Resolution (1) Approving An Amendment To The PY 2008 Action
Plan Of The 2005-2009 Consolidated Plan Of The City Of Wichita
Falls To Develop And Implement Eligible Programs For Homeless
Prevention And Assistance As Designated Through The Homeless
Prevention And Rapid Re-Housing Program (HPRP) Funded By The
U.S. Department Of Housing And Urban Development (HUD), (2)
Authorizing The City Manager To Apply To The U.S. Department Of
Housing And Urban Development (HUD) For approximately $583,425
In Stimulus Funding Through The HPRP With No Matching Funds
Expected From The City Of Wichita Falls, And (3) Authorizing The
Execution Of All Documents Necessary To Accept Said Funding And
Sub-Grant All Or Part Of Said Funds To Third Parties, Including, But
Not Limited To, The North Texas Regional Planning Commission
WHEREAS, the City of Wichita Falls acting in its capacity as a HUD Grantee
administers federally-funded programs to benefit the community; and,
WHEREAS, the City Council has held two public hearings to receive citizen input
and the City Manager and staff have recommended this change to the PY 2008 Annual
Action Plan; and,
WHEREAS, during the Public Hearings, the full City Council has reviewed the
recommended amendment, proposed application, and use of funds, concurs that this
application for funding is in the interest of the community and has approved the project
in the PY 2008 Annual Action Plan, and no matching funds are expected to be required
by the City of Wichita Falls.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
1. The City Council of Wichita Falls, Texas hereby approves and adopts an
amendment (attached) to the PY 2008 Annual Action Plan of the Consolidated Plan
that will provide for developing and implementing eligible programs through the HPRP,
and the amendment may be completed and submitted with changes as approved by
the City Manager.
2. The City of Wichita Falls, acting in its capacity as a HUD Grantee, is
authorized to apply for $583,425 in funding through the Homeless Prevention and Rapid
Re-housing Program. The City Council authorizes the City Manager to execute any and
all amendments, agreements, and other documents necessary to implement the
aforementioned amendment and apply for and accept the grant pursuant to the HPRP
and is further authorized to execute all documents necessary to subgrant and issue
funds and grants pursuant to the HPRP to subgrantees, including, but not limited to, the
North Texas Regional Planning Commission.
3. The City Manager is further specifically authorized to execute and submit an
application (HUD-40119), accompanying certifications, and all other documents to the
U.S. Department of Housing and Urban Development, as appropriate, to apply for and
accept the aforementioned funding.

Substantial Amendment to the Consolidated Plan 2008 Action Plan for the
Homelessness Prevention and Rapid Re-Housing Program (HPRP)
Grantees eligible to receive funds under the Homelessness Prevention and Rapid Re-Housing Program (HPRP) are
required to complete a substantial amendment to their Consolidated Plan 2008 Action Plan. This form sets forth the
required format for this substantial amendment. A completed form is due to HUD within 60 days of the publication
of the HUD HPRP notice.
To aid grantees in meeting this submission deadline, the HPRP Notice reduces the requirement for a 30-day public
comment period to no less than 12 calendar days for this substantial amendment. With this exception, HPRP
grantees are required to follow their Consolidated Plan's citizen participation process, including consultation with
the Continuum of Care (CoC) in the appropriate jurisdiction(s). Grantees are also required to coordinate HPRP
activities with the CoC's strategies for homeless prevention and ending homelessness. To maximize transparency,
HLJD strongly recommends that each grantee post its substantial amendment materials on the grantee's official
website as the materials are developed.
A complete submission contains the following three documents:
1) A signed and dated SF-424,
2) A completed form HUD-40119 (this form), and
3) Signed and dated General Consolidated Plan and HPRP certifications.
For additional information regarding the HPRP program, visit the HLJD Homelessness Resource Exchange
(www.hudhre.info). This site will be regularly updated to include HPRP resources developed by HUD and its
technical assistance providers.
The information collection requirements contained in this application have been submitted to the Office of
Management and Budget (OMB) for review under the Paperwork Reduction Act of 1995 (44 U.S.C. 3501-3520).
This agency may not collect this information, and you are not required to complete this form, unless it displays a
currently valid OMB control number.
Information is submitted in accordance with the regulatory authority contained in each program rule. The
information will be used to rate applications, determine eligibility, and establish grant amounts.
Public reporting burden for this collection of information is estimated to be 16 hours, including the time for
reviewing instructions, searching existing data sources, gathering and maintaining the data needed, and completing
and reviewing the collection of information. This information is required to obtain benefits. To the extent that any
information collected is of a confidential nature, there will be compliance with Privacy Act requirements. However,
the substantial amendment to the Consolidated Plan 2008 Action Plan does not request the submission of such
information.

