The Board of Aldermen of the City of Wichita Falls, Texas., met in regular
session on the above date at 8:00 o'clock P. M. in the Council Room in the Memorial
Auditorium Building,, with the following members present:

A petition., bearing approximately 70 names of residents in the vicinity of
Glenwood and Avenue X,, was presented to the Council., protesting the action of the
Council on May 15, 1950, granting permission to Wichita City Lines to reroute their
buses from Ave X over Milby to Piedmont to Avenue X to Glenwood to Piedmont,
The matter was referred to City Manager Frank Wood for investigation and
a report to the Council at the next regular meeting June 12, 1950,

A number of milk producers., with Dr. Dan Roberts acting as spokesman,
appeared before the Council, protesting treatment by the Wichita Health Unit affecting
the Wichita Area Milk Producers Association, After discussion of the matter,

Mrs J. 0. Sampson appeared before the Council protesting their action May
15P 1950, granting W. B. Wesson permission to move a v4it, screened-in frame building
and storage shed, used in the sale of watermelons, from the 1100 block on Lamar to
the 1200 block on Lamar St. No action was taken by the Council at this time.
Mayor Harold Jones announced the public hearing,, which was set by the Council
on May 15, 1950 for May 22, 1950, on the application of EYP. Cab Co. for 4 additional
taxicab permits, to be open.

Harvest Festival to be held in Wichita Falls,

Moved by Alderman Abbott that permission to hold wrestling matches
in the Memorial Auditorium be denied.
Motion died for want of a second.
Moved by Alderman Parish that action on the question of granting per-
mission to use the Memorial Auditorium for wrestling matches be deferred to the
next regular meeting on June 12, for further study.

Moved by Alderman R. J. Brown that Ordinance No. 1518 be approved and
passed as read on its, first reading.

Moved by Alderman Berry Brown that six additional foot patrolmen be em-
ployed to patrol the downtown area at night, and to defer further additions to

Moved by Alderman Parish that provision be made to relieve the City
Engineer's office of the supervision of the Bond Improvealent program and facilitate
the Engineer's regular city, maintenance work.

Force Base, under leases from the City of Wichita Falls. Texas; and
WHEREAS,, the Chief ofStaff of the United States Air Force has
deemed that a military neces5ity exists for the acquisition of said
lAnd and that fee simple title thereto should be vested in the United
States; and
WHEREAS,, the United States of America has requested the transfer
of title to said property to it and has offered to pay to the City of
Wichita Falls., Texas., a nominal consideration., or a consideration of
the sum of ONE and N01100 DOLLAR ($1.00); and
WHEREAS, the Mayor and City Council of this City deem it advisable.,
proper, and for the best interests of the City to sell and convey said
property for said consideration,

NOW,, THEREFORE., BE IT RESCLVED by the Mayor and City Council of
the City of Wichita Falls, Texas, duly assembled in lawful and regular
session in said City on this 22nd day' of May,, 1950., a quorum of said
Council 'oein,--,, present and participating,, a motion having been duly made
and seconded for such purpose, that the City convey to the United States
of America all of its right, title and interest in said land and lands
hereinbefore described., for the sum of ONE and HO/100 DOLLAR ($1.00)
and for no other monetary consideration, subject, however, to the ability
of the City to convey good title and possession of said land,, and further
subject to the right of certain certified air carriers and private air-
craft to use said field for an interim period, not to exceed four years,
as is fully set out in letter dated May 15, 1950, from Gen. Emil C.
Kiel to the honorable Harold Jones, Mayor of the City of Wichita Falls,
copy of which said letter is attached hereto and made a part hereof,
which motion was unanimously adopted by the Mayor and City Council of
this City,
IT IS HEREBY RESOLVED AND ORDERED: That said motion be
and is
hereby adopted and that the City of Wichita Fal's., Texas, is hereby
authorized to convey by an appropriate conveyance the hereinbefore
described lands in fee 'to the United States of America and that the
Mayor of said City be,, and is herebir authorized to make and execute all
instruiraents necessary for the consummation of said transaction and execute
deed or deeds conveying said property to the United States of America,
pursuant to both the express a-rid implied provision's of this Resolution,
and pursuant to law.
That by reason of the fact that the United' States Government is
in urgent need df the fee simple title to %aid land, it is deemed
necessary that said conveyance be made without delay. Therefore, for
the preservation of the public health, peace and safety an emergency is
hereby declared to exist whereby this Resolution shall be in full force
and effect from and after its adoption.

Dear Sir;
Should the City of Wichita Falls deed the property now known as
Kell Field and Sheppard Air Force Base to the United States Air Force in
its entirety and unequivocably,, certain operational problems would arise
concerning utilization by commercial and private aircraft operators. In
order to resolve pertinent questions thereto, the matter was referred to
both the Air Training C=%and at Scott Air Force Base., Belleville,, Illinois,
and the U. S. Air Force Headquarters in Washington,
A statement concerning operational concepts is now possible., and
this statement of policy is given after due considerat-f.on of the many
points in question and of the responsibilities and obligations assumed by
the military and the general public under sinilar circumstances.
1, For an interim period, not to exceed four years.,
the United States Air Force would agree to allow certified
air carriers to operate to and from Sheppard Air Force Base.
2. For a like period of time, private aircraft, properly
certified., two-wV radio equipped, and flown by licensed
pilots would be allowed to base and operate from Sheppard
Air Force Base.
3. Proper mainten�?.nce and servicing for private and

commercial aircraft under the above restrictions would be

governinent. There are, however, several Air Force Bases where joint
utilization is now in operation with no undue hardship.
