Min 02/16/2016 CITY COUNCIL MINUTES February 16, 2016 Page 1 CITY COUNCIL MINUTES Wichita Falls, Texas Memorial Auditorium Building February 16, 2016 Item 1 - Call to Order The City Council of the City of Wichita Falls, Texas met in regular session on the above date in the Council Chambers of the Memorial Auditorium Building at 8:30 o’clock a.m., with the following members present. Glenn Barham - Ma yor DeAndra Chenault - Councilors Michael Smith - Tim Ingle - Stephen Santellana - Tom Quintero - Brian Hooker - Absent Darron Leiker - City Manager Kinley Hegglund - City Attorney Tracy Norr - City Clerk - - - - - - - - Mayor Barham called the meeting to order at 8:30 a.m. - - - - - - - - Item 2a - Invocation Pastor Isaac Butterworth, First Presbyterian Church, gave the invocation. - - - - - - - - Item 2b - Pledge of Allegiance Mayor Barham led in the Pledge of Allegiance. - - - - - - - - Item 3 – Presentation – Go Big or Go Home, Leadership Wichita Falls 2016 Class 8:32 AM Mayor Barham read a proclamation establishing February 16, 2016 as Leadership Wichita Falls Go Big or Go Home Day in Wichita Falls and encouraged citizens to support the Leadership Wichita Falls activities in the community. - - - - - - - - CITY COUNCIL MINUTES February 16, 2016 Page 2 Item 4 - Comments From the Public to Members of the City Council Concerning Items That Are Not on the City Council Agenda. 8:34 am Charles Peters, 2518 Sheppard Access Road, said he thinks the idea of W ichita Falls to help the base is a good idea, but his family does not want to pay for it. He discussed the differences in tax value appraisals and the offer that was made to him for his property , saying he thinks the offer is low. He discussed purchase p rice for other properties in the area. He asked the council to ask Mrs. Hoffman to reevaluate the offer and to get better comparisons. Paul Rodriguez, 600 8Th Street, spoke about the Downtown Lions Club’s Adopt-A-Block program. Cody Magana said the focus of the program is the downtown area and hopes there will be long term partnerships for other beautification programs. Brenda Jarrett, 1200 Thompson Road, invited everyone to come to the Museum of North Texas History display for Black History month. - - - - - - - - Item 5 – 6f - Consent Items 8:44 AM City Manager Darron Leiker gave a briefing on the items listed under the Consent Agenda. Moved by Councilor Smith that the Consent Agenda be approved. Motion seconded by Councilor Ingle and carried by the following vote: Ayes: Mayor Barham, Councilors Quintero, Smith, Ingle, Santellana and Chenault. Nays: None Item 5 - Approval of Minutes of the February 2, 2016 Regular Meeting Item 6 – Receive Minutes Minutes of the following board s and commissions were received: (a) Fire Fighters and Police Officers’ Civil Service Commission, September 2, 2015 (b) MPO TAC, October 16, 2015 (c) Park Board, October 22, 2015 (d) MPO TPC, October 28, 2015 (e) Wichita Falls-Wichita County Public Health Board, November 13, 2015 (f) EMS Advisory Board, January 13, 2016 - - - - - - - - Item 7a – Public Hearing 8:44 AM Mayor Barham opened a public hearing at 8:44 AM. CITY COUNCIL MINUTES February 16, 2016 Page 3 Karen Montgomery-Gagne explained the public hearing allows people to comment about the proposed historical designation at 711 Indiana. She said the nomination was recommended by the Landmark Commission for historical, architectural, and cultural signif icance in early Wichita Falls. A historical preservation has been done on the building. There were no further comments and the public hearing was closed at 8:47 AM - - - - - - - - Item 8a – Ordinance #06-2016 8:47 AM Ordinance No. 06-2016 Ordinance Amending Section 62-5 of the Code of Ordinances of the City of Wichita Falls to Designate 711 Indiana Avenue, Gorsline’s Fashion Livery Stable/Liepold