The Board of Aldermen of the City of Wichita Falls, Texas, met in
regular session on the above date at 7-30 o'clock P.M. in the Council Room of the
Memorial Auditorium Building, frith the following members present:

The Minutes of the regular meeting held February 14, 1949, were
read and approved as read; likewise the Minutes of the called meetings held
February 21, 1949, and February 23, 1949, respectively, were read and approved
as read.

To the Honorable Mayor and the Members of the city council, Wichita Falls,
Texas.
I wish to report a practice now going on in Wichita Falls in which portraits
of babies and children are being taken in the home with the use of flash powder.
Using flash powder in homes with low ceilings constitutes a fire hazard. The
further hazard of the flash powder spilling and burning a baby is something
really serious, considering the close c:istance used in such work.
Among professional and reputable photographers such practice is not counte-
nanced. Flashbulbs, electronic flash and photo-floods only are used. The
only thing that can be said of flash powder is that it is cheap.
Naturally, whether you wish to act on this matter is entirely up to the council.
Hovrever I ask that this letter be made a part of the minutes of this meeting so
that there can be no question but that the Council has been fully informed of
what is taking place in Wichita Falls.

The above and foregoing complaint was read to the Council by Mayor
Jones. Considerable discussion was had upon this subjdet, whereupon by common
� consent of the Council the City Attorney was directed to prepare an amendment
to that portion of the Itinerant Merchants Ordinance which pertains to
Photography and submit the same to the Council for further consideration.
Rev. J. T. Stephens came before the Council seeking permission to
solicit funds for the purpose of building a church in the 300 block on Brook
Avenue, thereupon the following motion was had:
Moved by Alderman Wininger that the Board of Aldermen authorize
v' the issuance of a solicitor's permit to Rev. J. T. Stephens, pastor of the
Brook Avenue Baptist Church, for the purpose of raising funds to construct a
church building in the 300 block on Brook Avenue.

WHEELEAS, the City National Bank in Wichita Falls, Texas, Depository
of the City of Wichita Falls, Texas, has deposited in trust with the First
National Bank in Dallas the sum of t600,000.00 in U.S. Treasury Bonas as
security for the account of the City of Wichita Falls, Texas, as evidenced by
the First National Bank in Dallas Certificate No. 38465, as hereinafter set
forth:

The claim of E. J. Beck for alleged damages aggregating the sum
of $1431.10 as presented by Attorneys Davenport & Anderson, under date of if
February 23, 1949, was read to the Council by the City Clerk, whereupon the
same was referred to the City Attorney for investigation.
A petition bearing signatures of a number of business men in the
vicinity of Harrison and Wilson Streets, requesting removal of the traffic
signal and installation of stop signs at the intersection of Harrison and
Wilson Street was read to the Council by the City Manager. The ;natter was
discussed by the Council and deferred for study by the City Manager.
A written request by J. Sam Dodson, Chairman of the 1949 Red Cross
Campaign, seeking; free use of the N.emorial Auditorium on Tuesday, March 1st,
for observance of the opening of the Red Cross campaign, was read to the
Council by the City Manager, thereupon the following motion was had:
Moved by Alderman Wininger that the Wichita County Chapter, American
lied Cross, be granted use of Memorial Auditorium, free gratis, on Tuesday

The City Rariager was directed by the Council to notify all local
taxicab operators that the City will require installation of meters in all
taxicabs within a reasonable time.
