Glenn Barham - Mayor DeAndra Chenault - Councilors Tim Ingle - Brian Hooker - Stephen Santellana - Tom Quintero - Absent Michael Smith - Absent Darron Leiker - City Manager Kinley Hegglund - City Attorney Tracy Norr - City Clerk - - - - - - - - Mayor Barham called the meeting to order at 8:30 a.m. - - - - - - - - Item 2a - Invocation Pastor Klint Newton, Colonial Church, gave the invocation. - - - - - - - - Item 2b - Pledge of Allegiance Mayor Barham led in the Pledge of Allegiance. - - - - - - - - Item 3a – Presentation – Proclamation – Café Financial Aid Saturdays, Zavala Hispanic Cultural Initiative 8:31:32 AM Mayor Barham read a proclamation establish ing February 2016 as College Financial Aid Awareness Month in Wichita Falls and encouraged citizens to apply for financial aid to attend college. CITY COUNCIL MINUTES February 2, 2016 Page 2 Paul Reyes thanked the city for their support in this program which help s students pay for financial aid and enable them to attend college. - - - - - - - - Item 3b - Employee of the Month – Margaret “Peg” Russeau, Public Works/Water Distribution 8:36:52 AM Daniel Nix recognized Margaret “Peg” Russeau, Water Distribution, as the Employee of the Month. Mayor Barham presented a plaque, a letter of appreciation , restaurant tickets, and a check to Ms. Russeau and thanked her for her service. - - - - - - - - Item 4 - Comments from the Public to Members of the City Council Concerning Items That Are Not on the City Council Agenda. 8:40:50 AM Brenda Jarrett, 1200 Thompson Road, discussed Black History 2016. She said there is a display at the Museum of North Texas History. There is a pictorial history of the African Americans in early Wichita Falls. She extended an invitation for anyone interested to attend the display. There were no other citizen comments given. - - - - - - - Item 5 – 7c - Consent Items 8:42:42 AM City Manager Darron Leiker gave a briefing on the item listed under the Consent Agenda. Mo ved by Councilor Hooker that the consent items be approved. Nays: None Item 5 - Approval of Minutes of the January 19, 2016 Regular Meeting of the Mayor and City Council Item 6 – Resolution #11-2016 RESOLUTION NO. 11-2016 Resolution Reducing the Rental Fee of the Mobile Stage for the Founders Lions Club for the T-O Fair on September 13-17, 2016 CITY COUNCIL MINUTES February 2, 2016 Page 3 Item 7 – Receive Minutes Minutes of the following boards and commissions were received: (a) Wichita Falls Economic Development Corporation, October 28, 2015 (b) Traffic Safety Commission, November 4, 2015 (c) Planning & Zoning Commission, December 9, 2015 - - - - - - - - Item 8 – Ordinance #05-2016 8:43:37 AM ORDINANCE NO. 05-2016 Ordinance Amending the Code of Ordinances, Chapter 18 Aviation, Article III, to Allow for Free Disabled American Veteran Parking at Wichita Falls Regional Airport; Providing for Codification; and Setting an Effective Date Moved by Councilor Ingle that Ordinance #05-2016 be passed. Motion seconded by Councilor Hooker. Motion by Councilor Ingle to amend the ordinance to remove the words “in the long term parking lot” in Section 18.47. Amendment seconded by Councilor Chenault and carried by the following vote: Ayes: Mayor Barham, Councilors Chenault, Ingle, Santellana, and Hooker. Nays: None - - - - - - - Item 9a – Resolution #12-2016 8:48:34 AM RESOLUTION NO. 12-2016 Resolution Authorizing Award of Bid for the Purchase of Seven ¾-Ton Regular Cab Pickups from the Low Bidder, Grapevine DCJ LLC, in the Amount of $152,068.00; and Award of Bid for the Purchase of One ¾-Ton, 4-Door Crew Cab Pickup from the Low Bidder, Pruitt Ford, LLC in the Amount of $25,050.29; or to the Local Bidder, Wichita Falls Ford-Lincoln, Inc., in the Amount of $25,669.29 Moved by Councilor Santellana that Resolution No. 12-2016 be passed. Motion seconded by Councilor Ingle. CITY COUNCIL MINUTES February 2, 2016 Page 4 Motion amended by Mayor Barham to award the crew cab pickup to the local bidder, Wichita Falls Ford-Lincoln. Amendment seconded by Councilor Santellana and carried by the following vote: Ayes: Mayor Barham, Councilors Chenault, Ingle, Santellana, and Hooker. Nays: None - - - - - - - - Item 9b – Resolution #13-2016 8:52:56 AM RESOLUTION NO. 13-2016 Resolution Authorizing the City Manager to Enter into a Contract with Ameresco Incorporated in the Amount of $15,884,487 to Perform Services Related to the Installation of Water Meters