The Board of Aldermen of the City of Wichita Falls, Texas, met in yet ]_ar
session or. the above date at 7-30 of--lock P. M. in the Council Room in the Memorial
Auditorium Building, wwith the following members present;

The Minutes of the regular meeting held Janua - 9, 1950, were read
and approved as read.
Moved by Alderman Thomas that the Board of Aldermen approve and adopt
the Plat and Dedication of Southmoor Addition, covering 28.24 acres, as shown
by the Plat attached and made a part of the records hereof.
'Motion seconded by Alderman Hunter and carried.
Moved by Alderman Ray that the Board of Aldermen authorize payment of
$50.00 to Sgt. Kenneth Veith, stationed at Sheppard Field, being the $50.00
deductible on his insurance, for alleged damages to his automobile sustained in
a collision with a City of Wic'rita Falls Police car on the Sheppard yield cut-off,
road on January 22rd, 19502 after his settlement with the Insurance Co., when and
at such time as the said Kenneth Veith execute a proper reliease to the City.
Motion seconded by Alderman Hunter and carried.
Bill Beddow, Fee Appraiser for Veturans hd.i ri strati.on, appeared before
the Council requesting; that City Plwribing and Electrical Inspectors be authorized
to make inspections on new homes purchased by Veterans in addit=..ons outside t.ie
city limits.
Moved by Alderman 34o tin that this matter be deferred for further study.
Motion seconded by Alderman Parish and carried.
Mr. ljorton, General Manager Wichita General Hospital, together with
members of the Hospital Board, appeared before the Council, requesting the Board of
Aldermen to authorive the City to pay one-half of $36,995.86, representing delinquent
accounts payable of the hospital.., as of December 31, 1949.
Moved by Alderman Parish that the Board of Alderr�ien authorize the payment
of 182497.93, representing one-half- of the delin-ruent hospital accaunts payable
upon payment of a like amount by Wichita County.
Motion seconded by Alderman Brown and carried.

EQUfRI�dGr'AXI:;METERS:PLACED ON TAXICABS OF THE CITY OF ;pdICHITA FALLS, SETTING THE
RATES TO BE GHARGED PER ;MILE AND FOR TIME WHEN TAXICAB IS NOT DRIVING WITH A
PASSENGER, PROVIDING A LICENSE FOR OPERATORS, PROVIDING FOR SUB CAB STANDS ON THE
STREETS OF WICHITA FALLS, TEXt.3, SPECIFYING REGULATIONS CONCERNING TAXICABS,
TAXICAB OPERATORS AND/OR DRIVERS, AND TAXICAB STANDS, 'FMB LIMITS ON THE GRANTING
OF LICENSE, PROVIDING FOR INSPECTION OF TAXICABS, REQUIRING PASSENGERS TO PAY
FARES, PROVIDING FOR REVOCATION OF CHAUFFEUR13 LICENSE, PROVIDING FOR PENALTIES,
BROVIDING A SAVINGS CLAUSE, AND PROVIDING A REPEALING CLAUSE.
Moved by Alderman Parish that Ordinence No. 1511 be approved and passed
as read on its first reading=.
Motion seconded by Alderman Hunter and lost by the following vote:
Yeas: None
Nays: Aldermen Abbott, Thomas, Parish, Ray, Brown and Hunter.
Moved by Alderman Brown that the Board of Aldermen approve and authorize
a Water Main and Sewer Line Contract by and between the Hughes Development CO). ,
Wichita Falls, upon the terms and conditions as set forth in said contract, a copy
of which is filed in the office of the City Clerk; and further to authorize and
empower Mayor Harold Jones to execute the same for and on behalf of the City of
Wichita Falls.
Motion seconded by Alderman Abbott and carried.
Moved by Alderman Brown that the Board of Aldermen authorize the
issuance of, a chauffeur's permit to J. 0. Kelsey.
Motion seconded by Alderman Hunter and carried.
Moved by Alderman, Brown that the City Manager be authorized to adver-
tise for bids for the sale of the City and County owned houses located adjacent
to the Wichita General Hospital, and further to authorize the City Manager to
purchase such of these houses for the use of the City, as he may deem advisable.
Motion seconded by Alderman Hunter and carried.
Moved by Alderman, Hunter that the Board of Aldermen approve and authorize
payment of the sum of $31.00 covering repair to Floyd Jones, automobile, the sum
of $91.00 for medical attention and the sum of $219.25 for hospital bill, plus
$25.00 per week for such time as the said Floyd Jones was unable to work; all the
above being settlement in full for dam-age claim as alleged by the said Floyd Jones
due to a previous collision with a city police car; and further to authorize and
direct the City Clerk_ta draw warrants for the same when and at such time as the said
Floyd Jones executes a proper release to the City.
Motion seconded by Alderman Ray are: carried.
RESOLUTION NO. 47-4
BE IT RESOLVED THAT the Manager or the Mayor of the City of Wichita Falls
is hereby authorized and directed to execute to the Texas Electric Servive Company
an easement of right-of-way for an electrical transmission and distribution line
consisting of variable numbers of wires and all necessary or desirable appurtenan-
ces including towers, H-frames or poles made of wood, metal, or other materials,
telephone cr telegraph wires, props and guys, at or .tear the location and around the
general course now located and staked out by the Company, over, across, and upon the
fallowing described lands located in Archer County,, Texas, to-grit:

survey A-388, Deed to the said property being recorded in Volume

Starting from a point in an existing pole-line approximately
600 feet north of the City of Wichita Falls Lake Kickapoo pump-
ing facilities and extending in a northwesterly direction

Kickapoo to such cabin sites as have been, or will be, desig-

ORDINANCE NJO. 1512
AN ORDINANCE GREATING A PARK BOARD FOR THE CITY OF ?IIC?.ITA FALLS;
PROVIDING FOR THE APPOINTMENT OF ITS MIBERS; SETTIM OUT THEIR POWERS AND DUTIES,
AND DECLARING AN EMERGENCY.
Moved by Alderman Brown that Ordinance No. 1512 be approved and passed
as read on its first reading.
Motion seconded by Alderman Parish and carried by the following; vote:
Yeas: Aldermen Abbott, Thomas, Parish, Ray, Brown and Hunter.
Nays: None.
Moved by Alderman Parish that the Board of Aldermen authorize the City
a Manager to seek possession of the city-owned property located at 9th & Ohio
Street for the purpose of hard-surfacing same and installing parking meters to
relieve parking congestion in the down-town area.
Motion seconded by Alderman Ray and carried.
Moved by Alderman Brown that the City Manager be authorized to ,inter into
an agreement with Archer County for the purpose of developing a 12-acre tract below
the dam at Lake Kickapoo for recreational purposes, it being distinctly understood
that the above and foregoing be developed and created for the entire public; it
being further understood and agreed that, Archer County shall at its own expense pay
all of the necessary cost of the spare.
Motion seconded by Alderman Ray and carried.

Moved by Alderman Parish that the Board of Aldermen authorize, the
transfer of Lease , covering Lot 1, Block A, Lake Kickapoo, from 0. R. McNeil
to L. E. Brooks, Iowa Park, Texas.
Motion seconded by Alderman Hunter and carried.
Tioved by Alderman Hunter that the bill of the Texas Electric Service
Co. covering power for Christmas lighting, in the amount of t49.E0, be paid,
and the City Clerk ordered to draw a warrant for thesame.
Motion seconded by Alderman Parish and carried.
