THE 1esolution was read in full by the City Clerk.
Alderman Young made the following; motion.
"I move that the rules of the Charter requiring resolut4
ions to be read on three separate days and postponing; the taking eff-
ect of resolutions be suspezxied and dispensed with".
The notion was seconded by Ali erman Clifford.
The 11otion to suspend the rules was passed by the un-
animous vote of all members of the board present, to -wit:
Yeas: aldermen: Curd, Young., Patton and Clifford.
The ,iayo-r asked to be recorded as voting Yea.
Nay es : None.
Alderman Patton made a motion that the resolution be
placed on its f i,ial reading and passage.

+I-IE i+.AS, on T:Tarch 17th, 1924, the Board of Aldermen
passed an ordinance providing for the issuance of City of Wichita r'alls
Street Improvement r'unding :.arrant -!dotes, Series 1924, in the amount of
.�52, 000.00, a -rid at that time provided for the periodical exchange of said
.�,unding,arrant-Dotes for like amounts of scrip warrants legally issued
against the Street improvement ,,'und of the City, including warrants issued
prior to i.iarch 17th, 1924, and to be issued after said date pending the
completion of a Street improvement 11rogram commenced during the year 1923
and not to be completed until during the fiscal year 1924; and
a`H:�%EAS, at this time there have been issued and reg-
istered in Pursuance of said program, since the last installment delivery
and exchange, scrip warrants in the aggregate amount of z?3, 614.84, Which
are available for the exchange contemplated in the original ordinance; end
,iiAS, certain facts e<_which hich show that all of
said scrip warrants were issued in conformity with all Charter requirements
among; which facts are the following:
(a) All warrants hereinafter particularly listed, were
issued to workmen, laborers or employees of the City, working under its
own supervision and employment, known as "direct labor", or for current
supplies for said work;
(b) In each instance .here the warrants were issued b
to pay for direct labor, the -oians and estirrt1tes of such improvement work
were submitted to and �,,ere approved by the joard of Alder:1en before the
work was authorized; and
:;J1M;EAS, certain facts exist concerning the warrants,
among which are to -wit:
All of the warrants li:,;ted herein in the amount of
;�3614.84 ( With the exception of three items of 13.11 for postage; ;199.68
for publication of notices; and .;12.00 for ice) ,ere issued in payment of
direct labor, performed directly for the Gity, Which was based upon sub-
contracts between the city and contractors, by virtue of which the city
assumed the burden of doing certain excavatin`, work on the following str-
eets;
(1) .rAght Street from -jenver to �v lmore;
(2) Burnett Street from Night to :iichita .aver i3rid�_,e;
.(3) Seymour goad from Santa i,'e to the U ity 1,imits.

vouchers, duly certified by the head of the appropriate depart::ient, and

(1) That the City Clerk, 1?ayor and City `treasurer be and
they are hereby authorized and directed to receive from the holder
or holders thereof, the said original scrip warrants described above
and to is:.,,ue in lieu thereof to the said holder or holders Funding
Viarrant-Notes numbers forty-nine (49) to fifty two (52) of City of
dichita zalls 'und.ing .Tarrant-Taotes, in the denoriination of One `i'hou8
sand (w1.000.00) Dollars each, aE-gregating _Four Thousand (144,000.00)
Dollars; that simulatneously with said exchan�;e of securities, said
officials shall cancel said above described scrip warrants, and shall
make any and all certificates necessary to properly reflect the leg-
ality of said oriLinal scrip warrants and said Funding ..arrant-Isotes
that due to the fact that the holder oa' said scrip warrants is sur-
rendering warrants in the amount of Three 'Thousand Six Hundred -,'our-
teen and 84/100 (g3,614.84) Dollars and on previous estimates has
accumulated a credit of Three hundred siLhty-five and 16/100 (385.16 )
Dollars, Which added to Three Thousand Six Hundred rlourteen and 84/100
(3,614/84) Dollars makes a total credit of J'our Thousand (�4,000.00)
Dollars, the entire issue oy ,oarrarits i, hereby declared to be due
or and delivered to said holder.
(2) The fact that there is a vE:;ry urgent public need for
the postponemer_,.t of the payment of the indebtedness as herein above
provided, and in order that this may be accomplished without unduly
burdening current -revenues for the improvements which are needed for
the health, safety and property of the tax -payers of the City,creates
an emergency and public necessity, that this be deccared an emergency
measure as provided in uection 47 of the Charter demanding that the
rule requiring that ordinaiiees (and 1;esolutions) be read on three
several days be suspended and that this resolution be effective and
in force ii-.-Laediately from its passa� e, and it is so resolved.
Passed and approved this 12th day of September 1924.
