jThe Board of Aldermen of the City of WichitaFalls, Texas, met in called
session on the above date at 7:00 o'clock F.M. in the Council Room of the Memorial
Auditorium Building, with the following members present:
Harold Jones Mayor
L. R. Abbott
Lloyd C. Thomas
Roy W. Parish Aldermen
J. R. Ray
John C. Coffey
B. C. Hunter
Geo. T. Henderson City Clerk
Frank Wood City Manager
Guy H. McNeely City Attorney
Mayor Harold Jones stated this meeting had been called for the purpose
of considering the transfer of the franchise for the local bus transportation
system from J. S. Perusse to the Wichita City Lines, Inc.
Sheriff Hammett Vance delivered to the Mayor and the members of the
Board of Aldermen a citation restraining the City Council from discharging
the Chief of Police without compliance with the Civil Service Law.
Mayor Harold Jones introduced Ordinance No. 1491, thereupon the
following motion was had:
ORDINANCE NO. 1491
AN ORDINANCE APPROVING THE TRANSFER TO WICHITA CITY LINES, INC. OF THE
FRANCHISE ORIGINALLY GRANTED TO WICHITA TRANSIT CORPORATION AND ITS LAWFUL
SUCCESSORS, BY THE CITY OF WICHITA FALLS ON APRIL 20, 1942, BY ORDINANCE NO.
1337, WHICH SAID FRANCHISE WAS ACCEPTED BY SAID WICHITA TRANSIT CORPORATION ON
APRIL 25, 1942, AND THEREAFTER UNDER THE APPROVAL OF ORDINANCE NO. 1396 TRANS-
FERRED TO LONE STAR COACHES, INC., AND THEREAFTER UNDER APPROVAL OF ORDINANCE NO.
1430 TRANSFERRED TO WICHITA TRANSIT COMPANY, AND THEREAFTER UNDER APPROVAL OF
ORDINANCE NO. 1490 TRANSFERRED TO J. S. PERUSSE, AND FURTHER PROVIDING THAT THE
SAID WICHITA CITY LINES, INC., SHALL MAINTAIN AN OFFICE IN THE CORPORATE LIMITS
OF THE CITY OF WICHITA FALLS, TEXAS, SHALL KEEP THEIR BOOKS ACCESSIBLE TO SAID
CITY AT REASONABLE HOURS, MAINTAIN AND KEEP THE BUSSES OPERATED UNDER SAID FRAN—
CHISE WITHIN THE SAID CITY AND PAY AD VALOREM TAXrS THEREON AND OPERATE BUSSES
NOW OPERATED BY SAID J. S. PERUSSE, AND PAY, OR CAUSE TO BE PAID, TO THE CITY
OF WICHITA FALLS THE STREET RENTAL OF M PER. CENT OF ANNUAL GROSS PASSENGER
RECEIPTS, AS PROVIDED IN ORDINANCE NO. 1337, ORDINANCE NO. 1396, ORDINANCE NO.
1430, AND ORDINANCE NO. 1490, PROVIDING FOR THE ACQUISITION OF 15 MODERN TRANSIT
TYPE BUSSES WITHIN 60 DAYS FROM APRIL 28, 1949, AND DECLARING AN EMERGENCY.
Moved by Alderman Hunter that Ordinance No. 1491 be approved and passed
as read on its first reading.
Motion seconded by Alderman Abbott and carried by the following vote:
Yeas: Aldermen Abbott, Thomas, Parish, Ray and Hunter.
Nays: None. (Alderman Coffey not voting)

Moved 4 Alderman Abbott that the Board of Alde mien accept the
resignation of Alderman John C. Coffey.
Motion seconded by Alderman Ray and carried by the following vote:
Yeas: Aldermen Abbott, Thomas, Parish, Ray and Hunter.

Moved by Alderman Parish that the Board of Aldermen appoint Berry
Brown as Alderman of the City of Wichita'Falls to fill the unexpired term of
Alderman Coffey for Place No. 5. � =
Motion seconded by Alderman Ray and carried by the following vote:
Yeas: Aldermen Abbott, Thomas, Parish, Ray and Hunter.
Nays: None.
The Oath of Office was administered to the newly appointed Alderman,
Berry Brown, whereupon the said Alderman Berry Brown was duly seated.
ORDINANCE NO. 1491
Moved by Alderman Ray that the rule requiring that ordinances be
read on three separate days be and is hereby suspended, and declaring an emer-
gency,
Motion seconded by Alderman Hunter and carried by the following vote.-
Yeas: Aldermen Abbott, Thomas, Parish, Ray, Brown and Hunter.
Nays: None.
ORDINANCE NO. 1491
Moved by Alderman Thomas that Ordinance No. 1491 be approved and
passed as read on its second reading.
Motion seconded by Alderman Hunter and carried by the following vote:
Yeas: Aldermen Abbott, Thomas, Parish, Ray, Brown and Hunter.
Nays: None.
ORDINANCE NO. 1491
Moved by Alderman Ray that Ordinance No. 1491 be approved and passed
as read on its third and final reading, and declaring an emergency.
Motion seconded by Alderman Thomas and carried by the following vote:
Yeas: Aldermen Abbott, Thomas, Parish, Ray, Brown and Hunter.

Ordinance No. 1492 was introduced to the Council, whereupon the
following motion was had:
Moved by Alderman Hunter that the Council hold Public Hearings on
Ordinance No. 1492 in the Council Room of the Memorial Auditorium Building
at 8:00 o'clock P.M., May 19th, and 8:00 o'clock P.M., May 20th, 1949, and that
notice of the same shall be duly published in the Record News, in accordance
with terms of the City Charter.
Moticn seconded by Alderman Ray and carried.
Moved by Alderman Hunter that the meeting be adjourned.
Motion seconded by Alderman Ray and carried.
The Board of Alderman then adjourned.
