Memorial Auditorium
August 11, 1947
The Board of Aldermen of the City of Wichita Falls, Texas, met in
called session on the above date at 3:30 o'clock P.M. in the Council Room
in the Memorial Auditorium, with the following members present:
W. B. Hamilton, Mayor
C. A. Spragins,
K. C. Spell,
E. J. Wininger, Aldermen
Melvin B. Evans,
A. Jay Eastham,
G. D. Fairtrace,, City Manager
Geo. T. Henderson, City Clerk
Mayor W. B. Hamilton announced the purpose of this meeting to be the
consideration of various matters of importance to the City of Wichita Falls.
RESOLUTION NO. 9
WHEREAS, a certain airport, known as Sheppard Field, Wichita Falls,
Texas, has been declared surplus to the needs of the Federal Department or
agency having control thereof; and
WHEREAS, the War Assets Administrator has assumed accountability of
the said airport property pursuant to applicable regulations; and
WHE1iE,AS, the City of Wichita Falls, Texas, a municipal corporation
duly organized under the laws of the State of Texas, hereinafter called the
Licensee, has evinced an interest in acquiring the said airport property under
the provisions of and pursuant to the Surplus Property Act of 1944, as amended,
and applicable rules, regulations and orders; and
WHEREAS, the War Assets Administrator, by Morgan R. Lewis, Deputy,
Zone Administrator, Zone 5, Office of Real rroperty Disposal, War Assets
Administration, did grant to the City of Wichita Falls, Texas, as Licensee,
an Interim Permit to use, operate and maintain the following airport
facilities known as the landing area, and the buildings and structures
known as Hangars Nos. 1020, 1040, and 1060, and containing certain operational
and maintenance equipment listed in said License, and
WHFREAS, said Instrument was accepted on the 25th day of July,
1947, by the City of Wichita Falls, Texas, acting by and through W. B. Hamilton,
Mayor, and attested by Geo. T. Henderson, City Clerk;
NOW, THEREFORE, BE IT RESOLVED BY THE; BOARD OF ALDiMMEN OF THE CITY
OF WICHITA FALLS, TEXAS, as follows:
That the action of W. B. Hamilton, Mayor of the City of Wichita
Falls, Texas, in accepting said Airport property under the Interim Permit
above referred to, be approved by the City Council of the City of Wichita
Falls, Texas, meeting in called session on the llth day of August, A. D.
1947.
PASSED AND APPROVED THIS THE llth day of August, 1947.

Moved by Alderman Evans that Resolution No. 9 be adopted and passed as
read.
vote: Motion seconded by Alderman Spragins and carried by the following
Yeas: Aldermen Spragins, Spell, Wininger, Evans and Eastham.
Nays: None.
Moved by Alderman Wininger that the City Manager be and he is hereby
authorized and directed to take over the active management of Kell Field Airport
and operate the same as a Municipal Airport, tot employ the necessary help
and to do all things necessary for the operation and maintenance of the said
Municipal Airport, and that the same shall be paid for out of the City funds not
to exceed the sum of $3,000.00 per month, effective as of August 12, 1947.
Motion seconded by Alderman Evans and carried, with the following'vote:
Yeas: Aldermen Spragins, Wininger, Evans and Eastham.
Nays: Alderman Spell.
Moved by Alderman Evans that the Board of Aldermen authorize payment to
the City Baseball Park Construction Fund of the sum of $723.99, and to order the
City Clerk to draw a warrant for the same.
Motion seconded by Alderman Eastham and carried.
Moved by Alderman Spragins that the Board of Aldermen authorize the execu-
tion of a Quit Claim Deed to Fred A. Stevenson, Jr., covering Lots 1 and 2, Block
21, Original, and to authorize Mayor W. B. Hamilton to execute the said Deed for and
on behalf of the City of Wichita Falls; the purpose of this deed being for title
perfection only.
Motion seconded by Alderman Evans and carried.
Moved by Alderman Spell that the Board of Aldermen authorize payment to the
Wichita General Hospital the sum of $2550.56 for charity patients for the month
of July, upon payment of like amount by Wichita County.
Motion seconded by Alderman Eastham and carried.
Moved by Alderman Spragins that a permit be granted to Traynham Motor
Sales Company to erect an electric sign between the curb and sidewalk at their
place of business located at 1313 Scott Street, for a period of one year, providing
the same shall be erected under the supervision and direction of the City Engineer.
Motion seconded by Alderman Wininger and carried.
Moved by Alderman Evans that Messrs C. P. McGaha, R. A. King, and Leslie
Stringer be appointed to serve as a Citizens Advisory Committee for the operation
of the municipally owned Airport.
Motion seconded by Alderman Eastham and carried.
Moved by Alderman Spragins that the meeting be adjourned.
Motion seconded by Alderman Eastham and carried.
The Board of Aldermen then adjourned.