'Financial assistance includes the following activities as detailed in the HPRP Notice: short-term rental assistance,
medium-term rental assistance, security deposits, utility deposits, utility payments, moving cost assistance, and
motel or hotel vouchers.

I am pleased to inform you that the Homelessness Prevention and Rapid Re-Housing
Program (HPRP) Substantial Amendment to your jurisdiction's 2008 Consolidated Action Plan
has been approved for funding in the amount of $583,425. Enclosed are three Grant
Agreements, which constitute the contract between HUD and the City of Wichita Falls. The
Grant Agreement together with your approved HPRP Substantial Amendment and the HPRP
Notice provide the information needed to expedite the implementation of this grant.
Please be reminded that although the signed grant agreement is effective as of the date of
HLTD signature, your jurisdiction's authorized representative must sign and return two of the
three grant agreements within 15 days of the date that HLTD signed the grant agreement, per
Section IV.F.4 of the HPRP Notice. Also, note that the statutory 2- and 3-year deadlines for
expenditure of funds begin on the date that the grant agreement is signed by HUD. The
execution of all subgrantee contracts must be completed by September 30, 2009. Significant
changes to activities after the grant execution date should be discussed with this office to ensure
consistency with HPRP standards and guidelines, including those for substantial amendments to
the Consolidated Action Plan.
HPRP, as authorized under Title XII of the American Recovery and Reinvestment Act of
2009 (ARRA), provides financial assistance and services to prevent individuals and families
from becoming homeless and help those who are experiencing homelessness to be quickly re-
housed and stabilized. As a recipient of HPRP fiinding, HUD encourages your jurisdiction to
collaborate with eligible entities to maximize the expeditious and coordinated use of other
ARRA fimds. HUD further encourages grantees to take advantage of the technical assistance

While the City's Substantial Amendment did not identify a Public Housing Authority
(PHA) as a possible subgrantee, the City is reminded that if it intends to subgrant HPRP funds to
a PHA, a waiver request must be sent to this off'ice which contains the following information:
• A description of how the inclusion of the PHA as a subgrantee is in the best interest
of HPRP participants, including any benefit(s) to the participants;
• An explanation of how HPRP participants will be selected within the service area to
ensure that PHA residents will not be unfairly selected for program participation over
other community residents; and
• A statement describing the PHA's experience serving homeless persons
No HPRP funds may be subgranted to a PHA until a waiver is approved by HLJD.

GRANT AGREEMENT
HOMELESSNESS PREVENTION AND RAPID RE-HOUSING PROGRAM
This Grant Agreement is made by and between the U.S. Department of Housing and Urban
Development (HUD) and Citv of Wichita Falls (Grantee) for the Homelessness Prevention and
Rapid Re-Housing Program (HPRP) in the amount of $583,425 pursuant to the provisions under
the Homelessness Prevention Fund headin�of Division A, Title XII of the American Recovery
and Reinvestment Act of 2009, Public Law 111-5, 123 Stat. 115 (Feb. 17, 2009) (Recovery Act).
The requirements set forth in the Notice of Allocations, Application Procedures, and Requirements
for Homelessness Prevention and Rapid Re-Housing Program Grantees under the American
Recovery and Reinvestment Act of 2009, dated on March 19, 2009 and as may be amended (the
Notice), the requirements set forth under the Homelessness Prevention Fund headin�of Title XII,
and sections 1512, 1515, and 1553 of the Recovery Act, and the Grantee's submissions pursuant to
the Notice are incorporated as part of this Agreement.
In reliance upon the Grantee's submissions pursuant to the Notice, HUD agrees, upon
execution of this Grant Agreement, to provide the Grantee with the agreed HPRP grant funds. The
Grantee agrees to distribute and use its HPRP grant funds as specif'ied in the submission to HLTD
that HCTD approved pursuant to the Notice.
The Grantee is responsible for ensuring that each entity that administers a11 or a portion of
• the Grantee's HPRP grant funds or receives all or a portion of the Grantee's HPRP grant funds to
carry out HPRP activities fully complies with the HPRP requirements.
The period of this Grant Agreement begins on the date the HUD official signs this Grant
Agreement (Availability Date) and ends on the date that is three years after the Availability Date.
The Grantee authorizes HCTD to increase the amount of HPRP grant funds available to the
Grantee pursuant to this Grant Agreement by execution of an amendment by HLTD, without the
Grantee's execution of the amendment or other consent. If the Grantee fails to expend 60 percent
of the grant within 2 years of the Availability Date HLTD may, by its execution of an amendment,
deobligate the funds required to be expended without the Grantee's execution of the amendment
or other consent.
The following parties execute this Grant Agreement on the dates set forth below as follows:
