Min 09/19/1949 687 Wichita Fal.132 Texas Memorial Aud-11-torium Building September 19, 1949 The Board of Aldermen of the City of Wichita Falls, Texas., met in called session on the above date at 6-30 ofelock P. M. in the Council Room in the Memorial Auditorium Building, with the following members present: L. R. Abbott Lloyd C. Thomas Roy W. Parish Aldermen J. R. R ay Berry Brown Geo. T. Henderson City Clerk Frank Wood City Manager Guy H. McNeely City Attorney Moved by Alden-manAbbott that Alderman Berry Brown be elected Mayor Protem. for this meeting only. Motion seconded by Alderman Parish and carried. Mayor pro tem Berry Brown stated this meeting had been called for the purpose of authorizing the City Manager to secure the services of Joe E. Ward, Consulting Engineer of this City,, and Freeze & Nichols., Consulting Engineers of Fort Worth, in connection with the proposed improvement plan and bond election. Moved by Alderman Parish that the City Manager be authorized to secure the services of Joe E, Ward, Consulting Engineer,, of this City,, and Freeze & Nichols, Consulting Engineers of Fort Worth., for the purpose of making certain surveys in connection with the proposed city improvement plan; remuneration of Freeze & Nichols to be on a per them basis at an approximate cost of $1250-00 to $1500-00; and further to authorize Mayor Harold Jones or City Manager Frank W ood to execute a contract with the said Freeze & Nichols for and on behalf of the City of Wichita Falls. Motion seconded by Aldeman Ray and carried. Moved by Alderman Parish that the Board of Aldermen approve and accept the following proposed offer of Joe E. Ward, Consulting Engineer, and further to authorize Mayor Harold Jones to execute the following Agree— ment with the said Joe E. Ward, Consulting Engineer, for and on behalf of the City: Wichita Falls, Texas September 14, 1949 Honorable Harold Jones,, Mayor and City Councilmen Wichita Falls., Texas Attention: Mr. Frank Wood, City Manager ENGINEERING SERVICE AGREEKENT FOR A REPORT ON WATiaWORKS AND SEgERAGE IMPROV&ENTS Gentlemen: The undersigned proposes to make studies of the existing waterworks and sewerage; to make studies of the growth in the City's population in the past and prepare a projection of estimated growth in population for the next twenty— five years; to make necessary preliminary surveys; and investigations; to prepare a preliminary report outlining the existing waterworks and sewerage., setting out the urgently needed improvements, and giving the estimated cost of such improvements; and to furnish the City not less than twenty�-five (25) bound copies of this report. The undersigned proposes to perfoim the above outlined engineering ser— vices and present the report within 20 days from the date he is notified that his proposal has been accepted; and proposes to perform these services for no charge, it being his desire to offer these services as a contribution to the City's welfare and progress. 688 The above proposal is based on the condition that the City will provide for the undersigned access to its records of existing waterworks and sewerage facilities, and to the studies and survey records of its Engineering Department; and will provide police protection in making necessar7 field investigations.
