Memorial Auditorium Building
November 20, 1947
The Board of Aldermen of the City of Wichita Falls, Texas, met in
called session on the above date at 2-30 o'clock P.M. in the Council Room
in the Memorial Auditorium, with the following members present:
W. B. Hamilton, Mayor
C. A. Spragins
K. C. Spell
E. J. Wininger Aldermen
Melvin B. Evans
A. Jay Eastham
G. D. Fairtrace, City Manager
Kearby Peery, Assistant City Attorney
Geo. T. Henderson, City Clerk
Mayor W. B. Hamilton announced this meeting had been called for the
purpose of considering various matters of importance to the City of Wichita
Falls.
Moved by Alderman Spell that the City Attorney be authorized and
instructed to file a suit against J. R. Beard of McAllen, Texas, who has
heretofore published and circulated a document called "A Texan's Map of the
U.S.A.." which map designates Wichita Falls as "the world's worst water;"
that suit be filed for damages to compensate the city for the damages it
has suffered, and for an injunction to restrain the publication and dis-
tribution of the libelous statement therein set forth with reference to
the water of the city of Wichita Falls, in view of the fact that the present
water supply from Lake Kickapoo is better than the water supply of ninety-
eight percent of the cities of the world.
Motion seconded by Alderman Wininger and carried.
ORDINANCE NO. 1447
AN ORDINANCE AMENDING SECTIONS 15-104.1; 15-104.2; 15-104.4; 15-105.8;
15-106; 15-106.1; 15-106.2; 15-108; 15-109; 15-109.5; 15-109.8; 15-109.11;
15-1014; 15-1017; OF THE CODIFICATION OF ORDINANCES OF THE CITY OF WICHITA FALLS,
TEXAS, 1941, ADOPTED BY ORDINANCE NO. 1315, PASSED AND APPROVED ON THE 6th DAY
OF JANUARY, 1941, AND BEING SHOWN IN SAID CODIFICATION UNDER TITLE FIFTEEN (15)
ELECTRICAL CODE, PAGE 245, SO THAT SUCH SECTIONS SHALL HM�AFTER READ AS HERE-
INAFTER SPECIFICALLY SET OUT AND NUIMERED.
Moved by Alderman Spragins that Ordinance No. 1447 be approved and
passed as read on its sec®nd reading.
Motion seconded by Alderman Eastham and carried by the following
vote:
Yeas: Aldermen Spragins, Spell, Wininger, Evans and Eastham.
Nays: None.

Motion seconded by Alderman Spragins and carried.
The Board of Aldermen then adjourned.
