The Board of Aldermen of the City of Wichita Falls, Texas, met in
called session on the above date at 7-30 o'clock P.M. in the Council Room of the
Memorial Auditorium BuilctinL, with the following members present:

Mayor Harold Jones stated this meeting had been called for the purpose
of considering matters of importance to the City.

Dear Layor Jones:
The Department of the Air Force, on 3 January 1949, requested
that kroject TEX-41121, known as Westover Hills, locatee. at Wichita
Falls, T_axaa, be transferred from the Housing and home Finance Agency
to the Department of the Air Force.
The Administrator of the HousinE and Home Finance Agency has
advised the Department of the Air Force of the request of the author-
ities of the City of Wichita Falls, Texas,, for transfer of subject
property to the local housing authority for low-rent use.
The Commanding General, Sheppard Air Force Base, has been
directed to meet with the authorities of the City of Wichita Falls.,
Texas, and a representative of the Public Housing Admiristration.,
for the purpose of arriving at an agreement on our conflicting pro-
posals for the disposal of this project.
Pursuant to this directive, the Commanding General, Sheppard
Air Force Base., hereby formally reqaests the authorities of the City
of Wichita Falls, Texas, to withdraw their proposal for the acquisi-
tion of subject project for low-rent purposes. This request is based
upon military necessity in connection with active operations at
Sheppard Air Force Base.
For your information, the Commanding General., Sheppard Air
Force base., is required to advise the Department of the Air Force
not later than 13 March 1949, of the decision of the authorities of
the City of Wichita Falls, Texas.

My dear Mayor Jones:
This letter constitutes an official reauest to the author-
ities of the City of Wichita Falls to cancel their contract between
the Public Housing Administration and the City' of Wichita Falls
whereby the possession and custody of certain buildings located
on Sheppard Air Force Base, Wichita Falls, Texas, and designated
project TEX-V-41860, are now vested in the City of Wichita Falls.
The authorities of the City of Wichita Falls are further
requested to advise the Commandinj: General., Sheppard Air Force
Base, Wichita Falls, Texas,, of their decision in this matter.
Upon cancellation of subject contract, the Commanding General.,
Sheppard Air Force Base, will request the Department of the Air
Porce to petition the Administrator, Housing and home Finance
Agency, Washington 25, D. C., to transfer subject buildings, i.e.,
1101 through 1107, 1109, 1110, 1111, 1116) and 1117, to the Depart-
ment of the Air Force.
This request is submitted for reasons of military necessity
in connection with the active operations at Sheppard Air Force Base,
Wichita Falls., 'I:exas,
For your information., the Commanding General., Sheppard Lir
Force Base, is required to advise the Department of the Air Force,
not later than 13 March 1949, as to the action taken on this realuest
by the authorities of the City of Wic�.ita Falls', Texas.

The above and foregoing letters from General John H. McCormick, Com-
manding Officer of S.A.F.B.were read to the Council by Mayor Hrrold Jones.
General McCormick, together with certain staff members, were present;
also 11r. Walter Caldwell and other members of the National Housing Agency,
Federal Housing Authority., at which time both proponents and opponents were

heard. The matter was discussed at length by the Council in an effort to
determine the proper procedure to assist in soljing the acute housing situation
.for military personnel of S.A.F.B. and otherwise. The concensus of opinion
of the Council was to the effect that further study would be required before
official action could be exercised, thus a motion was in order to adjourn.

Moved by Alderman Spragin6 that the meeting be adjourned.
Motion seconded by Aldeman Ray and carried.
The Board of Aldermen then adjourned.