and Advanced Metering Infrastructure with a Performance Guarantee that Annual Savings Will Be Sufficient to Pay the Annual Cost of the System over a 20- Year Period Moved by Councilor Ingle that Resolution No. 13-2016 be passed. Motion seconded by Councilor Hooker. Dennis Rivard, 1929 Perigo Street, said the city used plastic cased water meters in the past which broke easily. He asked if the new meters are brass or plastic -cased. He asked how the city saves money when spending $16 million. He also asked the life of the current meters. Mayor Barham said the current meters have a ten -year life span. Jim Dockery noted that the current meters are mechanical devices which slow as th ey age so the accuracy is not as correct. The electronic meters last 20 years and do not lose accura cy. He added that there will be labor savings as well as the savings due to replacement of current meters. There will also be additional revenue throughout the system because of the accuracy of readings. That is how the project is budget neutral and will not require rate increases. Billy McCord, Ameresco, said the majority of the residential meters are polycarbonate resin and are heavier duty than the plastic meters. The commercial meters will be metal -cased. The motion carried by the following vote: Ayes: Mayor Barham, Councilors Chenault, Ingle, Santellana, and Hooker. Nays: None - - - - - - - - CITY COUNCIL MINUTES February 2, 2016 Page 5 Item 9c – Resolution #14-2016 9:19:26 AM RESOLUTION NO. 14-2016 Resolution Authorizing the Execution and Delivery of a Lease/Purchase Agreement with Respect to the Acquisition, Purchase, Financing and Leasing of Certain Equipment for the Public Benefit; Authorizing the Execution and Delivery of the Agreement and Related Documents; and Resolving Other Matters Relating to the Subject Moved by Councilor Ingle that Resolution No. 14-2016 be passed. Motion seconded by Councilor Santellana and carried by the following vote: Ayes: Mayor Barham, Councilors Chenault, Ingle, Santellana, and Hooker. Nays: None - - - - - - - - Item 9d – Resolution #15-2016 9:21:58 AM RESOLUTION NO. 15-2016 Resolution Authorizing the Texas Coalition For Affordable Power, Inc. (TCAP) to Negotiate an Electric Supply Agreement for Five Years for Deliveries of Electricity Effective January 1, 2018; Authorizing TCAP to Act as an Agent on Behalf of the City to Enter into a Contract for Electricity; Authorizing Darron Leiker, Jim Dockery or R. Kinley Hegglund, Jr. to Execute an Electric Supply Agreement for Deliveries of Electricity Effective January 1, 2018 and Committing to Budget for Energy Purchases in 2018 through 2022 and to Honor the City’s Commitments to Purchase Power for Its Electrical Needs in 2018 through 2022 through TCAP Moved by Councilor Ingle that Resolution No. 15-2016 be passed. Motion seconded by Councilor Santellana and carried by the following vote: Ayes: Mayor Barham, Councilors Chenault, Ingle, Santellana, and Hooker. Nays: None - - - - - - - - Item 9e – Resolution #016-2016 9:27:56 AM RESOLUTION NO. 16-2016 Resolution Awarding the Bid for the Permanent Indirect Potable Reuse System River Road Wastewater Treatment Plant Improvements Project to Archer Western Construction, LLC in the Amount of $16,026,000.00 CITY COUNCIL MINUTES February 2, 2016 Page 6 Moved by Councilor Hooker that Resolution No. 16-2016 be passed. Motion seconded by Councilor Chenault and carried by the following vote: Ayes: Mayor Barham, Councilors Chenault, Ingle, Santellana, and Hooker. Nays: None - - - - - - - - Item 10a – Staff Reports There were no staff reports. - - - - - - - - Item 10b – Items of Concern to Members of the City Council 9:30:33 AM Members of the City Council presented the following matters: Councilor Santellana noted the money savings items on t he agenda today. Councilor Ingle said it is nice to see strategic plans co me together and take care of long- term concerns. He also noted DeAndra Chenault is the new vice -president of TML Region V. He asked about signs for the turn lanes at McNeil and Southwest Parkway. Councilor Chenault thanked the street department for fixing lights in her neighborhood. Mayor Barham noted several city employees helped with the December Rowlett tornado. He also noted that Tracy Norr completed the requirements f or the Texas Registered Municipal Clerks certification. - - - - - - - - Item 11 - Adjourn City Council adjourned at 9:36:06 AM.
