Min 10/24/1949 697 Wichita Falls2 Texas Memorial Auditorium Building October 24, 1949 The Board of Aldeirmen of the City of Wichita Falls, Texas, met in regular session on the above date at 7-30 o'clock P. M. in the Council Room in the Memorial Auditorium$ with the following members present: Harold Jones Mayor L. R. Abbott Lloyd C. Thomas Roy W. Parish Aldermen J. R. Ray Berry Brown B. C. Hunter Geo. T. Henderson City Clerk Frank Wood City Manager Guy H. McNeely City Attorney The invocation was given by Alderman Abbott. - - - - - - - - - - The Minutes of the regular meeting held October 10., 1949,, were read and approved as read; likewise the Minutes of the called meeting held October 13., 1949,, were read and approved as read. - - - - - - - - - - Mr. Mills Tittle, Vice-Chairman of the Executive Committee, reported the following recommendations for the proposed bond issue: Exhibit No. 1 - Water Improvements $1,250,000. Exhibit No. 2 - Sewer Improvements 900$000. Exhibit No. 3 - Fire Department Improvements 100,000. Exhibit No. 4 - Street Improvements 800.'000. Exhibit No. 5 - Park Improvements 200,000. Total $7,250 2 WO. Moved by Alderman Ray that the report of the Committee be accepted with thanks and that the same be immediately taken under earnest and sincere advisement. Motion seconded by Alderman Parish and carried. - - - - - - - - - - Moved by Alderman Parish that the Board of Aldermen approve and authorize the execution of an oil and gas lease to H. M. Kelleher and F. P. Timberlake covering the following described tract of land., situated in Archer County2 Texas: Beginning at a point in the West boundary line of the J. M. Taylor survey No. 2 which point is 153 feet South of the Southeast corner of Block No. 111 ATNC Lands Subdivision and the Southwest comer of Block No. 112 ATNC Lands Subdivision. THENCE North 34 degrees 30 minutes West along a line 300 feet from and parallel to the center line of Kickapoo Dam, 2366 feet to a point for comer, THENCE East 1340.2 feet to point in the East boundary line of said Block Ill and the West boundary line of said Block 112 to point for comer. THENCE South a distance of 1971 feet along the East boundary line of said Block 111 and West boundary line of said Block 112 past their respective Southeast and Southwest corners and along the West boundary line of the J, M. Taylor Survey No. 2 to place of beginning and containing 30,3 acres, more or less, the purpose of this conveyance being to correct the description of a similar lease dated Novembex 30., 1948., which was erroneously described; and further to empower the City Manager., Frank Wood., to execute the same for and on behalf of the City of Wichita Falls. Motion seconded by Alderman Hunter and carried. - - - - - - - - - - 698 RESOLUTION NO. 41 RESOLUTION APPROVING WAIVER OF REMOVAL PROVISIONS BE IT RESOLVED BY THE City Council of the City of Wichita Falls 0 Texas,, which has jurisdiction over the area in which Project TEX-VN-41920 of Hardin College is located, that the waiver of the removal requirements of Section 313 of the Lanham Act (Public Law 849,, 76th Congress,, as amended) with respect to said project is hereby specifically approved in accordance with the Independent Offices Appropriation Act, 1950, The above and foregoing resolution was discussed and passed by the City Council of the City of Wichita Falls,, Texas., in regular session on October 24, 1949. Nays: None. - - - - - - - - - - ORDINANCE NO. 1502 AN ORDINANCE CREATING AND FIXING- FIRE LANES ON THE EAST SIDE OF HOLLIDAY STREET BEGINNING AT THE NORTH LINE OF LOT #25,, BLOCK #15, SIBLEY TAYLOR ADDITION TO THE CITY OF WICHITA FALLS,, TEXAS, AND EXTENDING ALONG SAID EAST SIDE OF HOLLIDAY STRa' 'T IN A SOUTHERLY DIRECTION A DISTANCE OF 300 FEET AND ON THE NORTH SIDE OF KEELER STREET BEGINNING AT HOLLIDAY STREET AND EXTENDING