Clothing Store, as a Wichita Falls Landmark and Providing for Codification Moved by Councilor Ingle that Ordinance No. 06-2016 be passed. Motion seconded by Councilor Smith and carried by the following vote: Ayes: Mayor Barham, Councilors Quintero, Chenault, Ingle, Smith, and Santellana. Nays: None Mayor Barham presented a Landmark medallion to John Dickinson, the property owner. - - - - - - - - Item 9a – Resolution #17-2016 8:51 AM RESOLUTION NO. 17 -2016 Resolution Authorizing the Purchase of Two (2) Commercial Side Loaders through the BuyBoard Purchasing Cooperative from East Texas Mack Sales, LLC in the Amount of $260,288.00 and the Houston-Galveston Area Council (H-GAC) Cooperative Purchasing Program from Kann Manufacturing Corporation in the Amount of $182,904.00 Moved by Councilor Ingle that Resolution No. 17-2016 be passed. Motion seconded by Councilor Chenault and carried by the following vote: Ayes: Mayor Barham, Councilors Quintero, Chenault, Ingle, Smith, and Santellana Nays: None - - - - - - - - CITY COUNCIL MINUTES February 16, 2016 Page 4 Item 9b – Resolution #18-2016 8:54 AM RESOLUTION NO. 18-2016 Resolution Authorizing the Purchase of Two (2) Automated Side Loaders through the BuyBoard Purchasing Cooperative from East Texas Mack Sales, LLC in the Amount of $286,928.00 and from Texan Waste Equipment, Inc. dba Heil of Texas in the Amount of $234,644.00 Moved by Councilor Ingle that Resolution No. 18-2016 be passed. Motion seconded by Councilor Santellana and carried by the following vote: Ayes: Mayor Barham, Councilors Quintero, Chenault, Ingle, Smith, and Santellana Nays: None - - - - - - - - Item 9c – Resolution #19-2016 8:56 AM RESOLUTION NO. 19 -2016 Resolution Authorizing Award of Bid for the Purchase of Four ½-Ton Pickups from the Low Bidder, Grapevine DCJ LLC, in the Amount of $77,276.00; or to the Local Bidder, Wichita Falls Ford-Lincoln, Inc., in the Amount of $78,718.48 Moved by Councilor Ingle that Resolution No. 19-2016 be passed. Motion seconded by Councilor Santellana. Motion amended by Councilor Ingle to accept the bid from the local dealer, Wichita Falls Ford-Lincoln. Amendment seconded by Councilor Santellana and carried by the following vote: Ayes: Mayor Barham, Councilors Quintero, Chenault, Ingle, Smith, and Santellana Nays: None Motion as amended carried by the following vote: Ayes: Mayor Barham, Councilors Quintero, Chenault, Ingle, Smith, and Santellana Nays: None - - - - - - - - CITY COUNCIL MINUTES February 16, 2016 Page 5 Item 9d – Resolution #20-2016 8:59 AM RESOLUTION NO. 20 -2016 Resolution Awarding Bid and Contract for the 2016 Water Budget Utility Improvements Project to Bowles Construction Co. in the Amount of $865,581.00 Moved by Councilor Smith that Resolution No. 20-2016 be passed. Motion seconded by Councilor Ingle and carried by the following vote: Ayes: Mayor Barham, Councilors Quintero, Chenault, Ingle, Smith, and Santellana Nays: None - - - - - - - - Item 10a – Staff Reports There were no staff reports. - - - - - - - - Item 10b – Items of Concern to Members of the City Council 9:02 AM Members of the City Council presented the following matters: Councilor Ingle welcomed the Leadership Wichita Falls class. He also thanked the staff for the planning session which was recently held. He said he had attended the Alliance for Art grand opening, and the director has wonderful vision for the community. Councilor Chenault encouraged residents in District 2 to attend a Town Hall meeting that is planned. Councilor Quintero added his thanks for the planning session. Mayor Barham noted that the meeting is shorter than normal. - - - - - - - - Item 11 – Executive Session City Council went into Executive Session at 9:04 AM in accordance with Texas Government Code §551.072, §551.071, and §551.087. City Council reconvened at 11:10 AM.
