Item 1
The City Council of the City of Wichita Falls, Texas met in special session on the
above date in the Council Chambers of the Memorial Auditorium Building at 8:30 o'clock
a.m., with the following members present.
Glenn Barham - Mayor
Dorothy Roberts-Burns - Mayor Pro Tern
Linda Ammons - Councilors
Michael Smith -

Mayor Barham called the meeting to order.
Item 2a
Councilor Rick Hatcher gave the invocation.
Item 2b
Mayor Barham led in the Pledge of Allegiance.
Item 3
Mayor proclaimed the Tenth Anniversary of Rathgaber Hospitality House — Kim
Tomlison, Executive Director, and board members were present to accept the
proclamation.
Item 4
Person who signed up to speak under public comments spoke during the
tax rate public hearing.
Item 5
A public hearing was held on the proposed Property Tax Rate for the 2010-11 Fiscal
Year.
Mayor declared the public hearing open.
The following persons spoke against a property tax increase and other rate
increases.

Mr. Jim Ginnings was impressed and agreed with many of the comments made this
morning, however he is in favor of the tax increase and commended the City Manager. He
recommended that the City have a good benefit retirement program where the market
determines the retirement benefits so you do not have to come back in the future to the
citizens for more money. That will require staff and benefit section to monitor administration
of the benefits plan.
Mr. Norman Cochran was not opposed to the tax increase but hopes Council has
absorbed what they heard here this morning. He agrees with the comments but he is in favor
of the increase because of where the money is going, however there are things the City is
spending money on that he does not agree with.
Council made comments and responded to several of the questions and concerns
brought up by the public. All Council members, except Councilor Hatcher, were in favor of the
tax rate increase because these funds will be used to increase the number of streets to be
repair.
Mayor called for additional comments. There being none, Mayor declared the public
hearing closed.

RESOLUTION NO. 101-2010
Resolution Authorizing Continued Support For Maintaining The Wichita Falls
Police Department Police Academy
Moved by Councilor Smith that Resolution No. 101-2010 be passed.
Motion seconded by Councilor Roberts-Burns and carried by the following
vote.
Ayes: Mayor Barham, Councilors Ammons, Smith, Roberts-Burns, Hatcher, Ingle,
and Ward
Nays: None
Item 7a
There were no staff reports
Item 7b
Council members brought up the following matters.
Councilor Ammons:
a.) Appreciation to public for speaking during the public hearing.
b.) 8% unemployment rate was old information; many jobs available in our
City. City Manager confirmed that information for that report was old,
c.) Prospective businesses look at quality of life, infrastructure, schools,
among other things to determine whether to move here. City needs to
invest in self so others will want to invest in us.
d.) Other resources are used to fund City projects, not only taxes.
Councilor Ingle:
a.) Reserves go to unexpected situations such as repairing pot holes,
water and sewers; economic changes. Reserves help smooth out
what happens in the City that is unexpected. We are required to have
reserves.
b.) City has made good strategic decisions but did not include streets and
they should have been repaired

c.) New companies are coming in and with that are new jobs and revenue.
d.) Wichita Falls is a hub city so we support ourselves; the City has to take
care of many issues/situations that filter down to local entities.
e.) Increase internships with Midwestern State University.
Councilor Hatcher:
a.) Buried pipes are designed and expected to last 80-90 years and we
ask that they last 91 years. Potholes are repaired and when dams break down
we fix them. Things will improve and with that more revenue can be dedicated to
fixing infrastructure.
Councilor Smith:
a.) Museum Day Stroll & Roll was a success, which is another quality of
life issue. This will be repeated again next year. There are plenty of things to do
and see here in our City.
Councilor Ward:
a.) New industry, new jobs coming in
b.) City View Parade next Wednesday, 6:00 p.m.
Councilor Roberts-Burns:
a.) Mayor's Town Hall meeting tonight at Washington-Jackson cafeteria,
7:00 p.m.
Mayor Barham:
a.) Moody's Report provided bad data. Same company gave the City a
AA bond rating four months ago and later said we are in double dip recession, not
going to happen. It was very bad data. No fears of going into a double dip
recession.
b.) Work done by the City over several years, such as water infrastructure
work, new communication center, relocation of one fire station, are kinds of
projects that independent organizations look at to see what we are doing to
maintain our infrastructure to maintain services to our citizens. As a result of that
work and spending those funds our Insurance Services Organization rating
dropped from 3 to 2 and very few cities have achieved that. This will affect your
insurance rates in a positive manner. We are spending your money wisely. City
bends over backwards to make sure we are doing things that need to be done to
improve our quality of life and improve the living situation in this community.
c.) Mayor Informed that he was notified an hour ago that a dear friend,
Jerry Riley, passed away. He will be missed. .

City Council went into executive session at 10:56 a.m. in accordance with
Texas Government Code §551.072 and §551.074.
City Council reconvened at 12:37 p.m.
Mayor announced that no votes or polls were taken during Executive
