January 8, 1951
The Board of Aldermen of the City of Wichita Falls, Texas, met in regular
session on the above date, at 7-30 o'clock P. M., in the Council Room of the
Memorial Auditorium Building, with the following members present:

The Minutes of the meeting held December 12, 1950, and December 18, 1950,
were read and approved as read.
Moved by Alderman Parish that the request of the S.W. Bell Telephone
Co. be granted, to construct a 4 inch underground gas line across the alley
between Scott & Lamar at 9th, approximately 50 ft. north of the front property
line paralleling 9th St.; (2) construct four phuematic tube lines across said
alley 2 ft. 6 in. below the alley grade from, basement gall to basement wall;
(3) provide an opening on the 9th St. sidewalk to permit moving heavy machinery
in and out of their new building, said opening to be covered with 1/4 in.
aluminum tread plate, flush with the sidewalk; provided the same are all installed
under the supervision of the city engineer.

ORDINANCE I10. 1543
AN ORDINANCE LEVYING, ASSESSING and FIXING THE TAX RATE FOR THE USE
AND SUPPORT OF THE MUNICIPAL GOVE:HN'KENT OF THE CITY OF WICHITA FALLS, TEXAS, AND
PROVIDING FOR THE INTERST AND SINKING FUND FOR THE FISCAL YEAR 1950-51, AND
APPORTIONING EACH LEVY FOR THE SPECIFIC PURPOSE, AND PROVIDING FOR COLLECTION
OF ALL ANNUAL OCCUPATION TAXES PROVIDED BY STATE LAW.
Moved by Alderman Thomas that the above and foregoing Ordinance No.
1543 be approved and nassed as read.

Moved by Alderman Brown that City Manager, Frank Wood, be authorized
to sign a contract for and on behalf of the City of Wichita Falls, with J. L.
Hair & Son, in the amount of $9,591.77, for construction of a firemans drill
tower, same to be completed within. 60 days from date of contract.
Motion seconded by Alderman Abbott and carried.

The Board of Aldermen deferred action on the Jid of the Roden Construc-
tion Company, amount $6874.25, for paving on Wichita Street, in connection with
the Federal Housing Project, until the city manager Frank Wood secures a commit-
ment from Wi@hit a County as to the amount of their participation in cost of said
paving.
Moved by Alderman. Abbott that the November charity bill of the Wichita
General Hospital in amount $5965.31, and one-half of the operating deficit ,
November 30, 1950, amount $2987.58, be paid, upon payment of like sum by Wichita
County, and order and direct the City Clerk to draw a warrant in amount of
$8952.89, in payment of the same.

RESOLUTIUN NO. 99
A RESOLUTION AUTHORIZING THE, CITY .'MANAGER TO PURCHASE; UNIFORMS
FOR ME[vIB:R.S OF THE POLICE; FORCE, AND TO PROVIDE METHOD FOR ALPLACEY'Lm,
AND TO SPECIFY AS TO HOW AND WHEN SAME SHALL BE; 1'101dN, AND 'fO DESIGNATE
TYPE; OF WEAPONS 'M BE WOitN TaITH THE SX-E.
WHEREAS, a neatly uniformed police force adds to the efficiency
and morale of the members of such force, and whereas the purchase 'of
such uniforms by the individual members of the police force would work a
hardship on many of the members of such force;
NOW, THEREFORE, BE IT IESOLVED BY THE BOARD OF ALDrEIrIEN OF THE CITY
OF hTICYITA FALLS:
That the City Manager of the City of Wichita Falls be authorized
to purchase, by competitive bids, suitable uniforms for such members of said
force as the City Manager may deem proper and necessary, and to provide a
method for future replacement of these that may be worn out or damaged. All
articles of such uniforms purchased in whole or in part with City funds shall
be and become the property of the City of Wichita Falls.
That said City Manager be further authorized to designate what
shall be the proper uniform, which classes or groups of policemen shall wear
such uniforms, the times during which same shall be worn, and when such
officers may wear civilian clothing while on duty. The City Manager is
also authorized to specify that standard weapons shall be worn with such
unifo rms.
This resolution shall take effect and be in force and effect on
and after its passage.
Moved by Alderman Brown that the above and foregoing Resolution
No. 99 be approved and passed as read.

Moved by Alderman Brown that City Manager FrankWood be authorized
to pay each member of the Police Department under Civil SerrvicE, not receiving
a uniform, a clothing allowance equal to the cost of uniforms, same to be paid
at the rate of $10.00 per month.

