Memorial Auditorium Building
November 7, 1949
The Board of Aldermen of the City of Wichita Falls, Texas, met in called
session on the above date at 7-30 o'clock P. M. in the Council Room in the Memorial
Auditorium Building, with the following members present:

Mayor Harold Jones stated the purpose of this meeting to be the opening
of bond bids for the proposed bond issue of $3,250,000.
A Public Hearing was held on the proposed Ordinance making appropriation
for support of the City Government for the fiscal year beginning October 1, 1949,
` and ending September 30, 1950. After some discussion, the following motion was
had:

AND PROVIDING FOR THE INTEREST LND SINKING FUND FOR THE FISCAL YEAR 1949-50,
AND APPORTIONING EACH LEVY FOR THE SPECIFIC PWiPOSE, AND PROVIDING FOR COLLECTION
OF ALL ANNUAL OCCUPATION TAXES PROVIDED BY STATE LAW.

Mayor Harold Jones announced the Council ready to proceed with opening
bids on the proposed $3,250,000 bond issue.
The bids were opened by the City Clerk and read to the Council by
Mayor Harold Jones. The bids were tabulated by the City Clerk, City Engineer
F. M. Rugeley, and Water Engineer John P. Ruhmann; the tabulation being attached
hereto and made a part of the records hereof. After careful study of the tabu-
lation of bids, the following motion was had:
Moved by Alderman Ray that the Board of Aldermen approve and accept
r lithe bid of Shields & Company and associates - Arthur E. Goodwin, Jr., authorized

Moved by Alderman Thomas that the Board of Aldermen approve and accept the
bid of Shields & Co. and Associates - Arthur E. Goodwin, Jr., Authorized Representative,
on $1,858,000 General Obligation Refunding Bonds, which bid is 2.8749%, being the
low bid, subject, however, to plus or minus of Dow-Jones averageof-2.13% ;$s of-this
date.

Moved by Alderman Parish that the Board of Aldermen approve and accept
the bid of John Nuveen & Co. and Associates - W. E. Tinsley, Authorized Representa-
tive, on $900,000 Sewer System Revenue Bonds, which bid is 2.8963%, being the
low bidder,

the entry into Contract of Supplemental Agreement No. 6, Lease W 257, Eng 272,
by Nlayor Harold Jones on behalf of the City of Wichita Falls and the United States
of America, as of August 15, 1949.

To be submitted to the City Council, Nov. 7, 1949, for action in open council
session, by the City Clerk; for action by the council:
Honorable Mayor Harold Jones, and Members of the Council:
You recently announced your intention of submitting to the voters an amendment
to the City Charter.
We are asking you to submit in the same election the following: Outlined
briefly as follows. We have the detailed amendments and will give them to you later.
1.
Divide the City into six (6) wards and one councilman to be elected frorn each
ward at a salary of Seventy five ($75.00) per month.
2.
The may to be elected. at large at a salary of Seven thousand dollars per
year - the mayor's duties shall be those held by the city manager.
3.
That if the above two amendments pass, the city council shall call an election
for six councilmen and mayor, and that the present term of aldermen shall expire
five days after said election.
If you gentlemen do not see fit to submit these amendments at the election to
be called, then we ask you to postpone said election sixty (60)days so that we

May have time to prepare the proper petition to be filed together with sufficient
signatures of voters to call this election and to qualify the above amendments.
If both the above requests are refused, we give notice that an injunction
probably will be sought to restrain any election on amending the city charter until
we have had sufficient time to prepare and circulate a petition on said amendments.
As the city charter can't be amended again for two (2) years, we believe we are
within our rights. Dallas in the last election gave the citizens time to petition
to elect their mayor.

PS - We have these amendments ready to go and at your request will submit them to
you. You in turn to submit them to the voters in the next election on amending the
city charter.
The above and foregoing letter was read to the Council by the City Clerk.
No action was taken and the letter was ordered filed in the Office of the City
Clerk.
