The Board of Aldermen of the City of Wichita Falls, Texas, met in
regular session on the above date at 7:00 o'clock P.M. in the Council Room
in the Memorial Auditorium, with the following members Present:

The Ifinutes of the regular meeting held December 8, 1947, were read
and approved as read; likewise the `ainutes of the called meeting held December
91 1947, were read and approved as read.
Wiley Balis of 1218 - 20th St. and T. C. Farris of 1702 Bluff Street,
spokesmen for some 50 odd residents of Sibley-Taylor Addition, were present
to make complaint against The Soap Corporation of America and J. P. Mariash,
for the undesirable condition existing with respect to soap dust accumulating
in their respective homes, further stating that the unpleasant odor from the
soap plant is obnoxious, creates are unhealthy condition, etc.
"Such discussion was had upon this subliect, whereupon Mayor hamilton
and the entire membership of the Council assured the residents of Sibley-
Tavlor Addition that the Council would lend all nossible assistance within
their power to correct the situation.
P. S. Richardson appeared before the Council on behalf of the local
Planning and Zoning Commission and submitted the folloving recommendation:

the laws of the state of Texas, the undersigned herewith submits to the
