Memorial Auditorium Building
October 9, 1947
The Board of Aldermen of the City of Wichita Falls, Texas, met in
called session on the above date at 10:00 otclock A.M. in the Council Room
in the Memorial Auditorium, with the following members present:
W. B. Hamilton, Mayor
C. A. Spragins, 0
Melvin B. Evans, Aldermen
A. Jay Eastham,
G. D. Fairtrace, City Manager
T. A. Hicks, City Attorney
Geo. T. Henderson, City Clerk
Mayor W. B. Hamilton announced this meeting had been called to consider,
among other things, the change in the date of celebrating the completion of Lake
Kickapoo water supply system.
Wayne Somerville, representing Maskat Temple, came before the Council
requesting the Board of Aldermen to reduce the auditorium rental for the Shrine
Circus now in progress applicable to the rate prior to Ordinance No. 1441.
The request was gracefully declined for the reason that the same would
be in direct conflict with Ordinance No. 1441 now in effect.
Moved by Alderman Evans that the official date previously designated
to celebrate the completion of Lake Kickapoo water supply system be changed from
October 25th to November 22nd.
Motion seconded by Alderman Eastham and carried.
Moved by Alderman Spragins that the Board of Aldermen appoint
0. G. Stephens general chairman of a committee of 50 for the purpose of making
the necessary arrangements for the celebration of the completion of Lake
Kickapoo water supply system to be held November 22nd.
Motion seconded by Alderman Eastham and carried.
By common consent of the Council, Mayor W. B. Hamilton appointed
Aldermen K. C. Spell and Melvin B. Evans as a committee of two from the City
Council to work with the North Texas Field & Stream Association for the purpose
of working out arrangements for hunting and fishing, location of cabins, etc,
at Lake Kickapoo, and report same back to the Council for further action.
ORDINANCE NO. 1443
AN ORDINANCE PROVIDING ADDITIONAL APPROPRIATION FOR SUPPORT OF THE
CITY GOV&U MEI+JT FOR THE FISCAL YEAR ENDING SEPT&BrR 30, 1947.

Moved by Alderman Spragins that Ordinance No. 1443 be approved and
passed as read on its second reading.
Motion seconded by Alderman Evans and carried by the following vote:

Nays: None.
The application of Safeway Cab Company for a Certificate of Public
Necessity and Convenience to operate five additional taxicabs on the streets
of the City was read to the Council by the City Clerk; whereupon the following
motion was had:
Moved by Alderman Eastham that a public hearing be held at the next
regular meeting to be held in the Council Room at 7:00 P.M., October 13, 1947,
for the purpose of considering the application of the Safeway Cab Company for
a Certificate of Public Necessity and Convenience to operate five additional
taxicabs upon the streets of the City of Wichita Falls.
Motion seconded by Alderman Evans and carried.
ORDINANCE NO. 1444
AN ORDINANCE LEVYING A STREET RENTAL CHARGE OF 2% OF THE GROSS
RECEIPTS PER ANNUM FOR TRANSPORTING PASSENGERS BY TAXICAB WITHIN THE CITY OF
WICHITA FALLS, TEXAS, TO BE PAID BY PERSONS, TRUSTEES, ASSOCIATIONS AND
CORPORATIONS FOR THE OPtRATION OF EACH TAXICAB TRANSPORTING PASSENGERS FOR
HIRE, PRESCRIBING PENALTIES FOR VIOLATION THEREOF.
Moved by Alderman Eastham that Ordinance No. 1444 be approved and
passed as read on its first reading.
Motion seconded by Alderman Evans and carried by the following vote:
Yeas: Aldermen Spragins, Evans, Eastham and Mayor Hamilton.
Nays: None.
Moved by Alderman Sprains that Hines Oil Company be notified to
move off and vacate all city owned land located at 1601 Lamar.
Motion seconded by Alderman Eastham and carried.
Moved by Alderman Evans that the Board of Aldermen approve and appoint
the following named persons as Directors of the Boys Club of Wichita Falls for
the year 1947-48:

Moved by Alderman Evans that a permit be granted to R. H. Goree.
doing business as Goree Service Station, to erect a sign between the curb
and sidewalk at his place of business located at 813 Burk Road for a period
of one year, providing the same shall be erected and installed under the
direction and supervision of the City Engineer.
Motion seconded by Alderman Eastham and carried.

Moved by Alderman Spragins that the offer by G. P. Rogers of $15,000
as purchase price for the old Nurses Home located on Brook Street, jointly
owned by the City and County, be rejected.
Motion seconded by Alderman Eastham and carried.
Moved by Alderman Evans that the Board of Aldermen accept condemnation
proceedings of the County Court of Wichita County for the amount to be paid for
street right of way purposes for State Highway No. 79, as follows:
Sandy Jones and rvd fe, Mattie Jones, $750.00
Austin Bolden and wife., Mary Joe Bolden, $266.00
C. W. Crockett and wife, Nettie Crockett, 205.00
James Branch and Susie Hollin, a widow, 325.00
Charles Ellison and wife, Maybelle Ellison, $800.00
Total $2,346.00
and further to direct the City Clerk to draw a warrant for the same.

Moved by Alderman Eastham that the request of D. M. Perkins that the
water rate far Westover Hills remain the same as prescribed in a certain contract
dated in 1941, which has expired, be rejected and that the present water rate as
-recited by ordinance governing water rates shall prevail and no reduction be
allowed:

Moved by Alderman Spragins that the Board of Aldermen authorize payment
to the Wichita General Hospital the sum of $15,000 for payment of past due
hospital bills, and to direct the City C le rk to draw a warrant for the same,
upon like payment by Wichita County.
Motion seconded by Alderman Evans and carried.
Moved by Alderman Spragins that the Board of Aldermen approve and authorize
the following water rate to water consumers for raw water furnished from the
conduit between Lake Kickapoo and the city limits:
Minimum of $2.00 for the first 6,000 gallons
The next 94,000 gallons at 200 per thousand gallons
All over this amount at 150 " it "
the consumer to pay for the water meter plus all installation costs.