Moved by Alderman Parish that a payment of $513.64 Dn a water main
contract, being 33 1,13% of U1540.93 revenue in Morningside Estates Addition,
from Oct. 10, 1949, to September 10, 1950, be approved.
Motion seconded by Alderman Thomas and carried.
Moved by Alderman Parish that the bid of E. J. Manning, in amount
$142640.00, to erect a new fire station at Flood & Rosewood St., be accepted
and that City Manager Frank Wood be authorized to negotiate a contract %rith
E. J. Manning for this construction, for and on behalf of the City of Wichita
Falls.
Motion seconded by Alderman Ray and carried. ,
The Council deferred for further study, a request by Claud Cheatem,
for the City to pay alleged damages amounting to approximately $475.00,
suffered by him in a wreck with a city fire truck at loth & ''amar St. in
December, 1950.
The City 11111anager, Frank Wood, was instructed to confer with the
Citizens' Committee, on securing a right-of-gray over the M.K.& T. R.R.
tracks where Texas Street connects ,,ith tcsewoed St. and report to the
Council.
Moved by Alderman Ray that City rianager Frank Wood be authorized
to negotiate an agreement with the F.W.& D.C. RR to place parking meters
on the property owned by the Ft.ylorth & Denver City la between 7th & $th,
adjacent to the brick walk bordering the Union Depot.

RESOLUTION NO. 100
RESOLUTION ACCEPTING DL'ROVLM1ENTS ON A PORTION OF NORTH FIFTM
STREET AND DIRECTING THE ISSUANCE AND DELIVERY OF CERTIFICATES IN EVID1ENCE OF
SPECIAL ASSESSMENTS LEVIED.
WHEREAS, the City of Wichita Falls, Texas, heretofore entered into
a contract with Stuckey Construction Company, a partnership, of Wichita Falls,
Texas, for the making and construction of certain improvements on the following
portion of North Fifth Street in said City to wit:
NORTH I:IFTH STREET, from the West Curb Line of North Brook
Avenue to the East Edge of Pavement on North Broadway
Avenue, knovri and designated as Unit or District No. 8.
and,
WHEREAS, such improvements have been completed upon said portion of
North Fifth Street and have been inspected and found to be complete in accord-
ance with the contract therefor, THLhEFORE,
BE IT RESOLVED BY THE BOPIiD OF ALD3HIII N OF THE CITY CF WICHITA
FALLS, T:;XAS, THAT:
1. The improvements on said portion of North Fifth Street, be, and
they are hereby, accepted; and the contract with reference to the construction
of such improvements be, and is hereby, found and declared fully completed and
performed.
2. The Mayor be, and he is hereby directed to issue and execute
in the name of the City, certificates in evidence of the special assessments
levied against abutting property and owners thereof for such improvements,
and the City Clerk Is directed to execute same and impress thereon the corporate
seal, all in accordance with the proceedings relating to such improvements and
assessments; such certificates shall be delivered to said Company.
3. This Resolution shall take effect and be in force from and
after its passage.

Moved by Alderman Parish that Mayor Harold Jones be authorized to
sign a water main contract, for and on behalf of the City of 1,0'ichita Falls,
with L. G. Cook, in the amount of $1507.80, for water facilities installed in
Wt. S. Thomas Subdivision, which provides that this amount be reimbursed
at 33 113 percent of gross revenue received from metered water, payments to
start July lst each year beginning one year from date of this contract and
continuing 15 years, unless full amount is ;aid in a lesser time.
Motion seconded by Alderman Putman and carried.
Moved by Aldermnan Putman that City Manager Frank Wood be instructed
to confer with the Traffic Club and Wichita City Lines Inc. in working out a
proposed re-routing of the city buses arid submit their findings to the Board of
Aldermen.
Motion seconded by Aldem an Parish and carried.
Moved by Alderman Brown that Louis Bloodworth, Dr. Harry Ledbetter and
Mrs C. W: Cahoon be appointed for a three year term to serve on the Park Board,
as submitted by Mayor hadold Jones.
Motion seconded by Alderman Abbott and carried.
All members of the Board of Aldermen agreed to accept an invitation
of the Park Board to meet with them at 6-30 P.M. January 17, 1951.

in the future, exceeding $2000.00 in cost, including items deleted from the /
1951 budget, be opened by the Board of Aldermen, and that local merchants
be given preference in making such purchases.
Motion seconded by Alderman Putman and lost by the foliovring vote:

Nays: Aldermen Abbott, Thomas, Brown and Mayor Harold Jones.