ALONG THE NORTH SIDE OF SAID KEELER STREET IN A WEST- ERLY DIRECTION A DISTANCE OF 300 FEET; PROHIBITING THE PARKING OF ANY AND ALL VEHICLES IN SUCH FIRE LANE; PROVIDING A PENALTY FOR VIOLATION; AND DECLARING AN EMERGENCY. Nays: None. - - - - - - - - - - Moved by Alderman Hunter that the Board of Aldermen authorize the issuance of a permit to the Texas Company to install one - 2000 gallon and two - 3000 gallon underground gasoline storage tanks at the northeast corner of 9th and Brook Streets., providing the same are installe& in accordance with the requirements of the city engineer. Motion seconded by Alderman Ray and carried. - - - - - - - - - - Moved by Alderman Ray that the Board of Aldermen authorise the issuance of a permit to the Hudson Oil Company to install four - 4000 gallon underground storage tanks at 301-303 and 305 North Scott Street., providing the same are installed in accordance with the requirements of the City Engineer. Motion seconded by Alderman Parish and carried. - - - - - - - - - - The request of the Wichita Falls A & M Club for use of the Memorial Auditorium., free gratis., October 25, 1949,, was rejected by common consent of the Council, - - - - - - - - - - Moved by Alderman Abbott that the Board of Aldermen authorize use of the Memorial Auditorium., free gratis, to KFDX Monday., November 28., 1949" for the purpose of providing free entertainment for benefit of the local School of Listening Eyes. Motion seconded by Alderman Ray and carried, - - - - - - - - - - 700 Moved by Alderman Parish that the Board of Aldermen authorize the transfer of Lot 1, Block C., Lake Kickapoo cabin site originally assigned to W. L. Metcalf, to Lester L. Cross and J. B. Garretto both of Archer City, . and to direct the City Clerk to make such transfer. Motion seconded by Alderman Ray and carried.with Alderman Abbott voting No, - - - - - - - - - - The application of Russell Jack Ballard, President of theGood Citizens -League of Texas, for free use of the Municipal Auditorium November 9th., was read to the Council., whereupon the following motion was had: Moved by Aldeman Abbott that the above and foregoing request of Russell Jack Ballard be refused and denied. Motion seconded by Aldeman Ray and carried. - - - - - - - - - - Moved by Alderman Parish that the claim of Robert L. Russell for damages in the amount of $750,00, while at the city jail October 8th, as alleged by the said Robert L. Russell and presented by Attorney Wayne Somer- ville, be rejected and denied. Motion seconded by Alderman Hunter and carried, - - - - - - - - - - Moved by Alderman Abbott that the Board of Aldermen approve and authorize payment of the sum of $5742.25 to the Wichita General Hospital for charity patients for the month of September, and direct the City Clerk to draw a warrant for the same upon like payment of Wichita County, Motion seconded by Alderman Hunter and carried. - - - - - - - - - - Moved by Alderman Brown that the Board of Aldermen authorize and .direct the City Manager2 Frank Woods to call for bids on the proposed bond issue, bids for the same to be opened in the Council chamber at 7-30 P.M. Motion seconded by Alderman Abbott and carried, - - - - - - - - - - Mr. Ruble Johnson of the Johnson Supply Co., located at 622-7th St., requested removal of one parking meter at this location so as to provide a loading and unloading zone since there is no alley accessible to the Johnson Supply Co.., thereupon the following motion was had: Moved by Alderman Parish that the Board of Aldermen authorize the removal of one parking meter at the above and foregoing location,, providing the said Johnson Supply Co. will pay the customary monthly removal charge if., upon investigation, it is found to be in line with the removal of other similar parking meters., otherwise the same to be removed without charge.
