Rhea City Attorney - - - - - - - - - - The Minutes of the regular meeting held February 27, 1950, of the called meeting of March 6, 1950, the called meeting of March 9, 1950 and the minutes of the regular meeting of March 13., 1950., were read and approved as read. - - - - - - - - - - Moved by Alderman Brown that the February bill of the Wichita General Hospital for city & county charity patients, in the amount of $5306-07,be approved for payment, upon payment of a like sum by Wichita County, and the City Clerk is directed to draw a warrant for same. Motion seconded by Alderman Ray and carried. - - - - - - - - - - Moved by Alderman Brown that the City enter into a Pipe Line License Agreement with the Fort Worth & Denver City Railway Company., for a period of one year, to install an 8 inch pipe line across the premises of the Fort Worth & Denver City Railway Company premises at Mile Post 115,61, at end of Linwood Ave., and to authorize MayorHarold Jones to execute the same for and on behalf of the City of Wichita Falls. That a special fund to be designated "City of Wichita Falis.9 Texas., Refunding Bonds, Series 1950 Fund", is hereby created and the proceeds from all taxes collected for and on account of this series of bonds shall be credited to said fund for the purpose of paying the interest as it accrues and to provide a sinking fund for the purpose of paying each installment of principal as it becomes due., and said fund shall be used for no other purpose. For each year while any of said bonds or interest thereon are unpaid there shall be computed and ascer- tained, at the time other taxes are levied, the rate of tgx based on the latest approved rolls of said City as will be requisite and sufficient to make., raise and produce in each of said years a fund to pay the principal as it matures and interest as it accrues, full allowance being made for delinquencies and costs of collection. A tax at the rate as hereinabove determined is hereby ordered to be levied and is hereby levied against all of the taxable property in said City for eac� year respective- ly while said bonds or any of them are outstanding and unpaid, the said tax each year shall be assessed and collected and placed in the Fund hereby created and the Treasurer shall honor warrants against said fund for the purpose of paying the interest maturing and principal of said bonds and for no other purpose. There is hereby levied for the year 1950 a tax at the rate of TweliM U.20#) Cents on the one Hundred Dollars of assessed valuation or so much the-reof or in addition thereto as may be found to be required after the approval of the tax rolls for the year 1950. 15. All taxes in process of collection for the benefit of the issue of bonds refunded in this bond' issue and all moneys in the sinking fund of said issue are hereby appropriated to the interest and sinking fund of this bond issue. The Mayor and City Clerk are directed to take such steps as are necessary to transfer said funds to the interest and sinking fund for this bond issue, provided, however that said transfer shall be made proportionately from time to time as and when sai original bonds have been actually surrendered in exchange for said refunding bonds d in such manner that outstanding original bonds will always be protected by a prope.1 interest and sinking fund heretofore provided for that purpose. r 16. The Mayor shall be and is hereby authorized to take and have charge of all necessary records pending investigation and approval by the Attorney General and shall have control of said bonds during said time. After the record has been approved the Mayor is authorised to leave the bonds in the office of the Comptroller pending the exchange for the original bonds and pending their registration which may be at one time or in installments. 17. That all ordinances and parts thereof in conflict herewith are hereby expressly repealed to the extent of such conflict, 18. The fact that the passage of this ordinance is necessary for the immediate preservation of the Public business and property of the City creates an imperative public necessity that the rule requiring ordinances to be read at more than one meeting be suspended and that this ordinance be effective immediately from and after its passage, and it is so ordained. - - - - - - - - - - Moved by Alderman Brown that Ordinance No. 1514 be passed on its first reading.
