Memorial Auditorium
May 12, 1947
The Board of Aldermen of the City of Wichita Falls, Texas, met in
regular session at 7-30 o'clock P. M. on the above date in the Council Room
in the Memorial Auditorium, with the following members present:

The Minutes of the regular meeting held April 14, 1947, were read
and approved as corrected; likewise the minutes of the called meeting held April
17, 1947, were read and approved as corrected. The minutes of the called meeting
held April 21, 1947, were read and approved as read. The minutes of the recessed
meeting held April 22nd were read and approved as corrected.
Moved by Alderman Spell that the Board of Aldermen grant permission to
W. Ray Thompson to reconstruct a sidewalk to a lower level by use of ramps
in front and on the side of his property at 801 Brc)ad Street, providing that
same is constructed in accordance with requirements of the City Engineer.
Motion seconded-by Alderman-Wininger and carried.
Columbus Wheeler, colored, appeared before the Council requesting
that permission be granted the colored people to stage a parade through the
business section of the City on June 19th, and further requesting permission to
solicit funds from the public for the purpose of having a barbecue feed on the
same day, thereupon the following motion was had:
Moved by Alderman Evans that permission be granted to the colored
residents of the City to stage a parade in the business section of the City
June 19th.
Motion seconded by Alderman Spell and carried.
As to soliciting funds for the barbecue, Columbus Wheeler was referred
to Mr. C. E. McCutchen, Chairman of the Appeals Review Board, for such permission.
E. N. Teeters appeared in person requesting the City to construct a
water main for certain residents outside the City limits on the Old Petrolia Road.
The matter was referred to the City Manager.
Moved by Alderman Spell that the Board of Aldermen authorize and direct
the gity Manager to proceed with the construction of certain water mains for
Hillerest Addition.
Motion seconded by Alderman Eastham and carried.

Jack Christopher appeared before the Council requesting the correction
of a drainage problem existing in the vicinity of 1706 Ardath Street. The matter
was referred to the City Engineer.
Les Myers, representative of the Wichita Cycle Company, appeared before
the Council requesting a parking place with removal of a parking meter at their
place of business at 813 Ohio. The matter was deferred to a later date.
ORDINANCE NO. 1434
AN ORDINANCE GRANTING TO WICHITA VALL.&Y RAILWAY COMPANY, A CORPORATION,
A FRANCHISE FOR THE CONSTRUCTION AND MAINTENANCE OF A SIDING OR SWITCH, OR SPUR
TRACK IN THE ALLEY BETWEEN SCOTT AVENUE AND INDIANA AVENUE, AND ACROSS TWEDFTH
STREET, ALL IN THE CITY OF WICHITA FALLS, WICHITA COUNTY, TEXAS.
Moved by Alderman Evans that Ordinance No. 1434 be apoproved and passed
as read on its second reading.
Motion seconded by Alderman Eastham and carried by the following
vote:
Yeas: Aldermen Spragins, Spell, Wininger, Evans, Baber and Eastham.
Nays: None.
The application of the Veterans Car Service for a taxicab permit
again came up for consideration. Both proponents and opponents were again
given permission to present their side of the question and after much discuss-
ion the matter was again deferred for further study, with assurance that the
Council would call another meeting within a reasonable length of time.
Moved by Alderman Wininger that the Board of Aldermen approve and
authorize the sale of the following described tract of land to the Wichita Falls
Unit of the American Red Cross for a consideration of $1.00 and other good and
valuable considerations, as recited in the deed, a copy of which is filed in the
office of the City Clerk:
Beginning at the Northeast corner of Lot H, Francis Subdivision, Block 244,
Original Townsite; Thence, S 35 deg. E 120 ft; Thence, S 55 deg. W. to an
intersection with the right-of-way line of U. S. Highway No. 277, said
right-of-way line being 40 ft. from the center line of the pavement measured
at right angles thereto; Thence, in a Westerly direction along the right-
of-way line and parallel to the center line of the pavement and 40 ft. dis-
tant therefrom to an intersection with the W line of Lot F; Thence, N 35
deg. W 78.4 ft. to the Northwest corner of said Lot F; Thence, N 55 deg. E
along the N lines of Lots F, G and H 150 ft. to the place of beginning;
and further to authorize Mayor W. B. Hamilton to execute said deed for and on
behalf of the City of Wichita Falls.

Moved by Alderman Wininger that the Board of Aldermen accept the paving
on Caroline Street from North Scott to North Lamar by virtue of a certificate
executed by the City Engineer dated May 10, 19472 which reads as follows:

Dear Sir:
This is to certify that the paving on Caroline Street from
North Scott to North Lamar has been completed and the street opened
to traffic.

