Min 03/08/1948 467 Wichita Falls, Texas Memorial Auditorium Building March 81 1948 The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session on the above date at 7-30 o'clock P.M. in the Council Room in the Memorial Auditorium, with the following members present: i W. B. Hamilton Mayor C. A. Spragins K. C. Spell E. J. Wininger Aldermen Melvin B. Evans J. M. Baber A. Jay Eastham G. D. Fai rtrace, City Manager T. A. Hicks, City Attorney Geo. T. Henderson, City Clerk The Minutes of the regular meeting held February 23, 1948, were read and approved as read; likewise the Minutes of the called meeting held February 25, 1948, were read and approved as read. I j - - - - - - - - - - i Mr. David McPherson and others appeared before the Council for the purpose of protesting the erection and construction of a drive-in ice cream dispensary store at 2157 Avenue G, for reason that the same would devalue all residence property in that vicinity, and also create a serious traffic hazard on that street and adjacent to the Senior High School, and asked the City to revoke the building permit. The School Board presented a similar written protest. After having been advised by the City Attorney that the City could take little or no legal action against the same, it was deemed by the Council that Mayor Hamilton, together with any members of the Council whom he might choose to select, should personally contact all interested parties participating in any way whatsoever in the construction and operation of the said drive-in dispensary store, to request and urge the discontinuance of this project and the re-location of same in a less objectionable place. ORDINANCE NO. 1456 AN ORDINANCE CREATING A CIVIL SERVICE SYSTEM FOR FIREMEN AND POLICEMEN. ORDINANCE NO. 1457 AN ORDINANCE AMENDING SECTION TWO OF ORDINANCE NUMBER 1451, PASSED AND APPROVED ON THE EIGHTH DAY OF DECEMBE11, A.D., 1947, CLOSING STREETS AND ALLEYS AND RES11iVING RIGHT OF WAY EASEMENTS FOR DRAINAGE PURPOSES AND FOR 10INTENANCE AND OPERATION OF PUBLIC UTILITIES. Moved by Alderman Evans that Ordinance No. 1457 be approved and passed as read on its second reading. Nays: None. i i - - - - - - - - - - Moved by Alderman Spragins that the Board of Aldermen approve for payment the sum of $487.75 to Pete Haggerty, Plumber, for certain water and sewer supply installations in the Barracks Building at the Wichita General Hospital, upon like payment by the Wichita County. Motion seconded by Alderman Easthain and carried. Moved by Alderman Evans that the Board of Aldermen authorize the issuance of a permit to Soy Broadway to install a Gulf Oil Corporation sign, between the curb and the sidewalk, at 908 - 6th Street, for a period of one year, providing the same is constructed and erected under the supervision of the City Engineer. Motion seconded by Alderman Wininger and carried. - - - - - - - - - - 1 Moved by Alderman Evans that the Board of Aldermen authorize the purchase of a tract of land for street right of way purposes, being a triangle off of the southeast corner of Lot 10, Block 8, Reilly Addition, for a consideration of 12 .00 and direct the C' Clerk$� 5 , City 1 rk to draw a warrant for the same, payable out of the Street Fund cash. Hicks, effective March 31., �. 1948, and direct that a Resolution be drawn and presented to Mr. Hicks expressing appreciation of the entire Council for his untiring efforts and loyalty to the City of Wichita Falls during his twelve _, year tenure of office.
