Item 1 - Call to Order
The City Council of the City of Wichita Falls, Texas met in regular session on the above
date in the Multi-Purpose Event Center at 8:30 o’clock a.m., with the following members
present.

Mayor Barham called the meeting to order at 8:30 a.m.

Item 3 - Comments from the Public to Members of the City Council Concerning Items
That Are Not on the City Council Agenda.
Rev. Mel Martinez, 4602 Dennis Boulevard, asked the council to declare June as
Diversity Pride Month in Wichita Falls. She said Wichita Falls does America proud in providing
home for all kinds of people, but there is room to improve. She said we need to promote a

culture of advocacy for others and to celebrate the uniqueness of individuals. Mayor Barham
urged her to request a proclamation through the city’s website.
Anthony Carlisle, 1648 Pearl, said consultants for other hotels told them not to build a
hotel downtown, but the council is going against the trend to build a hotel downtown. He said
the MPEC is not self-sustaining. He suggested that there is poor mismanagement by the city
and he does not feel there is a need for a hotel as long as the current councilors are running
things. The citizens will drown in taxes for this type of facility. He added that the council gets
an F- for the roads and sidewalks. He also said he supports the comments on diversity. He
said there is bullying and threatening from the city. He said he is sick of the attitudes of the
councilors who have been in place for some time.
Joshua Jones, 6 Soaring Court, said he had an overpriced water bill this past month and
he would like answers to questions about the water department. He said his water meter was
checked in May. He asked how the meter was read before the glass cover was placed. He
said his meter was read in March but the city shows his meter was last read in September 2015.
The water department said his meter has never been read. He said he can’t trust the water
usage if the records are not correct. He said someone took water samples and maybe left the
water on. He said the meter was not checked on the date the city told him it was read. He said
if he was getting a correct statement for several months, he would have been able to see the
increased usage and would have been able to fix the issue. He said he does not appreciate Mr.
Dockery questioning his integrity when he was trying to explain the concerns. He said the city
has bullied multiple people about their water bills. Mayor Barham thanked Mr. Jones for his
service to the country. He noted that the meter had been estimated for over a year, including
time since the drought ended. He said the meter had been tested and showed it was accurate.
He said he would work at finding a solution to this problem.
Dr. Jonathan Williams, 1301 3rd Street, said the health care residency program began in
1976 and has been a silent worker in the community. He presented information about the
impact of the residency program. He said in addition to taking care of the people in the
community, over 70% of the primary care providers in the five-county area have come through
the program. He said the relationship between the hospital and the program is vital. That
relationship has unilaterally been severed by United Regional Hospital. He expressed
disappointment and asking the stakeholders of the healthcare for the community be involved.
He asked them to be engaged and informed about the decisions being made.

Daniel Ahern, owner of the Iron Horse Pub, said this has been an interesting process.
The door to Iron Horse is recessed five feet to meet the ordinance distance requirements for the
patio. He thanked the council for considering the solution to keep the people happy.

Item 9b – Items of Concern to Members of the City Council
Members of the City Council presented the following matters:
Councilor Quintero thanked the staff for meeting with him on site where there is a water
problem. He also reminded everyone that blowing grass into the street is illegal.
Councilor Ingle thanked those who are working on the Lake Wichita revitalization. He said
the revitalized lake will attract more birds and hopefully reduce bird problems at Sheppard Air Force
Base. He also responded to Mr. Carlisle’s comment about the hotel, noting that the city is not
building the hotel. Councilor Ingle also asked about the charge for paying water bills on line, noting
that the surcharge is being paid to the credit card company. Jim Dockery said the surcharge is part
of the agreement with the credit card companies. Councilor Ingle said he hopes there is a quick
resolution for Mr. Jones’ water bill and feels there needs to be a time limit on when the city can bill for
water bills that have been estimated too low.
Councilor Smith thanked Dr. Williams for the information on the residency program. He said
he is concerned about the change. The program provides great care for the community as well as
producing doctors in this area. He said he is not sure the hospital will provide an alternative program
that can provide those services. He asked the council to continue to analyze the situation and be
involved in the health care leadership for the community. He encouraged citizens to also be involved.

Councilor Chenault thanked everyone for attending the Juneteenth celebration and invited
attendance at the Art and Soul Festival and an upcoming job fair. She said the Kell House Museum
is having a July 4th parade and the Fourth in the Falls will be held at MPEC.
Councilor Hooker agreed with Councilor Ingle on the water bill issue. He said he would like to
learn why the meter was not read.
Councilor Santellana said he is certain the water bill issue will be fairly resolved. He asked
Dr. Williams to talk about a meeting held by the County Medical Society. Dr. Williams said there
were 100 community physicians and 20 resident physicians attended the meeting. A resolution was
unanimously approved to ask the hospital board to talk to them about the proposed change. He said
even a one-year delay in recruiting physicians is a loss to the community. He said there has been a
huge outpouring of support by the physicians. Mayor Barham noted that the city/county hospital
board is not the board that made the decision against the residency program.
Jim Dockery said there are 35,000 water meters read each month. About 1,000 per month
are estimated. He said in Mr. Jones’ case, the meter had a glass lid which was difficult to read due to
fog or scratch. Typically the meter is replaced after a few times. In this case, the meter was not
replaced. The usage was estimated based on previous usage, which was before Mr. Jones moved
into the house. When the city realized it had been estimated, a service worker was sent out to get
the reading. It showed usage a lot higher than the estimate, so the meter was tested. It was reading
accurately. The city has tried to work with the customer and establish a payment agreement over a
period of time. He said he had no intention of questioning Mr. Jones’ integrity. He added that the
new meter system is automated and should address some of these situations.

Item 10 – Executive Session
City Council went into Executive Session at 9:51 a.m. in accordance with Texas
Government Code §551.074.

Item 11 – Reappointments/Appointments to the Wichita County/City of Wichita Falls Hospital
Board
Moved by Councilor Ingle to appoint Darron Leiker and Holly Lane Allsup to terms on the
Wichita County/City of Wichita Falls Hospital Board, with terms to expire July 1, 2018.
Motion seconded by Councilor Smith and carried by the following vote:
