Item 1
The City Council of the City of Wichita Falls, Texas met in special session on the
above date in the Council Chambers of the Memorial Auditorium Building at 8:30 o'clock
a.m., with the following members present.
Lanham Lyne - Mayor
Rick Hatcher - Mayor Pro Tem
Glenn Barham - Councilors

Mayor Lyne called the meeting to order.
Item 2a
Mayor Lanham Lyne gave the invocation.

ORDINANCE NO. 27-2010
Ordinance Making An Appropriation In The Amount Of $465,609 From
General Fund Reserves For The City's Estimated Share Of The Cost For
Emergency Repairs At Lake Diversion Spillway
Moved by Councilor Elmore that Ordinance No. 27-2010 be passed.
Motion seconded by Councilor Smith and carried by the following vote.
Ayes: Mayor Lyne, Councilors Barham, Smith, Roberts-Burns, Hatcher, Ginnings and
Elmore
Nays: None

RESOLUTION NO. 61-2010
Resolution Authorizing The City Manager To Execute The Agreement
Between City Of Wichita Falls And Wichita County Water Improvement
District No. 2 For The Lake Diversion Spillway Failed Slope Remediation
(Emergency), Allocating 50% Of An Amount Up To $931,218 To Each
Entity
Moved by Councilor Hatcher that Resolution No. 61-2010 be passed.
Motion seconded by Councilor Elmore and carried by the following vote.
Ayes: Mayor Lyne, Councilors Barham, Smith, Roberts-Burns, Hatcher, Ginnings and
Elmore
Nays: None

RESOLUTION NO. 62-2010
Resolution Authorizing The City Manager To Execute A Contract With
Archer Western Contractors, Ltd. For The Lake Diversion Emergency
Spillway Slope Failure Remediation Project, In An Amount Of Up To
$931,218.
Moved by Councilor Barham that Resolution No. 62-2010 be passed.
Motion seconded by Councilor Elmore and carried by the following vote.
Ayes: Mayor Lyne, Councilors Barham, Smith, Roberts-Bums, Hatcher, Ginnings and
Elmore
Nays: None

Mayor Lyne and City Clerk Lydia Ozuna canvassed the results of the May 8, 2010
General Election.

ORDINANCE NO. 28-2010
Ordinance Canvassing The Returns Of The Municipal General Election
Held in The City Of Wichita Falls, Texas On May 8, 2010;
Moved by Councilor Hatcher that Ordinance No. 28-2010 be passed with
the following results inserted in the blanks.
5,792 voters voted in said election:
MAYOR:
Glenn Barham received 3,282 votes.
Jim Ginnings received 1,846 votes.
Mike Rucker received 647 votes.
COUNCILOR DISTRICT 3
Rick D. Hatcher (Unopposed) received 1,263 votes.

Timothy Ingle (Unopposed received 1,040 votes.
COUNCILOR DISTRICT 5:
Phyllis Pennartz-Elmore received 133 votes.
Leslie Seipel received 95 votes.
Mary Ward received 336 votes.
The City Council officially finds, determines and declares the results of said
election to be that
Glenn Barham was duly and legally elected Mayor;
Rick Hatcher was duly and legally elected Councilor District 3;
Timothy Ingle was duly and legally elected Councilor District 4;
Mary Ward was duly and legally elected Councilor District 5.
Motion seconded by Councilor Smith and carried with the following vote.
Ayes: Mayor Lyne, Councilors Barham, Smith, Roberts-Burns, Hatcher, Ginnings and
Elmore
Nays: None
Item 7
City Clerk administered the oath of office to Glenn Barham, Mayor, Rick Hatcher,
Councilor District 3, Timothy Ingle, Councilor District 4, and Mary Ward, Councilor
District 5. City Clerk presented each Official with Certificates of Election.
Item 8
Mayor Barham presented gifts of appreciation to outgoing Council members Mr.
Lanham Lyne, for his five years of service, Mr. Jim Ginnings, for his four years of service, and
Mr. Charles Elmore, for his six years of service.
City Council recessed to a reception honoring outgoing Mayor Lanham Lyne,
Councilor District 4 Jim Ginnings, and Councilor District 5 Charles Elmore.

City Council adjourned at 9:40 a.m.
