Min 11/02/1950 goo Wichita Falls, Texas Memorial Auditorium Building November 2, 1950 The Board of Aldermen of the City of Wichita Falls, Texas, met in called session on the above date at 5;00 o'clock P. M. in the Council Room of the Memorial Auditorium Building, with the following members present: Harold Jones Mayor L. R. Abbott Lloyd C. Thomas Roy W. Parish Aldermen J. R. Ray R. A. Putman Q R. J. B rown 0 J. B. Hickerson City Clerk Frank Wood City Manager J. Walter Friberg City Attorney Mayor Harold Jones announced the purpose of this meeting to be passage of an Ordinance calling an election on proposed Charter amendments. ORDINANCE NO. 1540 SUBMITTING TO THE DULY QUALIFIED VOTERS OF THE CITY OF WICHITA FALLS, TEXAS, FOR THEIR ADOPTION OR REJECTION, PROPOSED AMENDMENTS TO THE CHARTER OF THE CITY OF WICHI TA FALLS, WHICH AMENDMENTS ARE HEREIN SET OUT IN FULL AND IDENTIFIED BY SECTION NUMBERS; CALLING A SPECIAL CITY ELECTION FOR THAT PURPOSE; PRESCRIBING THE MODE AND MANNER OF HOLDING AND CONDUCTING SAID ELECTION, AND NAMING THE PLACES AT WHICH SAME SHALL BE HELD; AND PRESCRIBING THE FORM OF THE BALLOT TO BE VOTED TH.�aEAT; ORDERING THAT A COPY CF SAID CHARTER AMENDMENTS SHALL BL MAILED BY THE CITY CLEitK TO EACH QUALIFIED VOTER IN THE CITY OF WICHIT A FALLS WHOSE NAME APPEARS ON THE ROLLS OF THE TAX COLLECTOR OF 1,vaCHITA COUNTY FOR THE YEAR tNDING JANUAHY 31, 1950, AS REQUIRED BY ARTICLES 1165 TO 1174, BOTH INCLUSIVE, OF CHAPTER 13, TITLE 28, OF THE REVISED CIVIL STATUTES OF TEXAS OF 1925; ORDAINING OTHER iqATThiiS RELATING TO THE SUBJECT AND DECLARING AN ErILRGENCY, Alderman Abbott presented for the consideration of the Board of Alderman an ordinance. The ordinance was read in full by the City Clerk. Moved by Alderman Abbott that Ordinance No. 1540 be approved and passed as read on its first reading. Motion seconded by Alderman Thomas and carried by the following vote: YEAS: Aldermen Abbott, Thomas, Parish, Ray, Putman and Brown. NAYS; None. ORDINANCE NO. 1540 Moved by Alderman Parish that the rule requiring that ordinances be read on three separate days be and is hereby suspended, and declaring an emergency. Motion seconded by Alderman Ray and carried by the fcllowing vote: YEAS: Aldermen Abbott, Thomas, Parish, Ray, Putman and Brown. NAYS: None. 901 III ORDINANCE NO. 1540 Moved by Alderman Brown that Ordinance No. 1540 be approved and passed as read on its second reading. Motion seconded by Alderman Thomas and carried by the following vote: YEAS: Aldermen Abbott, Thomas, Parish, Ray, Putman and Brown. NAYS: None. ORDINANCE NO. 1540 Moved by Alderman Thomas that Ordinance No. 1540 be approved and passed as read on its third and final reading, and declaring an emergency. Motion seconded by Alderman Brown and carried by i,he following- vote: YEAS; Aldermen Abbott, Thomas, Parish, Ray, Putman and Brown. Nays: None. ORDINANCE 110. 1539 AN ORDINANCE GRANTING TO WICHITA CITY LINES, INC., A TEXAS CORPORATION, AND ITS LAWFUL SUCCESSORS, THE RIGHT AND PRIVILEGE TO MAINTAIN AND OPERATE MOTOR BUSES AS A CITY,,:IIDE MOTOR BUS TRANSPORTATION SYSTEM, CARRYING PASSENGERS FOR HIRE IN AND UPON THE PUBLIC HEADS, AVENUES, STREETS, ALLEYS AND HIGH`,JAYS WITHIN THE CORPORATE LIMITS OF THE CITY OF t-^7ICHITA FALLS, AND PRESCRIBING THE TERMS AND CONDITIONS UNDER ,,HICH SUCH RIGHTS, PRIVILEGES AND FRANCHISES SHALL BE EXERCISED. Moved by Alderman Thomas that the above and foregoing Ordinance No. 1539 be approved and passed as read on its second reading. Motion seconded by Alderman Ray and carried by the following vote; Yeas: Aldermen Abbott, Thomas, Parish, Ray, Putman and Brown. Nays: None. Moved by alderman Parish that the City pay one-half the operation deficit bill in amount $13,022.41, of the Wictnita General Hospital for the fiscal year ending September 30, 1950, upon payment of a like sum by Wichita County and order and direct the City Clerk to draw a warrant for $6511.20 in payment of the same. Lotion seconded by Alderman Abbott and carried. Moved by Alderman Parish that the meeting be adjourned. Motion seconded by Alderman Brown and carried.
