The Board of Aldermen of the City of Wichita Falls, Texas,, met in called
session on the above date at 7-30 o'clock P. M. in the Council Room in the Memorial
Auditorium Building, with the following members present:

RESOLUTION NO. 87
A RESOLUTION ACCEPTING BID FOR THE CONSTRUCTION OF SEWAGE
DISPOSAL PLANT IMPROVEMENTS, AND DIRECTING CITY MANAGEi; TO
EXECUTE CONTRACT FOR THE SAME
WHEREAS, Joe E. Ward, Consulting Engineer for the City of Wichita Falls,
Texas, has heretofore prepared plans and specifications for the following:
One sewage disposal plant complete including connection to existing force main,
24 inch force main from connection to bar screen, grit channel, Imhoff tanks,
dosing tanks, dosing siphons, trickling filters with 4-arm distributors, sludge '
drying beds, grit drying bed, final clarifier, Parshall flume, chlorinator house,
and equipment, outfall main and apron, piping, valves, fittings, manholes, etc;
and including excavation and backfill of whatever nature encountered, clearing,
grubbing, and constructing earth fill foundations for structures and piping, and
performing grading as indicated on plans; which plans and specifications were
thereafter duly adopted and approved by the Board of Aldermen and bids were by
said body authorized for such purchase and construction, and due notice of such
proposed bids was published for the time and in the manner required by the Charter
of the City of Wichita Falls and the laws of the State of Texas, and said bids
were duly received and were, on the loth day of August, 1950, opened; and
WHEREAS, the bids received have been fully tabulated, canvassed and con-
sidered, and the Board of Aldermen, after fully considering the same, is of the
opinion that the bid of H. B. Zachry Co., of ,San Antonio, Texas, is the lowest
and most advantageous and should be accepted for said proposed work;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF
WICHITA FALLS, TEXAS:
That the bid of H. B. Zachry Co., of San Antonio, Texas, for the building
and erection of one sewage disposal plant complete including connection to
existing force main, 24 inch force main from connection to bar screen, grit
channel, Imhoff tanks, dosing tanks, dosing siphons, trickling filters with 4-arm
distributors, sludge drying beds, grit drying bed, final clarifier, Parshall
flume, chlorinator house, and equipment, outfall main and apron, piping, valves,
fittings, manholes, etc.; and including excavation and backfill of whatever nature
encountered, clearing, grubbing, and constructing earth fill foundations for
structures and piping, and performing grading as indicated on plans, aggregating
for all of such purposes the total sum of $501,500.00, be and the same is hereby
accepted, and that a contract in the form and with the terms as set forth in said
plans and specifications be made and entered into in accordance with such plans
and specifications and in accordance with the Charter and Ordinances of said City
of Wichita Falls, Texas, and the laws of the State of Texas, and that the City
Manager of said City be and he is hereby authorized to execute said contract for
and on behalf of said City of Wichita Falls, Texas.
This Resolution shall take effect and be in force and effect on and after
its passage.

Moved by Alderman Berry Brown that Mayor Harold Jones draft a letter
of commendation to Joe Ward for his excellent work in drawing up plans and
specifications for the sewage disposal plant improvements and the securing of
representative bids, and that his fee of $12009.50 be paid.

Moved by Alderman R. J. Brown that the engineer's estimate of cost
of street improvement (Group No. 4) be approved.

