The Board of Aldermen of the City of Ijichita Falls., Texas, met in
called session on the above date at 8:CG o'clock P. M. in the Council Room
in the Memorial Auditorium Building, with the following members present:

A quorum being present, Mayor Harold Jones stated this meeting ha.d
been called for the purpose of considering various matters of importance to
the City.

Moved by Alderman Ray that the Board of Aldermen approve Love's

He--plat and Dedication of the West I'alf of Blocks A, B and C, of the
Kempf�air Park Addition to the City of Wichita Falls, a copy of which is
attached hereto an(I made a part of the records hereof.

now on deposit with tf-ie City,for a period of six months from data hereof.

Moved by Aldeniiat-i Abbott that the City Clerk be directed to notify
E. P. ',,IillJAams,dba E. P. Cabs,, to immediately provide insurance in lieu of his
ca3h depojit, or cease operation.
The motion was withdrawn by Alderman I.bbott.
The Council instructed the Cjt,r Clerk to request E. P. Williams, dba
V
E. P. Cabs., to immediately provide insurance in lieu of his cash deposit and
report back to the Council by Monday niEht, June 13th.

Lloyd Henry, who reS4de3 at 1610 Keeler, appeared before the Council,
raquesting adequate fire protection be furnished for that area by installing
fire plugs for the 1500 and 1600 blocks on Keale.- Street.
The matter was referred to the City Yanager for investigat--ion and
report back to the Council.

A petition, bearing approximately 20 signatures., was presented by
T. H. Francis, requesting a change in the alcoholic zoning ordinance so as
to permit the sale of beer at 701 7.1alnut Street. The matter was discussed by
the Council, whereupon the following motion was had:
Moved by Alderman Parish that the above and foregoing request be
taken under further advisement.
Motion seconded by Alderman Brown and carried.

Jack Ballard presented a petition, bearing approximately 230 signatures
of membcrs of the Sacred Heart Parish2 requesting the City, to remove the curb
and parkway on Holliday Street, between 9th and 10th Streots, and pave the same
so as to provide additional parking space; also to furnish free water to the
Sacred heart Cemetery the same as to Rivers--de and Rosemont Cemeteries; and since
the opinion of the Council was to the affect that the City would remove the park—
way above mentioned and pave the same provicting the property owners would pay for
the necessary material, the matter was referred to the City Manager to deter--alne
the cost of the project to the various property owners; also to deteriiine whether
or not water is being furnished to Rosemont Cemetery free gratis.

John Bentley appeared before the Council requesting the installation
of adequate overhead lighting system at llth & Grace Streets so as to alleviate
the traffic hazard for pedestrians at that particular place.
The matter was referred to the City Manajer for a proper solution.

Moved by Alderman Thomas that the Board of Aldermen officially appoint
J. M. Baber, Homer Karrenbrock and Berry Brown to serve on the Tax Equalization
Board of the City of Wic,-dta Falls., Texas, for "he year 10/49; remuneration
for J. M. Baber and Homer Karrenbrock to be $500-00 each, and Berry Drown to
serve without compensation in accordance -writh his own request.

Moved by Aldarman Thomas that the City Council go on record as approvinE
and lending fullest cooperation and assistance to the Char.nber. of Commerce,
Junior Chamber of Comnerce, and all other civic clubs and associations, in
attempting to solve the housing Atuation and all other worthy city—wide
projects.

Moved by Alden-nan Ray that the Boardof Alder:uen approve and authorize
the execution of a water main contract by and between the City of Wichita Falls
and D. D. Norriss, for the construction of a 6 inch water main in Blocks
1, 2 and 3, College Heights Addition to the City of Wichita Falls., for a consider—
ation of $4857.84, together with other agreements and stipulations recited in
the contract, a copy of which is filed in the office of the City clerk for future
reference, and further to empower Mayor Harold Jones to execute the said
contract for and on behalf of the City of Wichita Falls.

Moved by Aldena6Ln Ray that the Board of Aldernen authorize the issuance
of a pei-nit to Wilcox and Parent to install an air conditioner over the sidewalk
at their place of business, located at 708 Ohio, for a period of time not to
exceed October 1, 1949, ptoviding the same is installed in accordance with the
re,,juirements of the City EnEinecr.
Motion seconded by Alderman -Farish and carried.
Moved by Alderman Parish that the application of John Mayer to install
a gasoline pump between the curb and the sidewalk on city property,located at
210 Mississippi Street, be and is hereby refused and rejected.

The application of F. L. Bilderback to sell minnows at Lake Kickapoo,
together with other application for various and sundry concessions at Lake Kickapoo,
was by common consent of the Council, referred to Aldermen Hunter and Parish as
a committee of two to serve in conjunction with the City Manager to investigate
all such applications end make such recorb-nendations as they may deem advisable.

The application of the Children's Aid Society of "Test Texas to lease
a tract of lend from the City, being 100t on Sixth Street and 120, on Dread Street,
for the purpose of erectinS a building on said tract of land at a cost of not
leas than '�,30,000.00, was discussed favorably by the Council., whereupon the
following -notion va3 had:
Moved by Alderman Thomas that the City Attorney be directed to prepare
a Lease Contract in complaince with the above request, the same to run for a
period of 90 years, with reversionary clause, and on other tenri3 and stipulations
mentioned by varicus members of the Ccuncil Lnd submit the same to the Ccn-ii
for further considerat-ion.

Moved by Alderman Ray that the Board of Aldermen approve and direct the
City Clerk to issue a golf membership to j. h. Westmorelard for a period of one year
beginninL June 7., 1949., and ending June 7, 1550, for the sum of $7.30 Plus $5.00
federal tax; the purpose of this proc- lure being to allow an adjustment on a Lolf
club membership acquired April 23., 1�49 and for that portion unused between July 15,
1948 and April 23, 1949 by virtue of the fact that the said li. H. 7�%estmoreland en-
listed in the U.S. Navy and did not return until on or about 'June 1Y 1949.

The application of the Pentacostal Evangelical Church to solicit
used clothin,- and other used articles was deferred to a later date.
