The Board of Aldermen of the City of Wichita Falls, Texas, met in
regular session on the above date at 7-30 o'clock P.M. in the Council Room in
the Memorial Auditorium Building, frith the following members present:
W. B. Hamilton, Mayor
C. A. Spragins 0
K. C. Spell Aldermen
E. J. Wininger
A. Jay Eastham
Henry B. Nabers, Assistant City Manager
Kearby Peery, City Attorney
Geo. T. Henderson., City Clerk
The Minutes of the regular meeting; held I-iarch 22, 1948, were read
and approved as read; likewise the minutes of the called meetings held April
3rd and April 5th, 1948, respectivelu-, were read and approved as read.
Moved by Alderman Spragins that f,he Board of Aldermen approve and
ratify the action of Mayor W. B. Hamilton in his letter to Harry Holmes, Jr.,
Councilman for the City of Houston, Texas, ,which reads as follows:
April 10, 1948
"Mr. Marry Holraes, Jr.
Councilman for the City of Houston
Houston, T,.xas
Dear Sir:
"In reply to your letter of Mardi 27, it seems
now that the Army will take over the hangars which ;rou
refer^,ed to if the Congress increases the personr;el of
the Air Corps.
"If the Army does not take over the hangars,
we have imuiediate use for the same, and we would not be
interested in disposing of them, even though gyre had the
power to do so.
Yours very truly,
W. B. Hamilton, Mayor."
Motion seconded by Alderman Eastham and carried.
Next came on to be considered was the canvassing of the returns of the
municipal election held. April 6, 1948, thereupon Mayor Hamilton appointed Aldermen
Wininger and Spragins to assist in tabulation of the vote, and after the results
had been determined, the following Resolution was introduced:

WliL,E,AS, at a regular meeting of the Board of Aldermen of the City of
Wichita Falls held at the regular meeting place in the Council Room of the
Memorial Auditorium Building in said City on the 12th day of April, A.D. 1948,
at which a quorLLm was present, came on to be considered the returns of the
city election held on April 6, 191;8, for the purpose of electing a mayor and
three alderzren, and

WHEREAS, after canvassin; the returns of said election it was found
to be duly and legally held in all respects, and there were cast at said
election 8079 votes for the election of the Mayor and three Aldermen and that.,
For Mayor:
Harold Jones received 2761 votes
K. C. Spell received 2039 votes
Alton Hanes received 1655 votes '
di. A. (Bill) Bundy received 1405 votes
H. F. Hines received 219 votes
Bill Hacker received 1 vote
J. W. Fitzpatrick received 1 vote
For Alderman Position 4:
J. R. Ray received 1395 votes E
Coyal Francis received 3427 votes
For Alderman Position 5:
John C. Coffey received 4106 votes
Roy W. Parish received 2764 votes
T. A. Swarts received 1029 votes
For Alderman Position 6:
B. C. Hunter received 3450 votes
A. Jay Eastham received 3141 Dotes
C. H. Bingham received 1279 votes
Dercion Short received 1 vote
And it appearing that Harold Jones received the greatest nsnber of
votes cast at said election for Hayor, that J. R. Ray received the greatest
number of votes cast at said election For Aiderian Position 4, that John C.
Coffey received the great,;st nu:ber of votes cast at said election for Alderman
Position 5, and that B. C. Hunter received the greatest number of votes cast
at said election for Alderman Position 6,
NOW, THEREFORE, BE IT RESOLVED BY "'HE BOARD OF ALDi+ltMEN OF THE CITY `
OF WIC14ITA FALLS, TEXAS:
That Harold Jones was duly and legally elected Mayor of the City
of Wichita Falls, Texas, and that J. R. Ray, John C. Coffey, and B. C. Hunter
were duly and legally elected Aldermen of the City of Wic',rdta Falls, 'texas,
at said Election and that said election was in all respects legal- 7 held in
accordance with the laws of the State of Texas and Charter and Ordinances of
said City.
Moved by Alderman Eastham that the above and foregoing Resolution
be adopted and passed as read.
Motion seconded by Alderman :,pelf and carried by the following
vote:
Yeas: Aldermen Sprains, Spell, Wininger and Eastham
Nays: None.
Mayor W. B. Hamilton administered the Oath of Office to the Mayor
and Aldermen elect, thereupon the said Mayor and Aldermen elect were duly seated.

