Glenn Barham - Mayor DeAndra Chenault - Councilors Tim Ingle - Stephen Santellana - Tom Quintero - Michael Smith - Brian Hooker - Absent Darron Leiker - City Manager Kinley Hegglund - City Attorney Tracy Norr - City Clerk - - - - - - - - Mayor Barham called the meeting to order at 8:30 a.m. - - - - - - - - Item 2a - Invocation Pastor David Crawford, Fain Presbyterian Church, gave the invocation. - - - - - - - - Item 2b - Pledge of Allegiance Mayor Barham led in the Pledge of Allegiance. - - - - - - - - Item 3a – - Employee of the Month – Jennifer Moreno, Health/Nursing 8:31:29 AM Lou Kreidler recognized Jennifer Moreno, Health/Nursing, as the Employee of the Month. Mo ved by Councilor Smith that the consent items be approved. Nays: None Item 5 - Approval of Minutes of the April 19, 2016 Regular Meeting of the Mayor and City Council Item 6 – Receive Minutes Minutes of the following boards and commissions were received: (a) Traffic Safety Commission, January 6, 2016 (b) Library Advisory Board, January 19, 2016 (c) Library Advisory Board, February 16, 2016 (d) Wichita Falls-Wichita County Public Health Board, February 26, 2016 (e) Planning & Zoning, March 9, 2016 - - - - - - - Item 7a – Resolution #45-2016 8:36:31 AM RESOLUTION NO. 45-2016 Resolution Authorizing Award of Bid to Trinity Hughes Construction in the Amount of $278,500.00 for the Renovation of the City Council Chambers and Related Areas Moved by Councilor Chenault that Resolution No. 45-2016 be passed. Motion seconded by Councilor Ingle and carried by the following vote: Ayes: Mayor Barham, Councilors Chenault, Ingle, Quintero, Santellana, and Smith. Nays: None - - - - - - - - CITY COUNCIL MINUTES May 3, 2016 Page 3 Item 7b – Resolution #46-2016 8:41:57 AM RESOLUTION NO. 46-2016 Resolution Authorizing the City Manager to Execute a Memorandum of Understanding with the Wichita Falls Independent School District (WFISD) for Public Improvements Related to the Construction of the Career and Technical Education (CTE) Building Moved by Councilor Santellana that Resolution No. 46-2016 be passed. Motion seconded by Councilor Smith and carried by the following vote: Ayes: Mayor Barham, Councilors Chenault, Ingle, Quintero, Santellana, and Smith. Nays: None - - - - - - - - Item 7c – Resolution #47-2016 8:44:47 AM RESOLUTION NO. 47-2016 Resolution Awarding Bid and Contract for the 2016 Concrete Street Rehabilitation Project to Duke Holding Company, Inc. dba Duke Construction Company in the Amount of $310,922.00 Moved by Councilor Ingle that Resolution No. 47-2016 be passed. Motion seconded by Councilor Smith and carried by the following vote: Ayes: Mayor Barham, Councilors Chenault, Ingle, Quintero, Santellana, and Smith. Nays: None - - - - - - - - Item 7d – Resolution #48-2016 8:46:08 AM RESOLUTION NO. 48-2016 Resolution Authorizing the City Manager to Apply for the FY 2016 Bulletproof Vest Partnership Program in a Total Amount of $29,351.00 Moved by Councilor Ingle that Resolution No. 48-2016 be passed. Motion seconded by Councilor Chenault and carried by the following vote: Ayes: Mayor Barham, Councilors Chenault, Ingle, Quintero, Santellana, and Smith. Nays: None - - - - - - - - CITY COUNCIL MINUTES May 3, 2016 Page 4 Item 7e – Resolution #49-2016 8:47:10 AM RESOLUTION NO. 49-2016 Resolution Authorizing the City Manager to Execute Interlocal Agreements with Regional Public Transportation Providers Receiving Federal Transit Administration Support for the Purchase of Fuel, and Amending the 2015-16 Budget Accordingly Moved by Councilor Ingle that Resolution No. 49-2016 be passed. Motion seconded by Councilor Chenault and carried by the following vote: Ayes: Mayor Barham, Councilors Chenault, Ingle, Quintero, Santellana, and Smith. Nays: None - - - - - - - - Item 7f – Resolution #50-2016 8:48:32 AM RESOLUTION NO. 50-2016 Resolution Authorizing the City Manager to Apply For and Accept a Bus and Bus Facilities Section 5339 Grant from the Federal Transit Administration to Purchase Four (4) 35-Foot, Low-Floor Transit Buses Moved by Councilor Ingle that Resolution No. 50-2016 be passed. Motion seconded by Councilor Santellana and carried by the following vote: Ayes: Mayor Barham, Councilors Chenault, Ingle, Quintero, Santellana, and Smith. Nays: None - - - - - - - - Item 8a – Staff Reports 8:51:56 AM There were no staff reports. - - - - - - - - Item 8b – Items of Concern to Members of the City Council 8:52:04 AM Members of the City Council presented the following matters: Councilor Ingle asked if there is a way to control the bird droppings in the city. Mr. Leiker said the staff is working with TxDOT to control the situation. - - - - - - - - CITY COUNCIL MINUTES May 3, 2016 Page 5 Item 9 - Executive Session City Council went into Executive Session at 8:53:59 AM in accordance with Texas Government Code §551.071. City Council reconvened at 9:34:13 AM. Mayor Barham announced that no polls or votes were taken during Executive Session. - - - - - - - - Item 10 – Appointments to Veterans Advisory Council 9:34:27 AM Moved by Councilor Chenault to appoint Jason Traylor to the Veterans Advisory Council, with a term to expire December 31, 2020. Motion seconded by Councilor Quintero and carried by the following vote: Ayes: Mayor Barham, Councilors Chenault, Ingle, Quintero, Santellana, and Smith. Nays: None - - - - - - - - Item 11 - Adjourn City Council adjourned at 9:34:53 AM.
