I. Call to Order and Introductions
Steve Garner called the meeting to order. Members, staff and guests introduced
themselves.
Il. Approval of Minutes
No minutes were available for the March meeting.
11111. Fundraising
Steve Garner has talked to the local new car dealers. Three of the six have agreed to a
month long promotion in May to donate a portion of their proceeds to the project. There
is a potential of $60,000 - $100,000 from this promotion.
The Red River Wine Festival is this weekend. We have a booth.
May should be a big month for local events. Tom Lang provided a list. We need
volunteers. It is important for us to get correct information to the public. Kathie

Forehand - Chaddick suggested a fact sheet for the booths. Jake VanDonge volunteered
to put the fact sheet together.
The All- American Car Wash netted $6,000. They have agreed to do 3 more this year.
We earned $180 from the Chili's night.
We need someone to step up to coordinate volunteers. Pete Gill has an idea for
someone who may be interested in coordinating this effort.
Kathie Forehand- Chaddick reported that we had a meeting with Hoeggar
Communication last week. We have developed a partnership with local business people
which will allow customers to support the project, either by the business accepting
donations or through a portion of their purchases. The list of businesses in this project
will be on the website.
Proposed designs by Chandler Monument for a monument to acknowledge donations
presented.
Giving Day is September 16. We are working with Hoeggar Communication to get the
word out that the lake project will be a giving option. This is an online fundraising event.
There are matching dollars available and there will be various prizes throughout the
day. Tom Lang stated we need to make a formal request to the City Council to waive
the requirement for the City to get a share of the proceeds for an event at Lake Wichita
Park to benefit the project. The Gypsy Kit is willing to bring out a food truck and donate
20% of the proceeds if the City will waive their cut. A motion was made by Larry Scott to
ask City Council to waive the 20% fee to the city for vendors who will donate 20% of the
proceeds of their sales on Giving Day to the project. Ford Swanson seconded. Motion
passed.
Jake VanDonge is working on a list of media mentions since the project began and will
provide an electronic copy.
Tom Lang asked about the donation statement on the water bills. This was approved
months ago, but is still not appearing on the bills.
Steve Garner will be doing "That City Show" to discuss the Lake Wichita project.
Tom Lang stated he and Steve Garner have done 63 presentations to 2100 people. We
can do more.
IV, Water Management
Russell Schreiber, P.E., spoke to the committee. He said he had been asked by the
City Manager to pass on information concerning the use of water from Lake Arrowhead
for the Lake Wichita project. The City feels this is not the best use of the water supply.
The City will not support the use of Lake Arrowhead or Lake Kickapoo water for Lake
Wichita. The committee needs to know this for planning purposes. The City will commit
to continuing to feed Lake Wichita with water from Lake Diversion. He stated that Lake
Kemp (Lake Diversion) is the only option for water to put into Lake Wichita and the
committee needs to plan around that.
Steve Garner stated the committee will need a water management strategy for the
project and a multiple source strategy is crucial. Taking water strictly from Lake

additional studies. Penny Miller moved that we adopt the proposed wording and
approved spending $29,100 to complete the additional three studies required for the
permit. Kathie Forehand- Chaddick seconded the motion. Motion passed.
Davis Powell stated we are awaiting the soil analysis on site deposits. Carolla will do
site visits to the landowners who have agreed to take soil. So far, we have only four
landowners who have signed agreements. Steve Garner stated he is still waiting to hear
from two landowners.
Davis Powell reported that there is a meeting with the Texas Parks and Wildlife
Department on the boardwalk grant on April 19. We have a three -year timeframe for
construction. Do we need to get an architectural firm to design plans? We have $65,000
in the grant budget for this purpose. We need to decide what to do with this. We need
the matching monies in the bank before the City can move forward with this.
