Min 04/19/2016 CITY COUNCIL MINUTES April 19, 2016 Page 1 CITY COUNCIL MINUTES Wichita Falls, Texas Memorial Auditorium Building April 19, 2016 Item 1 - Call to Order The City Council of the City of Wichita Falls, Texas met in regular session on the above date in the Council Chambers of the Memorial Auditorium Building at 8:30 o’clock a.m., with the following members present. Glenn Barham - Mayor DeAndra Chenault - Councilors Michael Smith - Tim Ingle - Stephen Santellana - Tom Quintero - Brian Hooker - Absent Darron Leiker - City Manager Kinley Hegglund - City Attorney Tracy Norr - City Clerk - - - - - - - - Mayor Barham called the meeting to order at 8:30 a.m. - - - - - - - - Item 2a - Invocation Mayor Barham gave the invocation. - - - - - - - - Item 2b - Pledge of Allegiance Mayor Barham led in the Pledge of Allegiance. - - - - - - - - Item 3a – Proclamation –National Telecommunicators Week, Wichita Falls Police Department 8:30:49 AM Mayor Barham read a proclamation establishing April 10-16, 2016 as Public Safety Telecommunicators Week in Wichita Falls and urged citizens to recognize the important services these telecommunicators provide. - - - - - - - - CITY COUNCIL MINUTES April 19, 2016 Page 2 Item 3b – Presentation of Comprehensive Annual Financial Report by Edgin, Park man, Fleming & Fleming, PC 8:33:29 AM Pat Halverson introduced Paul Fleming who gave a review of the annual financial report. Mr. Fleming said the audit finance committee had reviewed details of the report. He thanked the staff for the work they did in creating the document. He noted the first part of the audit is the comprehensive financial report. He said there were no items that did not match standards. The pension liabilities were reviewed, which is a new requirement. The other part of the audit is for compliance of specific programs. There were no findings and no noncomplian ce in those areas. - - - - - - - - Item 4 - Comments From the Public to Members of the City Council Concerning Items That Are Not on the City Council Agenda. 8:36:59 AM Anthony Carlisle, 1648 Pearl Avenue, said he called 911 on April 10 because there was someone in his neighbor’s yard. No one ever showed up. He said he stopped the thie f and gave a good description to the dispatcher. He talked to the police chief who appeared to be unconcerned. He also said he had to walk in the street where there was no sidewalk. He also said he was on McNeil and a resident said they are grateful for the sidewalk they have. He said it is the council responsibility to put in sidewalks. He said the sidewalks near the hospital are inadequate and need to be accessible. He said the city needs to address quality of life. There were no other comments given. - - - - - - - - Item 5 – 6c - Consent Items 8:42:50 AM City Manager Darron Leiker gave a briefing on the items listed under the Consent Agenda. Moved by Councilor Smith that the Consent Agenda be approved. Nays: None Item 5 - Approval of Minutes of the April 5, 2016 Regular Meeting Item 6 - Receive Minutes Minutes of the following boards and commissions were received: (a) Tax Increment Financing #3 Board, March 27, 2014 (b) Wichita Falls 4B Sales Tax Corporation, September 14, 2015 (c) Park Board, February 25, 2016 - - - - - - - - CITY COUNCIL MINUTES April 19, 2016 Page 3 Item 7a – Ordinance #12-2016 8:43:28 AM ORDINANCE NO. 12 -2016 Ordinance Appointing Larry Gillen as Municipal Judge for a Term to Begin on May 21, 2016 Moved by Councilor Santellana that Ordinance No. 12-2016 be passed. Motion seconded by Councilor Ingle. Motion by Councilor Santellana to set the term for two years. Amendment seconded by Councilor Ingle. Motion carried by the following vote: Ayes: Mayor Barham, Councilors Quintero, Chenault, Ingle, Smith, and Santellana Nays: None - - - - - - - - Item 8a – Resolution #40-2016 8:45:03 AM RESOLUTION NO. 40 -2016 Resolution to Award Bids for Three (3) Grazing Leases at Lake Arrowhead for Five (5) Year Terms Beginning June 1, 2016 and Ending May 31, 2021 Moved by Councilor Ingle that Resolution No. 40-2016 be passed. Motion seconded by Councilor Quintero and carried by the following vote: Ayes: Mayor Barham, Councilors Quintero, Chenault, Ingle, Smith, and Santellana Nays: None - - - - - - - - Item 8b – Resolution #41-2016 8:48:32 AM RESOLUTION NO. 41 -2016 Resolution to Award Bids for Two (2) Grazing Leases at Lake Kickapoo for Five (5) Year Terms Beginning June 1, 2016 and Ending May 31, 2021 Moved by Councilor Ingle that Resolution No. 41-2016 be passed. Motion seconded by Councilor Quintero and carried by the following vote: CITY COUNCIL MINUTES April 19, 2016 Page 4 Ayes: Mayor Barham, Councilors Quintero, Chenault, Ingle, Smith, and Santellana Nays: None - - - - - - - - Item 8c – Resolution #42-2016 8:51:07 AM RESOLUTION NO. 42 -2016 Resolution Approving the Programs and Expenditures of the Wichita Falls 4B Sales Tax Corporation Board of Directors and Amending the Budget to Include Funding Up to $415,085 for Matching Funds for Two Federally Funded Mobility Projects Known as the Pedestrian Improvement Project Along Kemp Boulevard from Midwestern Parkway to Southwest Parkway, and the Hike and Bike Trail Project from Wichita Bluff Park to Loop 11; and Funding up to $50,000 for Retail Recruitment Services Provided by Buxton Moved by Councilor Santellana that Resolution No. 42-2016 be passed. Motion seconded by Councilor Quintero and carried by the following vote: Ayes: Mayor Barham, Councilors Quintero, Chenault, Ingle, Smith, and Santellana Nays: None - - - - - - - - Item 9a – Staff Reports There were no staff reports. - - - - - - - - Item 9b – Items of Concern to Members of the City Council 9:03:38 AM Members of the City Council presented the following matters: Councilor Quintero asked that the street maintenance crew check for potholes in District 5. Councilor Chenault asked that everyone keep the people of Houston in their prayers during the flooding. Councilor Ingle asked about the Zika virus and if there is funding. Lou Kriedler responded that the carrier mosquito is present in the area. The important thing is to keep yards and homes cleaned of breeding grounds. She said a different type of trap will be used for surveillance and a different chemical will be used in spraying for these mosquitos. There have been no local cases. Education on travel risks is important. She does not think additional funding is needed at this time. Councilor Ingle also asked about foliage removal along the river. Russell Schreiber said about 25-30 percent is done and work will continue when possible. The rest of the work will be done with private property owners. A new inundation mapping and analysis is finished and will be presented to the council. Councilor Ingle also asked if additional information will be included with the water bills about recycling. Mr. Leiker said a public relations campaign is being prepared. Councilor Ingle also thanked the staff for the work on the CFR report. Councilor Santellana asked about reports on shigella. Mrs. Kreidler said reports are being monitored to determine common factors. There has not been a pattern yet. - - - - - - - - Item 10 – Executive Session City Council went into Executive Session at 9:13:12 AM in accordance with Texas Government Code §551.087. City Council reconvened at 10:08:28 AM. Mayor Barham announced that no polls or votes were taken during Executive Session.
