Min 07/11/1949 a � 665 Wichita Falls, Texas Memorial Auditorium Building July 11, 1949 The Board of Aldermen of the City of WicrLita Falls, Texas, met in regular session on the above date at 8:00 o'clock P. M. in the Council Room in the Memorial Auditorium Building, with the following members present: Harold Jones Mayor L. R. Abbott 1� Lloyd C. Thomas Roy W. Parish Aldermen J. R. Ray Berry Brown B. C. Hunter Geo, T. Henderson City Clerk Frank Wood City Manager Guy H. McNeely City Attorney The Minutes of the regular meeting held June 27, 1949, were read and approved as read. Joe Quillen, representative of a group of City employees, appeared before the Council, requesting that earnest consideration be given employees of the water, park, street, sewer and garbage departments for a substantial wage and salary increase to be included in the budget beginning October 1, 1949, thereupon Mr. Quillen was assured that the matter would be taken under advise- ment and given careful study and consideration. Mr. L. B. Hankins appeared before the Council requesting that some- thing be done to alleviate the dust condition on Seymour and Riley streets in the vicinity of the Ball Park. The matter was referred to the City Manager. RESOLUTION NO. 36 WHEREAS, the City of Wichita Yalls, through its Board of Aldermen, has enacted an Ordinance abandoning and closing certain streets and alleys in the area of the Texas Electric Service Company Power Plant, and being a portion of I°fill Street, San Antonio Street, Chester Avenue, the alley through Block 31 of the I. Jalonic Addition; a portion of Burnett Street, a portion of. Twentieth Street, and an alley through Block 2 of the Sibley Taylor Addition, reference being made to said Ordinance, and, WHEIPEAS, the Texas Electric Service Company had heretofore conveyed to the City as an easement and an adjunct to a part of the streets so closed, a 20.51 strip off the West side of the Texas Electric Service Company property, described as follows: BEGINNING at a bronze monument set in the North line of the John A. Scott Survey No. 10 Abstract No. 302, 441.0 feet S. 89 degrees 421 W. from the Northeast corner of the Northwest Quarter of said Survey No. 10, being also the hlT corner ' of a certain tract of land conveyed to Wichita Falls Electric Company by the Texas Utilities Corporation by deed dated August 16, 1912; Thence South along the West line of said Wichita Falls Electric Company tract, passing its S`ti corner and con- tinuing on same course along the West line of that certain 0.78 acres of land described as Tract No. 2 in that certain deed recorded in Vol. 171, Page 175, Deed Records for Wichita County, Texas, in all, 457.3 feet to a bronze monument at the most Westerly Southwest corner of the Texas Electric Service Company property; Thence continuing South to the North line of Twenty-First Street, Thence East 20.5 feet to a stake for corner; Thence North 536.4 feet to a stake in the North line of the John A. Scott Survey No. 10 for the NE corner of this tract; Thence S. 89 degrees 421 W along the North line of the said John A. Scott Survey No, 10, 20.5 feet to the place of beginning and containing 0.213 acres of land. i WHEREAS, in as much as said street adjacent to said 20.51 has been closed, and the Texas Electric Service Company has contributed other property for the opening up and establishment of a street in lieu of that portion so closed, in accordance s with said Ordinance. 667 NOW, THEREFORE, BE IT RESOLVED BY the Board of Aldermen of the City of Wichita Falls at the said City of Wichita Falls by and through its proper officials, execute and deliver to the Texas Electric Service Company a Deed of Quittance to said 20.5' strip herein abbove described, reserving to the said City all necessary easements for utilities, for any which are now located in or on said strip, and with the right on the part of the Texas Electric Service Company, if necessary, to re-locate such utilities without injury or damage, at its own expense. Moved by Alderman Hunter that the Board of Aldermen authorize a refund to R. A. Covington of the sum of $204.77, to L. L. Deaton the sum of $255.96 and Iho Merle T. Waggoner the sum of $153.58; sane being corresponding amounts deposited with the City on or about June 14, 1949, for the construction of a sanitary sewer line in the 3000 and 3100 blocks on 9th Street; and to direct the City Clerk to draw warrants for the same for reason that the cost of the project appears to be excessive so far as the City is concerned. Nays: None. 669 Moved by Alderman Ray that the Board of Aldermen authorize the issuance of a permit to Pete Turgeon Distributing Co. for the purpose of installing an air-conditioner over the awning at their place of business located at 811 Ohio Street for a period of time not to exceed October 1, 1949, providing the same is installed in accordance with the requirements of the City Engineer, Motion seconded by Alderman Parish and carried. - - - - - - - - - - i The request of Kr. Joe E. Ward, Chairman of the Athletic Committee of the Chamber of Commerce, for the City to furnish trophies, free gratis, aggregating ( the sum of $300.00, for the Weeks Park annual tennis tournament to be held in July, was, by common consent of the Council, referred to the City Manager. The matter of the Chief of Police for the City again came up for considera- tion, whereupon Mayor Harold Jones again appointed S. J. (Baker) Lawrence as Chief of Police. Moved by Alderman Ray that the Board of Aldermen approve and confirm the appointment by Mayor Harold Jones of S. J. (Baker) Lawrence as Chief of Police of the City of Wichita Falls. :Motion seconded by Alderman Thomas and lost by the following vote: Yeas: None. Nays: Aldermen Abbott, Thomas, Parish, Ray, Brown and "Hunter. Mayor Harold Jones then appointed Murry E. Johnson as Chief of Police of the City of Wichita Falls. The members of the Board of Aldermen asked for time to consider the appointment, and no further action was taken at this time.
