Memorial Auditorium Building
September 26, 1949
The Board of Aldermen of the City of Wichita Falls, Texas, met in regular
session on the above date at 7-30 o'clock P. M. in the Council Room in the Memorial
Auditorium Building, with the following members present;

Roy W. Parish
J. R. Ray Aldermen
Berry Brown
B. C. Hunter
Geo. T. Henderson City Clerk
Frank Wood City Manager
Guy H. McNeely City Attorney
Moved by Alderman Thomas that Alderman J. R. Ray be elected Mayor
pro tem for this meeting.
Motion seconded by Alderman Parish and carried.
The Minutes of the regular meeting held September 12, 1949 were read
and approved as read; likewise the minutes of the called meeting held September
19, 1949 were read and approved as read.
Bonnie Decker, a resident of the East Side, requested the Council
to perfect certain changes in the bus system so as to provide a more direct
route to the public school in that area.

Miss Decker also requested the City to grade and drain Bass, Pecan,
and Dove streets, and stated that the County would black-top Bass Street
providing the City would consent to the sa::ie. The matter was discussed
by the Council, whereupon Mayor protem J. R. Ray appointed Alderman Parish
to serve, in conjunction with the City Manager, to confer frith Mr. Lee Cooper
as to advisability and possibility of black-topping Bass Street.
Moved by Alderman Hunter that the City Manager, Frank Wood, be
authorized to negotiate with Clyde Beatty Circus for ground rental, terms,
etc. for city-owned property adjacent to the Ball Park, for October 8th.
Motion seconded by Alderman Brown and carried.
Mayor pro tem J. R. Ray appointed B. C. Hunter and Lloyd C. Thomas
to investigate reports that trucks containing gasoline and butane are being
parked over-night in parkways and driveways within the city limits, and make
recommendations necessary to prohibit such practice.
Moved by Alderman Thomas that the City Tax Assessor & Collector be
authorized and directed to cancel taxes on Lot 9, Block 25, Fairview Addition,
for years 1923-24, in amount of $3.48, by virtue of the fact that the City
conveyed this property to Edward Garber August 8, 1948, and failed to pay
delinquent taxes on the same prior to the date of sale.

RESOLUTION NO. 39
BE IT RESOLVED THAT the Manager or the Mayor of the City of
Wichita Falls is hereby authorized and directed to execute to the
Texas Electric Service Company an easement of right-of-way for an
electrical transmission and distribution line consisting of variable
numbers of wires and all necessary or desirable appurtenances including
towers, H-frames or poles made of wood, metal, or other materials,
telephone or telegraph wires, props and guys, at or near the location
and around the general course now located and staked out by the Company,
over, across, and upon the following described lands located in Wichita
County, Texas, to-wit:
Being described as all of Block 10, J. A. Scott Subdivision
#9 out of the Thomas Toby survey A-305; more fully describ-
ed in those certain deeds recorded in Vol. 235, page 143,
and Vol. 205, page 585, Deed Records of Wichita County, Texas.
An electric line on said property to be loca-
ted as follows:

Starting from a point where the north line of Irving Place
intersects the water canal, as recorded on the plats of the
City of Wichita Falls, thence S 570D51 E 7361 ; thence S
22 51E a distance of 2611; thence east 7701 to the North-
west corner of Club View Street and Barna Road together with
guy wires and other necessary and desirable appurtenances.
and said City by and through its Mayor or City Manager is directed
to execute an easement and deliver the same to the Texas Electric
Service Coijpany, a corporation.

Moved by Alderman Brown that the above and foregoing Resolution
be adopted and passed as read.
Motion seconded by Alderman Parish and carried by the following 1

Moved by Alderman Hunter that the Board of Aldermen approve payment
of court costs in the amount of $91.85, to Glenn Haynes, District Clerk of
Wichita County, being Cause No. 45700-A, Chris Jensen vs City of TA;ichita Falls
and to direct the City Clerk to draw a warrant for the same.
Motion seconded by Alderman Brown and carried.
Moved by Alderman Parish that the City Manager be and he is hereby
authorized and directed to issue Lease Agreements for Camp sites at Lake
Kickapoo to one or more partner;,when requested.
Motion seconded by Alderman Hunter and carried.
Moved by Alderman Thomas that the City Clerk be authorized to issue
permit to the Trinity Lutheran Church for the purpose of soliciting funds to
assist in erecting a church building at 14th & Bluff Streets when and at such
time as the Appeals Review Board has approved the application.
Motion seconded by Alderman Parish and carried.

Moved by Alderman Brown that the Board of Aldermen authorize the City
Manager, Frank Wood, to attend the City manager' s association to be held at
Palm Beach, Florida, December 4th to Sth, with all expenses paid by the City.
Motion seconded by Alderman Parish and carried.
Moved by Alderman Thomas that the proposed Agreement Amendment by
and between. the United States of America and the City of Wichita Falls for
maintenance of runways at the Airport be deferred to the next meeting.
Motion seconded by Alderman Hunter and carried.
Moved by Alderman Brown that the meeting be adjourned.
Motion seconded by Alderman Parish and carried.
The Board of Aldermen then adjourned.
