Memorial Auditorium Building
February 5, 1948
The Board of Aldermen of the City of Wichita Falls, Texas, met in
called session on the above date at 1-30 o'clock P. M. in the Council Room
in the Memorial Auditorium Building, with the following, members present:
W. B. Hamilton Mayor
C. A. Spragins
K. C. Spell
E. J. Wininger Aldermen
Melvin B. Evans
J. M. Baber
A. Jay Eastham
G. D. Fairtrace, City Manager
T. A. Hicks, City Attorney
Geo. T. Henderson, City Clerk
Mayor W. B. Hamilton stated this meeting had been called for
the purpose of giving further consideration to Ordinance No. 1452.
Moved by Alderman Spell that the Board of Aldermen authorize the
issuance of a license to the Frederick Sehmann Chapter No. 21 Disabled
American Veterans for a carnival to be held at the Ball Park Grounds from
April 5th to April loth, 1948, inclusive, providing the said DAV's shall
pay the regular license fee.
Motion seconded by Alderman Wininger and carried.
All visitors present were again given an opportunity to express
their views with reference to Ordinance No. 1452, and both proponents
and opponents were heard.

AN ORDINANCE TO REGULATE AND RESTRICT THE USE OF LAND AND THE LOCATION
OF BUILDINGS DESIGNED FOR SPECIFIED USES: TO REGULATE AND RESTRICT THE LOCATION
OF 7hADES AND INDUSTRIES; TO REGULATE AND LIMIT THE HEIGHT AND BULK OF BUILD-
INGS HEREAFTER ERECTED OR ALTERED; TO REGULATE AND DETERMINE THE AREA OF YARDS,
COURTS AND OTHER OPEN SPACES, IN CONNECTION WITH BUILDINGS AND/OR SURROUNDING
BUILDINGS HEREAFTER ERECTED OR ALTERED; TO REGULATE A1dD LIMIT THE DENSITY OF
POPULATION; TO DIVIDE THE CITY INTO DISTRICTS AND ESTABLISH BY REFERENCE TO A
MAP, THE BOUNDARIES OF SAID DISTRICTS FOR SAID PURPOSES; TO PROVIDE FOR A BOARD
OF ADJUSTMENTS AND DEFINING ITS POWERS AND DUTIES; TO PROVIDE FOR ITS ENFORCE-
MENT AND PRESCRIBING THE; FOLLOWING PENALTIES: ANY PERSON, FIRM OR CORPORATION
WHO VIOLATES, DISOBEYS, OMITS, NEGLECTS, OR REFUSES TO COMPLY WITH, OR WHO RE-
SISTS THE ENFORCEMENTS OF A14Y OF THE PROVISIONS OF `PHIS ORDINANCE, SHALL, UPON
CONVICTION, BE FINED NOT LESS THAN TEN DOLLARS ($10) OR MORE THAN ONE HUNDRED
DOLLARS ($100) FOR EACH OFFENSE, EACH DAY THAT A VIOLATION IS PERMITTED TO EXIST
SHALL CONSTITUTE A SEPARATE OFFrIiSE; TO PROVIDE FOR THE AMENDMENTS TO THIS
ORDINANCE; TO PROVIDE FOR PERMITS AND CERTIFICATES OF OCCUPANCY; TO PROVIDE FOR
ITS INTERPRETATION AND THAT OF OTHE,'R. ORDINANCES OR LAWS OR COVENANTS, ETC.,
RELATING TO THE SAME OR SIMILAR SUBJBC-TS; TO PROVIDE THAT IF ANY CLAUSE, SENTENCE,
SECTION, PARAGRAPH OR PART OF THIS ORDINANCE SHALL BE HELD INVALID, SUCH INVALIDITY
SHALL NOT INVALIDATE THE REMAINDER; TO PROVIDE FOR THE REPEAL OF ALL OTHER
ORDINANCES OR PARTS OF SUCH ORDINANCES IN CONFLICT WITH THIS ORDINANCE.

Moved by Alderman Eastham that Ordinance No. 14552 be approved and
passed as read on its third and final reading.
Motion seconded by Alderman Spell and carried by the following vote:
Yeas: Aldermen Spragins, Spell, 'Evans and Easthp.i
Nays: Aldermen Wininger and Baber.
Moved by Alderman Wininger that the meeting be adjourned.
Motion seconded by Alderman Spell and carried.
The Board of Aldermen then adjourned.
