Min 04/26/1948 482 Wichita Falls, Texas Memorial Auditorium Building April 26, 1948 The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session on the above date at 7-30 o'clock P.M. in the Council room in the Memorial Auditoriun Buildin;;, with the following merhers present: Harold Jones Mayor C. Hender3on City Clerk The invocation was given by Rev. Cowan, Pastor of the First Southern Presbyterian. Church. The IL.inutes of the regular meeting held April 12, 1948, were read and approved as read. :Moved by Alderman Spragins that the Board of de en a, th ri e the. orb c a �?en HHf�sp ital joint purchase with Wichita County of certain x-ray equipment -r�m Gener�L Electric K-Ray Corporation of Milwaukee, Wis., for a consideration of $24,999.00, 50 percent of said considera.t. .or to be paif3 oy Nichita County, and the remaininc 50 percent to be paid by the City, and to direct the City Clerk to draw a warrant for the same for the city's portion. ISotion seconded by Alderman Hunter and car.Tied. Moved by Alderman Jininger that the Board of Alderren grant penlli3sion to the Scotland II.E. Church to continue the use of the Romax electrical wiring and plumbing installations as now stand in the Chapel Building recently moved from Sheppard Field to 403 iy. 3roadway. :Motion seconded by Alderman Spragins and carried. Moved by Alderman Hunter that the Board of Aldermen authorize the issuance of a probati.onay;,r chaufieur's license to J. E. Miller. Motion seconded by Alderman Ray and carried. Moved by Alderman Kadane that the Board of Aldermen authorize the granting of an Easement covering an approxitrate 20 ft. strip of land, now owned by the City, located on the corner of Fifth and Van Buren Streets adjacent to the east side of Coyote Stadium, to be used for a driveway entrance to the Highway Patrol Department of Public Safety Building, for a period of two years, for a considerations of S1.00, and renewable at tha expiration date so long as the same is used by the said Highway Patrol Department of Public Safety; and to direct the City Attorney* to prepare an Easement Contract for the same; and further to author!.-(- the City Manager to execute the same for and on behalf of the City of liichdta. Falls. Motion seconded by Alderman 11—ay and carried. 483 Mrs Carl Thompson again appeared before the Council protesting. the use of the BridwelL Park for bail games. Harry Smith, spokesman for a group of young boys, appeared before the Council requesting a suitable location in Hamilton Park to test model airplanes, whereupon the following motion was had. Moved by Alderman Ray that the Board cf Aldermen approve and direct t he City Manager to select a suitable location in Hamilton Park, or elsewhere, for testing model airplanes by this and othz�r groups of boys; and further to permit construct_on of a fence or barricade around the location which shall be suitable to the city manager. Motion seconded by Alder-nan :-Tininger and carried. Moved by Alderman Aninger that permission be granted to the Y.W.C.A. for the installation and use of a soft ball diamond for girls at Bridwell P ark, and to authorize and direct the City Manager to purchase and install the necessary lighting fixtures, and pay for the same out of the Park Fund cash. Motion seconded by Alderman Coffey and carried. Mr. Scarbrough, father of the boy who recently hanged himself at the City jail, came before the Council, relating the incidents thereto, and pleaded for the City to place on duty a night jailer, thereby preventing a recurrence, of siTailar tragedies. The matter was listened to very attentively by the Couuncil, thereupon it was referred to the Civil Service Co�aission for invest•; �:ation. A written request for a raise in local bus _fares was filed with the Council by the Wichita Transit Corporation, whereupon Mayor Jones appointed Aldermen Coffey and Hunter as a committee to serve with the City Manager for the purpose of making a study of the request and report same back to the Council. - - Ed McDonald, former ;light Captain, came before the Council demanding reinstatement to i1is former position ,i-i th the Police Department, whereupon the City Attorney infor;ned 11r. McDonald that, in his opinion, based upon the City Charter, the Co-neil :had no authority to reinstate him. The City Manager read to the Council a petition signed by numerous employees of the Street, Park, Garbage, Water and Tax Departments or the City, requesting a 25 percent raise in salaries and. wages, 41th further pro-visio11 that their be granted pensions if and crhen other departaents may be granted pensions. The petition was received and car ll be taken under advisement. by the Council to determine the feasibilit_,r and possibility of raising the necessary funds for such request. Moved by Alderman Wininger that the Board of Aldermen authorize and direct the City Manager to purchase $3,000.00 of U.S. Gove-mment bonds, plus accrued interest and premium, if any, out of the Hospital Improvement Fund cash, to be held in trust by the City relational rank, and to authorize and direct the City Clerk to draw a warrant for the same out of the Hospital Improvement Fund cash. Moved b;r Alderman Spragins that the Board of Aldermen authorize the leasing of a 40 ft. x 170 ft. tract of land, located on Wichita Street, adjoining the F.W.& D.C. Icy Co. right of way on the east, to Wichita Sand & Gravel Company for a period of two years, for an annual rental. of $100.00 per year, -and to authorize the City Manager or Mayor to execute a Lease Contract for and on behalf of the City. Motior. seconded by Alderman Coffey and carried. The application of the Nation Wide Publicytion Company for a per-mit to solicit advertising in the City of ?tlichita Falls was deferred for further advi s e,nent. The written request of P. S.
