Memorial Auditorium Building
April 3, 1948
The Board of Aldermen of the City of Wichita Falls, Texas, met in
called session on the above date at 7;390 o'clock P.M. in the Council Doom in
the Memorial Auditorium, with the following members present:
W. B. Hamilton, Mayor
C. A. Spragins
K. C. Spell Aldermen
E. J. Wininger �!
A. Jay Eastham
Henr; B. Nabers, Assistant City Manager
Kearby Peery, City Attorney
Geo. T. Henderson, City Clerk
Mayor Hamilton stated this meeting had been called for the purpose
of considering the proposed budget for the support of the local Civil
Service Commission for the balance of the fiscal year ending September 30,
1948.

Moved by Alderman Eastham that the Board of Aldermen approve and
direct that the salary of Henry B. Nabers, Assistant City Manager, be
x' increased by the sum of $100.00 per month, effective April 1, 1948.
Motion seconded by Alderman Spragins and carried.
Moved by Alderman Spragins that the Board of Aldermen approve and
i authorize the proposed budget as submitted for the support of the local
Civil ervice Corwassion for the remainder of the fiscal year ending
Septem er 30, 1948, to be paid out of the General Fund as hereinafter
set forth:
A-2, Salaries and Wages $300.00
A-3, Salaries and Wages 450.00
B-1, Office Supplies 300.00
F-11 Communications 100.00
F-6, Traveling; Expenses 200.00
G-7, Court Costs & Jury Fees 600.00
Total $ 1950.00
Motion seconded by Alderman Eastham and carried.
Mayor Hamilton read to the Council the resignation of Alderman
K. C. Spell, as follows:
March 31, 1948

The City Council of the City of Wichita Falls, 'texas
Gentlemen:
At this time I am a candidate for mayor of the City of Wichita Falls,
at the election to be held April 6, 1948.
Since I have seen fit to submit to the voters of this city my qualifica-
tion to serve the people of Wichita Falls, in the capacity of mayor, I feel
that it is only fair that I should resign ray position as alderman.
I further feel that since the voters :nave before them the selection of
several rnen to serve on the City Council that the new councilmen should have
the right to participate in the appointment of my successor.

I, therefore, submit my resignation as alderman to become effective upon
the qualification and seating of' the successful candidates in the April 6,
election.

Moved by Alderman Winin_er that the Board of Aldermen accept the
resignation of Alderman K. C. Spell, effective upon the qualification and
seating, of the successful candidates in the April 6 election, as specifically
stated in the last paragraph of Alderman h. C. Spell's official resignation.
Motion seconded by Alderman Eastham and carried.
Moved by Alderman Wininger that the Board of Aldermen approve and
authorize the 'Leasing to the State Highway Department that portion of Lots
4 and 5, belonging to the City of Ilichita Falls, in Block B. J. A. Kemp
Addition, more particularly described as follaws, to-�dt:
"Beginning at the intersection of the North property line of
Dallas Street with the West property line of Lot 4, Block B,
J. A. Kemp Addition; Thence North with the West property line
of said Lot 4 to intersection with the West right-of-way line
of U.S. Highway No. 281; Thence in a Southeasterly direction
along west right-of-way line of U.S. Highway No. 281 to inter-
section with the North property line of Dallas Street; Thence
;lest along North property line of Dallas to the place of beginning,"
for a period of ten (10) years for a consideration of One Dollar ($1.00) per
year annual rental, with an option for ten (10) additional years; providing
the said State Highway Department builds a fence along the west and the south
property line of the above described tract of lan4 and authorize and empower the City
Manager to execute the said Lease Agreement for an on behalf of- the City of W-,c}ta

Moved by Alderman Wininger that the application of the Tex-Homa
Plumbers Supply Comp any,for permission to construct a loading and unloading
dock on Fifteenth Street just .off of Lamar Street, be refused and denied
upon the reconiendation of the City Engineer.

Moved by Alderman Spragins that the meeting be adjourned.
Motion seconded by Alderman Spell and carried.
The Board of Aldermen then adjourned.
