Min 09/25/1950 878 Wichita Falls, Texas Memorial Auditorium Bldg. September 25, 1950 The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session on the above date at 8:00 o'clock P. M. in theCouncil Room in the Memorial Auditorium Building, with the following members present: Harold Jones Mayor L. R. Abbott Lloyd C. Thomas Roy W. Parish Aldermen J. R. Ray 0 R. J. Brown 0 J. B. Hickerson City Clerk Frank Wood City Manager J. Walter Friberg City Attorney The Minutes of the regular meeting held September 11, 1950, and the called meeting September 180 1950, were read and approved as read. Moved by Alderman Parish that the City Manager Frank Wood's report on the proposed new franchise with the Wichita City Lines, Inc. be accepted; the franchise be published September 30, 1950, and that public hearings on the franchise be set for 8 o'clock P.M. on October 2, 1950, and October 9, 1950. Motion seconded by Alderman R. J. Brown and carried. ORDINANCE NO. 1538 AN ORDINANCE AMENDING SECTION II (TWO) of ORDINANCE NO. 1296, PASSED AND APPROVED ON THE 22ND DAY OF JANUARY, A. D. 1940, ENTITLED "AN ORDINANCE CREATING AND DEFINING PARKING METER ZONES IN THE CITY OF WICHITA FALLS, TEXAS; PROVIDING FOR THE INSTALLATION, OPERATION AND MAINTENANCE OF MECHANICAL DEVICES TO REGULATE PARKING IN SAID PARKING METER ZONES; PROVIDING FOR THE COLLECTION OF REGULATORY AND INSPECTION FEES FOR the USE OF SUCH DEVICES; PROVIDING FOR THE DEPOSIT OF SUCH FEES BY THE CITY TREASURER IN A SPECIAL FUND; PROVIDING FOR THE METHOD AND PURPOSES OF DISBURSEMENT OF SAID FUND; MAKING IT UNLAWFUL TO USE THE STREETS OR PORTIONS OF THE STREETS SO DESIGNATED FOR PARKING EXCEPT THROUGH USE OF PARKING METERS; DEFINING WHAT ACT SHALL BE UNLAWFUL, AND FIXING PENALTIES FOR THE VIOLATION OF THE PROVISIONS OF THIS ORDINANCE, AND REPEALING ALL ORDINANCES IN CONFLICT HEREWITH", AND DECLARING AN EMERGENCY. Moved by Alderman Parish that Ordinance No. 1538 be approved and passed as read on its third and final reading, and declaring an emergency. Motion seconded by Alderman Thomas and carried by the following vote: Yeas: Aldermen Abbott, Thomas, Parish, Ray and R. J. Brown. Nays: None. Moved by Alderman Thomas that a Change Order by Joe E. Ward, providing that wrought iron distributor arms be installed, instead of galvanized iron, at the new sewage disposal plant, as provided in the original plans and specifications, at an additional cost of approximately $4200.00, be approved. Motion seconded by Alderman Parish and carried. Moved by Alderman Parish that City Manager Frank Wood be authorized to exercise an optioh to purchase the 50 x 150 ft lot at Rosewood & Flood, from Ethel 0. King, for a consideration of $1200.00, for a proposed new fire station on the East side of the City. Motion seconded by Alderman Thomas and carried. 879 i Moved by Alderman Parish that City Manager Frank Wood be authorized �Y to instruct the legal firm of McCall-Parkhurst & Crowe, Dallas, Texas, to prepare the necessary Resolution to call an election on proposed charter changes deemed necessary for the City of Wichita Falls. Motion seconded by Alderman Abbott and carried. The Board of Aldermen heard a report from the City Manager Frank Wood r as to the progress to date on the proposed tax revaluation survey contemplated by the City and other tax bodies in the City. The Council also heard a report from City Manager Frank Wood concerning information which he had assembled to date concerning a request for increased rates by Southwestern Bell Telephone Co. - - - - - - - - - - i Moved by Alderman Abbott that City Attorney J. Walter Friberg be authorized to proceed with the necessary steps to condemn the 5-acre tract adjacent to the Sewage Disposal Plant, which is owned by Howard & Hicks, the same being necessary for the enlargement of the Disposal Plant . Motion seconded by Alderman Ray and carried. Moved by Alderman Thomas that Mayor Harold Jones be authorized to yi attend the annual Conference of Mayors at Washington, D. C. October 5th & 6th2 with all expenses paid by the City. Motion seconded by Alderman Parish and carried. Moved by Alderman Parish that a request by the Altrusa Club, for free u, use of the City Auditorium October 12th, for an afternoon show, be granted. Motion seconded by Alderman R. J. Brown and carried. Moved by Alderman Parish that the meeting be adjourned. Motion seconded by Alderman Abbott and carried. The Board of Aldermen then adjourned.
