Min 04/10/1950 783 Wichita Falls., Texas Memorial Auditorium Building April 10, 1950 The Board of Alder-men of the City of Wichita Falls, Texas., met in regular session on the above date at 8:00 o'clock P, M. in the Council Room in the Memorial Auditorium Building, with the following members present: Harold Jones Mayor L. %. Abbott Lloyd C. Thomas Roy W. Parish J, R. Ray Berry Broi-im B, C. Hunter J. B. Hickerson City Clerk Frank Wood City Manager John B. Rhea City Attorney - - - - - - - - - - This being the first regular meeting of the Council after the munici-jal C� election held April 4, 1950,, Mayor Harold Jones appointed a committee of Lloyd' Thomas., L. H. Abbott and Roy Parish to canvass the returns of said election, .and their findin-s were set forth in the following Resolution: RESOLUTION NO. 54 WHEHEAS., at a regular meeting of the Board of Aldermen of the City of Wichita Falls,Texas,, held at the regular meeting place in the Council Room of the Memorial Auditoritun Building in said City on the 10th day of April,, A. D. 1950., at which a quorwii was present, came on to be considered returns of the City election held on April 4, 1950, for the purpose of electing a Mayor and three Aldemen, and WHEREAS, after canvassing the returns of said election, it was found 0 to be duly and legally held in all respects, and there were cast at said election 3808 votes for the election of a Mayor and three Aldermen, and that FOR MAYOR: Harold Jones received 3026 votes Russell Jack Ballard it 652 it K. Ray received the greatest number of votes cast at said election for Alderman Place No. 4; that Berry Brown received the. greatest nu-nber of votes cast at said election for Alderman Place No. 5; and that R. J. Brown received the greatest number of votes cast at said election for 784 Alderman Place No. 6; NOW, THa—U-'FORE, BE IT R&SOLVED BY TK� BOARD OF ALDIRYIEN OF THE CITY OF WICHITA FAUS) TEXAS: THAT Harold Jones was duly and legally elected Mayor of the City of Wichita Falls, Texas, and that J. 1%. lay, Berry Brown and R. J. Bro-vin were duly and legally elected Aldenmen of the City of WichitaFalls C� , Texas., at said election., and that said election was in all respects legally held in accordance with the laws of the State of Texas and the Charter and Ordinance of said City. - - - - - - - - - - Moved by Aldem,�n B. C. Hunter that the foregoing Resolution be approved and passed as read. Motion seconded by Alderman Abbott and carried. The Oath of Office was then administered to Mayor Harold Jones., Aldermen Berry Brown, J. R, Ray and R. J. Brown by the City Clerk, whereupon the new members were then seated. RESOLUTION NO. 55 WHERw,AS,, J. J. Perkins and wife, Mrs Lois Perk-ins, have heretofore de- livered to the City of Wichita Falls, Texas,, certain funds.. which were originally so placed with said City for the purpose of constructing and equipping an isolation ward at the Wichita General Hospital, but due to high construction costs such ward has not been 30 constructed and equipped, while in the meantime said funds have been invested partly in approved bonds and the remainder placed on deposit with the City National Bank of Wichita Falls,, Texas; AND WHEHEAS a new City arid County Hospital will soon be under construe- tion and the plans and specifications provide for the installation and equipment of an isolation ward in said new hospital, and it is now the desire of the said J. J. Perkins and wife that the funds heretofore donated by them for such isolation ward be transferred and made available for the construction of such new hospital., as indicated by letter from the said J. J. Perkins and wife dated April 5., 1950.V a copy of which letter is attached hereto and made a part hereof-, NOW, THEREFORE,, BE IT RESOLVED BY THE BOARD OF AiDE' OF THE CITY OF WICHITA FALLS, TEXAS: That said bonds., which cost $64,511,25, be sold, and that the proceeds thereof together with the cash balance of $3628.27 now on hand in said National Bank, plus any adcrued interest or premi,'m derived from the sale of said bonds, all be transferred to and paid into the Wichita County Hospital Building Fund which has been established for the erection of the above described hospital. - - - - - - - - - - Moved by Alderman Thomas that the foregoing Resolution be approved C, and passed as read. Nays: None. - - - - - - - - - - A nurdoer of citizens appeared before the Council requesting that further consideration be -iven a petition presented March 13, 1950,, for the removal of the softball field from Hamilton Park. Moved by Alderman Thomas that members of the City Council meet with the Park Board for further study of this question. Motion seoDnaed by Alderman Ray. and carried. 785 Mrs T. It. Boone appeared before the Council requesting that the City install a storm sewer to carry run-off water which drains from 9th Street across her property 'Located on Buchanan Street north of Ninth Street. Mayor Harold Jones appointed a committee, consisting of Berry Brown., and Roy Parish to meet with Rrs Boon-- to study the matter and report their findings to the City Council. - - - - - - - - - - Representatives of the A.B.C. Packing Company and interested citizens came before the Council to discuss a proposed killinE plant to be located at 1709 - 5th St. Moved by Alderman Parish that this matter be deferred for further con- sideration by the Council. Motion seconded by Alderman Ray and carried. - - - - - - - - - - Moved by Alderman Ray that City Manager Frank -400d be authorized to execute a contract for and on behalf of the City of Wichita Falls with Joe E. Ward to draw up plans and specifications for the $600,000.00 expansion to the City Sewerage Disposal Plant, said Agreement to call for a payment to Joe E. Ward of 2 1/2% of the contract cost when such contract is let, but not to exceed $16,250-00. Motion seconded by Alderman Parish and carried. Motion seconded by Alderman Parish and carried. Moved by Aldeniian Berry Brown that the City Manager be authorized to prepare a water main contract with A. L. Kuykendall and Ray Keith for Wenonah Heights Los. I & 2, providinE that i-,he costi $2895.00, be refunded at 33 1/3% of gross revenue, first payment being due one year froin date of contract. Motion seconded by Aldernan ft. J. Brown and carried, 786 Moved by Alderman Parish that Mayor Hai-old Jones be authorized to execute a water main contract, for and on behalf of the City of Wichita Falls, with Hamilton-Martin Investment Company; said contract prov]Ldinc that the City of Wichita Falls agrees to refund the full cost of installing water facilit-'Les in the 5th Supplemental Addition to the Country Club Estates(First 3ection) Addition to the City in Wichita Falls,, in the amount of $5,000.00; payments to Hamilton Martin Investment Co. to be 33 113% of the gross water receipts,, payable annually, the first payment due one year from (late. Hunter, thanking him for his servIce as alderman for the past 2 years,, and also extending him a life membership in the Municipal Golf Club, or a camp site c' lease at Lake Kickapoo.
