Memorial Auditorium Building
February 9, 1948
The Board of Aldermen of the City of Wichita Falls, Texas, met in
regular session on the above date at 7-30 o'clock P.M. in the Council Room
in the Memorial Auditorium Building, with the following members present:

The Minutes of the regular meeting held January 12, 1948, were
read and approved as read; likewise the Minutes of the called meetings
held January 26th, January 29th, and February 5th, 1948, respectively,

Moved by Alderman Spell that the Board of Aldermen authorize
the issuance of permits to the fanner Oil Company for the installation
of Conoco Triangle signs between the sidewalk and curb, for a period
of one year, at the following locations, providing the signs are erected
under the supervision of the City Engineer:

RESOLUTION NO. 20
At a regular meeting of the Board of Aldermen of the City of
Wichita Falls, there was present the following:
W. B. Hamilton, Mayor, and C. A. Spragins,
K. C. Spell, E. J. Wininger, Melvin B. Evans,
J. M. Baber and A. Jay Eastham, members of the
Board of Aldermen.
The following resolution was moved, seconded, and unanimously
adopted:
BE IT RESOLVED by the Board of Aldermen of the City of Wichita Falls
that W. B. Hamilton, the Mayor of said city, be and is hereby authorized and
directed to convey by special warranty deed to the Texas Electric Service
Company, a private corporation, for a consideration of $25,000.00, to be paid
to siad city by the Texas Electric Service Company, the following lands in the
City of Wichita Falls, to wit:
FIRST T-HACT: Beginning at a point in the John A. Scott Survey
No. 10, 224 feet west and 447.9 feet south of the S.W. corner
of John A. Scott No. 11, and running thence south 130.8 feet to
a point; thence S. 350 18' W. 379 feet to a stake in the fence;
thence S. 460 29' E. 224 feet to a stake; thence S. 890 51' E.
120 feet to a stake; thence S. 430 46' E. 155.2 feet to a stake;
thence S. 300 14'

Park Addition and running thence South 66 feet to the S. E. corner
of said Lot 8; thence in a S. W. direction with the chain link fence
157.5 feet to a corner; thence West with the chain link fence 244.5
feet to a corher of the said fence; thence north 46.7 feet to a stake for
a corner; thence S. 890 45' E. 269.7 feet to a stake; thence N. 20 30'
E. 149.7 feet to a point; thence east with the north alley line of the
said Block 10, 214,4 feet more or less to the west right. of way line
of Highway No. 281; thence south ulth the right of way line 15 feet more
or less to the south alley line of the said Block 10; thence west 154.4
feet with the said alley line to the N.W. corner'of Lot 8; thence south
130 feet to the place of beginning.
and that said Mayor is empowered to conclude said sale and to deliver said deed
upon receipt of the money for the purchase price therefor.
Moved by Alderman Spragins that the above and foregoing Resolution
be adopted and passed as read.
Motion seconded by Alderman Spell and carried by the following vote:
Yeas: Aldermen Spragins, Spell, Wininger, Evans, Baber and Eastham.
Nays: None.
A petition signed by Russell Kolp and others, requesting certain
amendments to Ordinance No. 1452, was read to the Council by Mayor Hamilton,
whereupon by common Consent of the Council the petition was referred to
the Planning & Zoning Commission. O
Mrs Hal Yeager appeared before the Council requesting reduction in
auditorium rental where six or more public entertainments were given in a
period of 12 months, whereupon the following motion was had:
Moved by Alderman Evans that the Board of Aldermen authorize and
direct that where a local individual, group of individuals, or organization
books and pays for six or more road shows or public entertainments of like
nature in the Memorial Auditorium, `during any fiscal year for' the City, which
fiscal year begins October 1st and ends September 30th, the rental rates
shall be reduced to $100.00; otherwise the rate as shown in the Ordinance
governing auditorium rental rates shall remain in full force and effect.

AN ORDINANCE CREATING A CIVIL SERVICE SYSTEM FOR FIRiMEN AND POLICE-
MEN IN THE CITY OF WICHITA FALLS, TEXAS; DEFINING TERMS: ESTABLISHING
A FIREMEN'S AND POLICEMEN'S CIVIL SERVICE COMMISSION AND PROVIDING FOR ITS
POWERS AND DUTIES; ESTABLISHING A DIRECTOR OF FIR lUNIS AND POLICEMEN'S
CIVIL SERVICE AND PROVIDING FOR HIS POWERS AND DUTIES; PROVIDING FOR THE
STATUS OF PRESENT EMPLOYEES; PROVIDING FOR OFFICE SPACE MR THE CONDUCT
OF THE BUSINESS OF THE COMMISSION; PROVIDING FOR THE FILING OF CIVIL SUITS;
PROVIDING FOR THE PUBLISHING OF THE RULES AND REGULATIONS OF THE COMMISSION;
PROHIBITING CERTAIN POLITICAL ACTIVITIES OF EMPLOYEES IN THE CLASSIFIED
SERVICE; PROHIBITING STRIKING BY EMPLOYEES IN THE CLASSIFIED SERVICE;
PROVIDING FOR PENALTIES FOR FAILURE OR REFUSAL TO CARRY OUT THE: PROVISIONS
OF THIS ORDINANCE; PROVIDING FOR A SAVING CLAUSE; AND PROVIDING FOR THE
REPEAL AND AMEN. DMM T OF THIS ORDINANCE AND REPEALING ALL CONFLICTING
ORDINANCES.
Moved by Alderman Wininger that Ordinance No. 1456 be approved
and passed as read on its first reading.
Motion seconded by Alderman Spell and carried by the following
vote:
Yeas: Aldermen Spragins, Spell, Wininger, Evans, Baber and
Eastham.
Nays: None.
Moved by Alderman Wininger that the Board of Aldermen authorize
the issuance of a permit to R. G. (Rusty) Cunningham for the purpose of
erecting a 3 ft. x 5 ft. neon sign between the curb and the sidewalk
at 1007 Baylor St. for a period of one year, providing the same is erected
under the supervision of the city engineer.
Motion seconded by Aldenaan Eastham and carried.
Moved by Alderman Spell that the Board of Aldermen authorize the
issuance of a permit to Eddie J. Aboussie for the purpose of erecting an
electric sign between the curb and the sidewalk at the corner of Ninth and
Brook, for a period of one year, providing the same is erected under the
supervision of the city engineer.
Motion seconded by Alderman Baber and carried.
Moved by Alderman Wininger that the Board of Aldermen appoint
the following named persons to serve on the local advisory Board with the
City Electrical Inspectors for a period of one year beginning January 2; 1948:
Leroy Zeigler, representing the Texas Electric Service Company
Lloyd Thomas, is It Journeyman electricians
John Oechsner, It it master electricians

Moved by Alderman Wininger that the Board of Aldermen authorize the
City Manager to exchange 47.85 acres of land at Lake Kickapoo, to which the
city owns surface rights only, to John O'Donohue, for 20.1 acres of land for
a road right of way from the highway to Lake Kickapoo, and to authorize and j
empower Mayor W. B. Hamilton to execute a deed for the same for and on behalf
of the City of Wichita Falls, or pay the sum of $50.00 per acre, aggregating
the sum of $1005.00 for such road right of way, and to authorize the city
clerk to draw a warrant for the same out of the Water Improvement No. 5 fund
cash, when and at such time as the deed has been properly executed.
Motion seconded by Alderman Eastham and carried.
Moved by Alderman Eastham that the meeting be adjourned.
Motion seconded by Alderman Evans and carried.
The Board of Aldermen then adjourned.
