Employee Benefit Trust Minutes - 08/21/2015 City of Wichita Falls Employee Benefits Trust Board Minutes August 21st, 2015 The meeting was held in the City Council Conference Room, 1300 Seventh Street, Wichita Falls, TX 76301. Present: Harvey Glen Barham, Mayor Darron Leiker, City Manager Jim Dockery, Deputy City Manager Kinley Hegglund, City Attorney Christi Klyn, Human Resources Director Pat Halverson, Director of Finance Angela Bosma, Employee Benefits Specialist Brian Lester, Employee Benefits Specialist Brent Weegar, IPS Advisors, Principal Rebekah Ross, IPS Advisors, Sr. Account executive Bennett Champagne, IPS Advisors, Benefit Analyst Billy and Mrs. Henderson, Retirees Agenda Items: I. Meeting was called to order at 10:00 a.m. II. Meeting minutes from May 13th, 2015, were approved. III. A motion, which was previously approved by city council members, was made to amend the ordinance to a 5 member panel of trustees, with the Deputy City Manager in a voting role, and a quorum vote would move from 2 to 3. This proposal was approved by the panel unanimously. IV. Financial report was presented and discussed. V. IPS Briefing a. IPS briefed the following: historical plan cost analysis, budget projections, benchmarking, current plan designs/contributions, recommendations and 2015/2016 timeline. Recommendations were made regarding the RFP dental and vision plans, subsidy rates, health plan and stop-loss premium adjustments, co-pays, deductibles, and out-of-pocket-maximums in response to a projected 44.6% increase in claims cost YTD for PY 14-15. IPS also introduced recommendations for a catastrophic care health plan as well as a health savings account plan. b. IPS briefed the results of the Employee Family Health Center Survey conducted through Survey Monkey. The responses regarding quality of care and service rated high. The primary concerns highlighted were extending hours of service and access to acute care. VI. The Take Care Wage Works non-discrimination addendum was approved. VII.
