Resolution authorizing expenditure by the City of Wichita Falls
Police Department from the Federal Forfeiture and State Seized Fund
Accounts in the amount of $91,675.86 for the procurement of
equipment not included in the fiscal year 2015 / 2016 general fund
budget
WHEREAS, the City of Wichita Falls Police Department is awarded forfeited
funds; and,
WHEREAS, certain programs and procurements may be funded entirely by the
forfeiture fund accounts; and,
WHEREAS, the City of Wichita Falls Police Department has funding available in
the amount of $91,675.86 in the forfeiture funds; and,
WHEREAS, it is the desire of the City Council to authorize this expenditure.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
The expenditure of forfeiture funds in the amount of $91,675.86 is hereby
authorized for purchasing of unbudgeted equipment needed for the Police Department.

SUGGESTED EXPENDITURES & JUSTIFICATON
FEDERAL FORFEITURE AND SEIZED FUNDS ACCOUNT
1. 1 ea. – Susteen SV Strike PIN/Passcode Cracker $ 900.00
Used by Financial Crimes for cracking passcodes on cell phones.
2. 5 ea. – Toshiba Canivio 1 TB External Hard Drive $ 365.00
Used by Financial Crimes for storing seized data off of computers on standard
cases.
3. 5 ea. – Toshiba Canivio 2 TB External Hard Drive $ 550.00
Used by Financial Crimes for storing seized data off of computers on extended
lengthy cases such as crimes against children, financial crimes & homicides.
4. 2 ea. – WD 2 TB Performance Desktop Hard Disk Drive $ 245.86
Backup hard drives for “FRED” Forensics Recovery Evidence Device (RAID).
5. 5 ea. – Toshiba Canivio 500 GB External Hard Drive $ 290.00
Used for storing seized data off of computers on smaller cases.
6. 1 ea. – Portable Power Source $ 520.00
The portable power source is a “jump box” for a 24 volt system. This is for our
armored Humvee and MRAP armored vehicles. These run on a 24 volt system
and cannot be jump started by normal means (12 volt system).
7. 10 ea. – Viking Tactic Slings $ 460.00
These slings are a replacement for our old worn out single point slings on our
SWAT rifles.
8. 2 ea. – Laser Range Finders $ 400.00
These are for the SWAT snipers to accurat ely gauge the distance of a target.
These will replace broken and malfunctioning ones.
9. 12 ea. – BlackHawk 3-piece Breaching Kit $ 6,000.00
These will be used by Patrol Supervisors for any forced entry during high risk
and active shooting incidents.
10. 20 ea. – Taser’s $ 25,550.00
Taser’s for Patrol.
11. 100 ea. – Outer Protective Vest $ 25,000.00
These outer protective vest for Patrol.
12. 20 ea. – SWAT Rifles $ 29,500.00
These are replacement PWS MK 1 (AR-15) Rifles for SWAT.
13. 1 ea. – Sniper Rifle $ 3,895.00
This is a replacement sniper rifle for SWAT.