RESOLUTION No. 88
RESOLUTION APPROVING AND ADOPTING ESTIMATES OF THE COST OF IMPROVE—
MENTS AND OF AMOUNTS TO BE ASSESSED FOR IMPROVEMENTS ON PORTIONS OF GALVESTON
STREET AND PORTIONS OF SUNDRY OTHER STREETS, AVENUES AND PUBLIC PLACES IN
THE CITY OF WICHITA FALLS, TEXAS, FIXING TIME AND PLACE FOR HEARING TO OWNERS
OF ABUTTING PROPERTY AND OTHERS INTEhESTED AND DIRECTING THE CITY CLERK TO
GIVE NOTICE.
WHEREAS, the Board of Aldermen of the City of Wichita Falls, Texas, has
heretofore ordered that the hereinafter described portions of streets, avenues and
public places in the City of Wichita Falls, Texas, known and designated as Units
Nos. 15, 17, 18, 20, 21, 22 and 23, each be improved by raising, grading and filling
same and constructing thereon a six inch reinforced concrete pavement with monolithic
curb constructed integrally; and each of the hereinafter described portions of
Galveston Street and Brook Avenue, known and designated as Units Nos. 16 and 19
respectively, be improved by widening and by raising, grading and filling said
widened portions and by constructing on said widened portions a six inch reinforced
concrete pavement with monolithic curb constructed integrally; and all of the un—
paved portions of the hereinafter described portion of Twelfth Street, known and
designated as Unit No. 24, be improved by raising, grading and filling any and all
unpaved and unimproved portions and by constructing on such unpaved and unimproved
portions a six inch reinforced concrete pavement with monolithic curb constructed
integrally; all of which said improvements were ordered constructed together with
incidentals and appurtenances, including sidewalks, storm sewers and drains as
and where shown on the Plans and in strict accordance with the Plans and Specifica—
tions therefor; and,,
WHEREAS, bids were duly advertised for and received, were fully tabulated,
canvassed and considered, and the bid of Stuckey Construction Company, having been
found to be the lowest and most advantageous, was accepted by the City of Wichita
Falls, Texas; and,
WHEREAS, a form of constY`ULtto be executed by the City has heretofore been
executed by Stuckey Construction Company and is now on file with the City; and,
WHEREAS, the Board of Aldermen of the City of WichitaFalls has caused
the City Engineer to prepare and file estimates of the cost of such improvements
and estimates of the amounts per front foot proposed to be assessed against abutting
property and the owners thereof and such estimates have been examined; THEREFORE,
BE IT RESOLVED BY THE HOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS,
TEXAS, THAT:

I.
Such estimates be, and they are hereby, adopted and approved.
II.
It is hereby found and determined that the cost of improvements on each
portion of street, avenue and public place, with the amount or amounts per front
foot proposed to be assessed for such improvements against abutting property and
the owners thereof on each such portion are as follows: to wit:
On GALVESTON STREET, from the west edge of the Virginia Street paving
to the west property line of Mississippi Street, known and designated as Unit No.
15: the estimated cost of the improvements if $7,886.30; the estimated amount per
front foot to be assessed against those parcels of property which abut and which
front on said portion of Galveston Street and against the owners thereof is $2.20;
the estimated amount per front foot to be assessed against those parcels of property
which abut on said Galveston Street but which front on some street other than
Galveston Street and against the owners thereof is $1.46.
On GALVESTON STREET, from the west property line of Mississippi Street
to the east curb line of Mill Street, known and designated as Unit No. 16; the
estimated cost of the improvements if $1,849.55.
On VAN BUREN STREET, from the south property line of Fifth Street to
the north property line of Sixth Street, known and designated as Unit No. 17;
the estimated cost of the improvements is $5,750.05; the estimated amount per
front foot to be assessed against those parcels of property which abut and which
front on said portion of Van Buren Street and against the owners thereof is $2.20;
the estimated amount per front foot to be assessed against those parcels of property
which abut on said Van Buren Street but which front on some street other than Van
Buren Street and against the owners thereof is $1.46.
On BROOK AVENUE, from the south curb line of Fifth Street to the south
property line of Trueheart Street, known and designated as Unit No. 18; the estimated
cost of the improvements is $12,622.15; the estimated amount per front foot to
be assessed against those parcels of property which abut and which front on said
portion of Brook Avenue and against the owners thereof is $2.92; the estimated amount
per front foot to be assessed against those parcels of property which abut on said
Brook Avenue but which front on some street other than Brook Avenue and against the
owners thereof is $1.95.
On BROOK AVENUE, from the south property line of Trueheart Street to the
north curb line of Seventh Street, known and designated as Unit No. ,19: the esti-
mated cost of the improvements is $995.75,
On KEMP BOULEVARD, from the north property line of Avenue U to the north
right-of-way line of the Wichita Valley Railway, known and designated as Unit No.
20: the estimated cost of the improvements is $21,285.00; the estimated amount
per front foot to be assessed against those parcels of property which abut and which
front on said portion of Kemp Boulevard and against the owners thereof is $2.92;
the estimated amount per front foot to be assessed against those parcels of property
which abut on said Kemp Boulevard but which front on some street other than Kemp
Boulevard and against the owners thereof is $1.95.
On KEMP BOULEVARD, from the south property line of Ninth Street to the
north property line of Tenth Street, known and designated as Unit No. 21: the
estimated cost of the improvements is $9,002.10; the estimated amount per front
foot to be assessed against those parcels of property which abut and which front
on said portion of Kemp Boulevard and against the owners thereof is $2,92; the
estimated amount per front foot to be assessed against those parcels of property
which abut on said Kemp Boulevard but which front on some street other than "emp
Boulevard and against the owners thereof is $1.95. '
On DENVER AVENUE, from the south curb line of Fifth Street to the north
property line of Seventh Street, known and designated as Unit No. 22: the estimated
cost of the improvements is $18,003.70; the estimated amount per front foot to be
assessed against those parcels of property which abut and which front on said portion
of Denver Avenue and against the owners thereof is $2.92; the estimated amount per
front foot to be assessed against those parcels of property which abut on said
Denver Avenue but which front on some street other than Denver Avenue and against
the owners thereof is $1.95•
On ATPZIUE K. from the west property line of Monroe Street to the east
property line of Polk Street, known and designated as Unit No. 23: the estimated

