Andy Kocher called the April 6, 2016 meeting of the Wichita Falls Traffic Safety
Commission to order at 1:30 p.m.
The minutes were accepted for January 2016 .
The financial report for Jan 2016 was given. The balance is
$ 1,472.16. $250 donation in January.
Accident Statistics:
March 2016. Crashes: 208 Injuries: 43 Fatalities: 4 YTD
City Traffic Report
Mark Beauchamp advised the projects are basically the same as last mouth:
1. 6th and Austin Flexible barriers were installed.
2. Phase 3 Sheppard Access street lighting project is underway.
3. Accelerated the change out of Protected Permissive turn signal to flashing
amber thought the city. This should be completed within a year.
4. Completed Street Sign section hangout. 1115 of the city

5. Bike Safe has made contact with 5 schools now including Henrietta for
programs.
6. Health Fair/ Bike Rodeo. April 9th
7. Bicycle friendly community project is still in the works. Final Application will
be filed in August 2016.
State Traffic Report
T.J. Harrell advised: No State Report For April. Hold Over Info from January.
1. Update on joint project with the city on Southwest Parkway and McNeil.
2. Double left turn lane joint project with the city on Kell Blvd. Complete.
3. Huntington Rd Bridge reconstruction on US 287. Near completion.
4. FM 171 from FM 890 being widened.
5. I -44 repair. Complete.
6. FM 2650 Sisk Rd. —widen and add shoulders starting soon.
7. FM 369 and Hughes Project to start soon.
8. Sinclare Rd and FM240. Bridge replacement.
Committee Reports:
None
Unfinished Business:
1. 03 -14: Three Foot Traffic Ordinance - this would make drivers of motor
vehicles give a bicycle /pedestrian a safe clearance when passing. This is a widely
adopted practice for other cities. Discussion was held to forward our request to
the City Manager to present to Counsel. A motion was made by Andy Kocher to
ask the City Attorney to present the City Manager with both suggested versions
of Safe Passing Ordinances for his approval and City Counsel review and
approval. Motion was seconded by Charles Grady. Motion passed unanimously.
2. 01 -15: Safety Patrol Skate Party. In planning stage.
3. 02 -15: TSC Helping raise funds for electronic computer equipment for
Bike Safe/ Walk Safe School Program.
New Business:
1. Traffic Safety Patrol Party at The Plex. May 19t" from 4pm -6pm.
2. Mark Beauchamp advised he would like to have the TSC ask the Mayor to
recognize the School Crossing Guards with a proclamation in 2016. Bill Horton
made a motion to recognize it was seconded by Charles Grady. The motion
passed unanimously.