Moved by Alderman Evans that the Board of Aldermen authorize the trans-
fer and assignment to the City National Bank, for consideration of $268.92, one
installment of mechanics and materi almens lien note, executed on the 6th day of
November, 1946, by C. D. Calhoun and wife, to the City of Wichita Falls, for
paving Caroline Street from North Scott to North Lamar, and further to authorize
Mayor W. B. Hamilton to execute the said transfer for and on behalf of the City of
Wichita Falls.
Motion seconded by Alderman Baber and carried.
Moved by Aldeman Wininger that the Board of Aldermen authorize and
direct the City Clerk to transfer the sum of $50,000.CO from the City of
Wichita Falls Water Improvement time deposit in the First National Bank to the
City of Wichita Falls Water Improvement No. 5 regular checking account, and likewise,
transfer a like amount from the City of Wichita Falls Water Improvement time
deposit account in the City National Bank to the City of Wichita Falls Water
mprovement No. 5 regular checking account.
Motion seconded by Alderman Eastham and carried.
Moved by Alderman Eastham that the Board of Aldermen approve and
ratify the action of the City Manager and City Clerk for payment of the sum of
$71.63 to the Sheriff of Wichita County for purchase of Lot 13, Block 31,
Scotland Addition, for park purposes, and likewise payment of the sum of $48.65
for the purchase of Lot 18, Block 25, Sibley Taylor Addition, for use in connec-
tion with the water conduit from the new Water Reservoir in Archer County.
Motion seconded by Alderman Wininger and carried.
Moved by Alderman Evans that the Board of Aldermen approve and join
Wichita County in the sale of the jointly owned Old Nurses' home located on
Broad Street to the highest bidder, and further to authorize Mayor W. B.
Hamilton to execute the deed for and on behalf of the City of Wichita Falls.

Moved by Alderman Eastham that the Board of Aldermen accept with thanks
the public address system donated by Mr. Joe B. Carrigan for use in the Municipal
Auditorium, and that a copy of the donor's letter be spread upon the Minutes of
the City, and that the City express its appreciation, in writing, to Mr. Carrigan
for the valuable gift. The letter reads as follows:

Gentlemen:
The engineers of KWFT have installed a very modern and effective public
address system, which we give to the City of Wichita Falls, in appre-
ciation of the Municipal Auditorium and the many programs it facilitates.
We are of the opinion that this is the best equipment obtainable, and
should provide the proper sound aid in the Auditorium, to overcome the
very bad acoustical conditions that prevail.
In making this gift, we suggest that you restrict its use only to such
times as it can be under the supervision of a licensed radio engineer,
otherwise it could not be expected to last. If inexperienced persons
are permitted to use the equipment, I am sure that you will lose its
usefulness in a very short time.
We are delivering the key to the equipment to Cleo Payne, who is a
licensed radio engineer, and who is in the employment of the City of
Wichita Falls. Mr. Payne was in our employment for several years, and.
we know that he has the training and ability, qualifying him in every
respect.
We hope that the persons using the City Auditorium hereafter will
enjoy the use of the equipment, as much as we have the privilege of do-
nating it to the City.

Moired by Aldan Spell that the Board of Aldermen grant permission
to the General Applianc o install an air conditioner on the awning at the
Wichita Novelty Company, located at 717 Ohio Street, for a period from May 15th
to October 1, 1947, providing the same is installed under the direction and
supervision of the City Engineer.
Motion seconded by Alderman Spell and carried.
Moved by Alderman Evans that the Board of Alderman grant permission to
Odell Ballard, dba Palace Club, to install an air conditioner on the awning at his
place of business located at 723 Ohio, for a period from May 15th to October 1,
1947, providing the same is installed under the direction and supervision of the
City Engineer.
Motion seconded by Alderman Spell and carried.
Moved by Alderman Spell that the park located in the Mexican Community
be officially named Altrusa Park, which is in accordance with request of the
Wichita Falls Altrusa Club.
Motion seconded by Alderman Eastham and carried.

Moved by Alderman Baber that the Board of Aldermen approve and authorize
the execution of a lease agreement with C. A. Lee for use of Spudder Ball Park
grandstand and other facilities recited in the lease agreement and reviewed by the
Board of Aldermen, a copy of which is filed in the office of the City Clerk for
further reference, for a period of five (5) years, for a consideration of $15,000.00
and other stipulations recited in said lease agreement, and further to authorize
Mayor W. B. Hamilton to execute the said lease agreement on behalf of the City of
Wichita Falls.
Motion seconded by Alderman Eastham and carried.
Moved by Alderman Evans that the Board of Aldermen authorize and direct
the City Manager and City Clerk to draw, a warrant payable to theCity Baseball
Club in the amount of $3808.79 for the purpose of paying the city's portion of
outstanding bills for remodeling Spudder Ball Park grandstand, etc.
Motion seconded by Alderman Spragins and carried.
Moved by Alderman Wininger that theBoard of Aldermen approve and
authorize the City Manager to purchase the necessary right of way, construct
driveways, the necessary raising of houses and filling in of lots for Highway
cut-off on Galveston and Virginia Streets, at an estimated cost of $7000.00.
Notion seconded by Alderman Baber and carried.
Moved by Alderman Spragins that the meeting be adjourned.
Motion seconded by Alderman Wininger and carried.
The Board of Aldermen then adjourned.
