Be Hickerson City Clerk Frank Wood City Manager John Be Rhea City Attorney 803 804 Certain property owners near the intersection of Fain & Mil-by Streets appeared before the Council, with Elmer Brown as spokesman.9 requesting better drainage in that area to handle surplus run of water and stagnant water remaining after rains. The matter was referred to City Manager Frank Wood for investigation. - - - - - - - - - - Moved by Alderman Thomas that the action taken by the Council on April 24, 1950, approving the Plat and Dedication of the TV)m. S. Thomas Addition to the City of Wichita Falls be rescinded. Motion seconded by Alderman 11. J.
