The City Council of the City of Wichita Falls, Texas met in special session on the
above date in the Council Chambers of the Memorial Auditorium Building at 8:30 o'clock
a.m., with the following members present.
Lanham Lyne - Mayor
Rick Hatcher - Mayor Pro Tern
Glenn Barham - Councilors

Dorothy Roberts-Burns -

Mayor Lyne called the meeting to order.

No one signed up to speak under Public Comments.

RESOLUTION NO. 170-2009
Resolution Approving the City of Wichita Falls' Participation in Nortex
Housing Finance Corporation 2009 Single Family Mortgage Revenue
Bond Program
Moved by Councilor Barham that Resolution No. 170-2009 be passed.
Motion seconded by Councilor Roberts-Burns and carried by the following
vote.
Ayes: Mayor Lyne, Councilors Barham, Smith, Roberts-Burns, Hatcher, Ginnings and
Elmore
Nays: None

Item 5
A Planning Workshop was held to include discussion of Capital
Improvement Projects and funding goals for the City.
City Manager gave a brief history of what has transpired since the
Strategic Planning meeting of October 28, 2009.
Mr. Jim Dockery presented a summary of the Strategic Planning reporting
that 27 of 39 projects received council support from at least four Council members
as either"Extreme Interest" or"High Interest" at a cost of$65,185,000. A f5-Year
Funding Plan was prepared by the City Manager and Mr. Dockery to finance
these 27 Projects over the next 5 years.
Mr. Dockery reviewed the 5-Year Funding Plan, which is on file in the City
Clerk's Office.
Mr. Dockery concluded by noting that the next steps would be for Council
to determine if any amendments are needed to the Project List/Amounts/Sources,
and to determine the timing for the Projects.
Council will review this information to see if the list can or should be
reduced. This item will be placed on the December 15, 2009 Council agenda for
further discussion and consideration.
Councilor Ginnings requested that the matter of the Open Meetings Act
lawsuit be placed on the next Council Agenda to see if Council wants to vote on
that. Mayor Lyne agreed that it be placed on the December 15 Council Agenda.
City Council adjourned at 11:05 a.m.
