders and field
chenges from the bid documenu. A professional engineer's seal shall be affixed and signod

on each document, signifying the recorded changes have been transfcrred.
a. Drawings shall be prepared in electronic farmat and on mylar drafting film.
b. Drawings shall be accurate in scale and dimensions and shall reflect the final, as-
constructed condition of the WORK.
9. Submit electronic file on CD-ROM, one ( I) set of full-size mylars and four (4) sets of ono-
half size priot reoord drawings to CLIENT. Copies of record drawings d�at may be relied
upon by the CLIENT are limited to the printed �pies ("hard" copies) that are s►gud and
sealed by the ENGfNEER. Record drawings on electrnnic files that are fumished by the
ENGINEER to the CLiENT are only for the comenience of the CLIENT.