Moved by Alderman Spragins teat the Board of Aldermen authorize +.iv
issuance of free gratis life-time municipal golf club membership cards to the
retiring mayor and aldermen.
Ilotion seconded by Alderman Wininger and carried.
Moved by Alderman Ray that the Board of Aldermen appoint Lee Miks as
Alderman for Position No. 2 to fill the unexpired term of K. C. Spell.
Motion seconded by Alderman. Hurter.
Moved by Alderman Coffey that the Board of Aldermen appoint.Edward G.
Kadane for Alderman Place No. 2 to fill the unexpired teen of K. C. Spell.
Motion seconded by Alderman Spragins.
Moved by Alderman Ray that Edward G. Kadane be required to appear
before the Council for the purpose of stating his platform and views.
Motion sec:)nded by Alderman Hunter and lost bar the f6l1oi.1jing vote:
Yeas: Aldermen Ray and Hunter.
Nays; Aldermen Spragins, Wiringer and Coffey.
The motion made by Alderman Coffey and seconded by Alderman Spragins
to appoint Edward G. Kadane as Alderman for Position No. 2, to fill the unexpired
term of a. C. Spell, was then voted upon and carried by the folloiring vote;
Yeas: Aldermen Spragins, Wininger, and Coffey.
Nays: Aldermen Ray and Hunter.
Mayor Harold Jones then declared Edward G. Kadane duly and legally
appointed as Alderman for Position No. 2 to fill the unexpired term of K. C.
Spell.
The motion made by Alderman Ray and seconded by Alderman Hunter to
appoint Lee Miks as Alderman for Position No. 2 was not voted upon for reason
that the vacancy upon which the motion was predicated was filled by the appoint-
ment of Edward G. Kadane by a majority tote of the Council, and hence said
motion became moat.
Moved by Alderman Hay th-%' the BoarJ of Aldermen authorize the leasing
of approximately 9000 sq. ft. of ground located in Scotland Pa.rk, as per
plat attached hereto, the terms and consideration to be deterTaned by the City
1"Inxiager; and further to authorize and empower City !-Igr.G:D.Fa.irtrace to axec;:te the
Lease Agreement for ar_d on behalf of the City of Wichita Falls.
Motion seconded by Alderman 19ininger and carried.
Moved by Padernman Spragins that the Board of Aldermen authorize the
issuance of a permit to H. A. Bancroft to install an airconditioning unit on the
awning at his place of business located at 721 Ohio St., providing the same is
mounted on a steel frame and installed under the direction and supervision of the
City Engineer. It is expressly agreed and understood that this permit shall be
issued for a period of time not to exceed October 1, 1948.
Moticn seconded by Alderman Coffey and carried.

Moved by Alderman Wininger that a permit be granted to Luby's Cafeteria
to install an evaporation cooling unit at the rear of their place of business
located at 808 Scott Street, for a period of time not to exceed October 1, 1948,
providing the same is installed under the direction and supervision of the City
Engineer.
Motion seconded by Alderman Ray and carried.
The Oath of Office was then administered to Edward G. Kadane by
Mayor Harold Jones, thereupon Aldennan Kadane was duly seated.
Moved by Alderman Spragins that previous action of the Council wherein
the Board of Aldermen authorized the leasing of a certain �JRatiart}end owned
by the City, being located in the vicinity of 5th &.Bay or,/ or a period of ten
(10) years, for the purpose of locating a building to house the State Highway
Patrol, be and is hereby rescinded for reason that the said Jack Martin has
acquired a more suitable location and does not now desire to lease the aforesaid
tract of land.
Motion seconded by Alderman Coffey and carried.
Moved by Alderman Hunter that the meeting be adjourned.
Motion seconded by Alderman Wininger and carried.
The Board of Aldermen then adjourned.