cost of the improvements is $4,203.00, the estimated amount per front foot to
be assessed against those parcels of property which abut and which front on said
portion of Avenue K and against the owners thereof is $2.20; the estimated &mount
per front foot to be assessed against those parcels of property which abut on
said Avenue K but which front on some street other than Avenue K and against the
owners thereof is $1.46.
On THE UNPAVED AND UNIMPROVED PORTIO113 OF TWELFTH STREET lying in and
between the center line of Lamar-Travis alley to the east property line of Austin
Street, known and designated as Unit No. 24; which said unpaved and unimproved
portions are more fully described as being
(a) The north one-half of that portion of Twelfth Street lying between
the east property line of Travis Street and the center line of the alley
between Lamar Street and Travis Street; and
(b) The south one-half of that portion of Twelfth Street lying between
the west property line of Travis Street and the east property line of Austin
Street;
the estimated cost of the improyements is 44,408.50; the estimated amount per
front foot to be assessed against those parcels of property which abut and which
front on said unpaved and unimproved portions of Twelfth Street and against the
owners thereof is $2.92; the estimated amount per front foot to be assessed against
those parcels of property which abut on said unpaved and unimproved portions of
Twelfth Street but which front on some street other than Twelfth Street and against
the owners thereof is $1.95.
III.
A hearing be given and held by and before the Board of Aldermen of the
City of Wichita Falls to all owning or claiming any property abutting upon aaid
portions of streets, avenues and public places, as well as all owning or claiming
any interest in any such property. Such hearing shall be given and held on the
28th day of August, A. D., 1950, at 7-30 o'clock P. M., in the Council Room in
the Memorial Auditorium in the City of Wichita Falls, Texas, and the City Clerk
is hereby directed to give notice of the time and place of such hearing and of
other matters and facts in accordance with and under the terms of the powers and
provisions of Chapter 106 of the Acts of the First Called Session of the Fortieth
Legislature of the State of Texas, now shown as Article 1105b of Vernon's Texas
Civil Statutes, under which law these proceedings are taken and had. Such notice
shall be by advertisement inserted at least three times in a newspaper published
in the City of Wichita Falls, Texas, the first publication to be made at least ten
(10) days before the date of said hearing.
IV.
This resolution shall take effect and be in force and effect on and
after its passage.

Moved by Alderman Berry Brown that City Manager Frank Wood be authorized
to execute a water main contract with Mid Western University, to reimburse the
University for the cost of an 8-inch water main paid for by the University, payments
to be 33 1/3 percent of gross revenue from metered water to the University, with
a 15 year limit, first payment to be made one year from date construction is finished.
Motion seconded by Alderman Parish and carried.
Moved by Alderman Parish that the request of G. D. Crockett to install
two - 4000 gal. underground gasoline storage tanks at 600 Burnett St. be granted,
provided the same is done under the supervision of the City Engineer.
Motion seconded by Alderman Berry Brown and carried.

Moved by Alderman Parish that a request of the Panhandle Producing &
Refining Co. to install two - 550 underground gasoline tanks in an area between
the curb line and property line at 112 E. Scott St. Wichita Falls, be denied.
Motion seconded by Alderman Abbott and carried.
Moved by Alderman Abbott that the bill of the Wichita General Hospital
for charity patients for July, 1950, in amount of $4,211.57; and a deficit of
$3,274.58, a total of $7,486.15, be paid, upon the payment of a like sum by
Wichita County, and direct the City Clerk to draw a warrant for the same.
