Min 12/01/1947 436 Wichita Falls, Texas Memorial Auditorium Building December 1, 1947 The Board of Aldermen of the City of Wichita Falls, Texas, met in called session on the above date at 3:00 o'clock Y.M. in the Council Room in the Memorial Auditorium, with the following members present: W. B. Hamilton, Mayor C. A. Spragins K. C. Spell E. J. Wininger Aldermen Melvin B. Evans J. M. Baber A. Jay Eastham G. D. Fai rtrace, City Manager T. A. Hicks, City Attorney Geo. T. Henderson, City Clerk Mayor W. B. Hamilton announced the purpose of this meeting to be the consideration of various matters of importance to the city. ORDINANCE NO._144g AN ORDINANCE PROVIDING FOR THE SUBMISSION TO THE QUALIFIED VOTJMS OF THE CITY OF WICHITA FALLS, TEXAS THE QUESTION OF THE ADOPTION OR RE- JECTION OF HOUSE BILL NO. 34, THE SAME BEING ARTICLE NO. 1269M OF VatNON'S ANNOTATED CIVIL STATUTES OF TEXAS, CREATING THE FIRE'MENS' AND POLICEME:NS CIVIL SERVICE, AND DECLARING AN EMERGENCY. Moved by Alderman Baber that Ordinance No. 1448 be approved and passed as read on its first reading. Motion seconded by Alderman Eastham and carried by the following vote: Yeas: Aldermen Spragins, Spell, Wininger, Evans, Baber and Eastham. Nays: None. Moved by Alderman Evans that the rule requiring that ordinances be read on three separate days be and is hereby suspended, and declaring an emergency. Moved by Alderman Evans that Ordinance No. 1448 be approved and passed as read on its second reading. ORDINANCE NO. l4 AN ORDINANCE PROVIDING FOR THE SUBMISSION TO THE VOTLRS OF THE CITY OF WICHITA FALLS, TEXAS, AN AMENDMENT TO THE CHARTER OF SAID CITY RELATING TO THE ENLARGING AND EXTENDING OF THE CITY LIMITS BY AN ORDINANCE PASSED AND APPhOVED BY THE BOARD OF ALDi!&IE 1 OF SAID CITY. Moved by Alderman Eastham that Ordinance No. 1449 be approved and passed as read on its first reading. Nays: None. 438 ORDINANCE N0. 1447 AN ORDINANCE AMENDING SECTIONS 15-104.1; 15-104.2; 15-104.4; 15-105.8; 15-106; 15-106.1; 15-106.2; 15-108; 15-109; 15-109.5; 15-109.8; 15-109.11; 15-1014; 15-1017; OF THE CODIFICATION OF ORDINANCES OF THE CITY OF WICHITA FALLS, TEXAS, 1941, ADOPTED BY ORDINANCE NO. 1315, PASSED AND APPROVED ON THE 6th DAY OF JANUARY, 1941, AND BEING SHOWN IN'SAID CODIFICATION UNDER TITLE FIFTEEN (15) ELECTRICAL CODE, PAGE 245, SO THAT SUCH SECTIONS SHALL HEREAFTER READ AS HERE- INAFTER SPECIFICALLY SET OUT AND NUMBMED. u' Moved by Alderman Eastham that Ordinance No. 1447 be approved and passed as read on its third and final reading. i Motion seconded by Alderman Baber and carried by the following vote: Yeas: Aldermen Spragins, Spell, Wininger, Evans, Baber and Eastham. Moved by Alderman Wininger that the Board of Aldermen approve for payment to the Wichita General Hospital the sum of 03348.25 for charity patients for the month of October, and to direct the city clerk to draw a warrant for the same upon like payment by Wichita County. Motion seconded by Alderman Evans and carried. Moved by Alderman Evans that the Board of Aldermen approve for payment to Warren I. Griffin, Official Court Reporter 30th District Court, the sum of $40.80 for Stenographic report of Public Hearings held November 3rd and 4th in the matter of Ed McDonald, former Night Police Captain. Motion seconded by Alderman Baber and carried. Moved by Alderman Wininger that the Board of Aldermen approve for payment various and sundry bills for certain expenditures made by the City in connection with the decoration of a float, etc. for use in Lake Kickapoo Celebration held November 22, 1947, not to exceed the sum of $300.00 inclusive of the public liability insurance due the Wichita Falls Insurance Exchange in amount of $112.50; and further to direct the City Clerk to draw warrants for the same out of the regular water fund. Motion seconded by Alderman Spragins and carried. ORDINANCE NO. 1450 AN ORDINANCE AM2MING SECTION 2 OF ORDINANCE NO. 1377, PASSED AND APPROVED ON THE 29TH DAY OF DEC&BER, A.D., 1943, PROVIDING FOR THE TIME OF CLOSING DANCE HALL AT 1 O'CLOCK A.M. Moved by Alderman Evans that Ordinance No. 1450 be approved and passed as read on its first reading. Motion seconded by Alderman Wininger and lost by the following vote: Yeas: Alderman Spragins. Nays: Aldermen Spell, Wininger, Evans, Baber and Eastham. 439 Moved by Alderman Wininger that the meeting be adjourned. Motion seconded by Alderman Spell and carried.
