Min 04/22/1947 374 Wichita Falls, Texas Memorial Auditorium April 22, 1947 The Board of Aldermen of the City of Wichita Falls reassembled at 7:00 o'clock P. M. on the above date in the Council Room in the Memorial Auditorium in accordance with 'the called session held April 21, 1947, which was recessed until 7 o'clock P. 14. April 22, 1947, with the following members present: W. B. Hamilton., Mayor C. A. Spragins, K. C. Spell, E. J. Wininger, Aldermen J. M. Baber, A. J. Eastham, G. D. Fairtrace, City Manager Thelbert Martin, Assistant City Attorney Geo. T. Henderson, City Clerk Mayor W. B. Hamilton announced the Council had reassembled for the purpose of holding a Public Hearing on the application of James 0. Hodges for a permit to operate fifteen (15) taxicabs on the streets of Wichita Falls. j ORDINANCE NO. 1433 AN ORDINANCE AMENDING SECTION TWO (2) OF ORDINANCE NO. 1296, PASSED AND APPROVED ON THE 22ND DAY OF JANUARY, A. D. 1940, ENTITLED "AN ORDINANCE CHEATING AND DEFINING PARKING METER ZONES IN THE CITY OF WICHITA FALLS, TEXAS; PROVIDING FOR THE INSTALLATION, OP111ATION AND MAINTENANCE OF MECHANICAL DEVICES TO REGULATE PARKING IN SAID PARKING METER ZONES; PROVIDING FOR THE COLLECTION OF REGULATORY AND INSPECTION FEES FOR THE USE OF SUCH DEVICES; PROVIDING FOR THE DEPOSIT OF SUCH FEES BY THE CITY TREASURER IN A SPECIAL FUND; BROVIDING FOR THE METHOD AND PURPOSES OF DISBURSEMENT OF SAID FUND; MAKING IT UNLAWFUL TO USE THE STREETS OR PORTIONS OF THE STREETS SO DESIGNATED FOR PARKING EXCEPT THROUGH USE OF PARKING METERS; DEFINING WHAT ACT SHALL BE UNLAWFUL, AND FIXING PENALTIES FOR THE VIOLATION OF THE PROVISIONS OF THIS ORDINANCE, AND REPEALING ALL ORDI- NANCES AND PARTS OF ORDINANCES IN CONFLICT HEREWITH, It AND DECLARING AN EMERGENCY. Moved by Alderman Baber that Ordinance No. 1433 be approved and passed as read on its third and final reading, and declaring an emergency. Motion seconded by Alderman Spragins and carried by the following vote: Yeas: Aldermen Spragins, Spell, Wininger, Baber and Eastham. Nays: None Mayor Hamilton declared the Council now ready to conduct a public hearing on the application of James 0. Hodges for a taxicab permit. Frank Ikard, Attorney for the Applicant, presented a petition bearing approximately 1000 signatures requesting that the said James 0. Hodges be granted a permit, also some 20 letters from various people and concerns were filed stating the Veterans Free Taxicab Service had ,been satisfactory. Taz Locke, Attorney, representing the A. & A. Taxi and others, filed a certified copy of the Assumed Name Certificate filed in the office of the County Clerk, January 9, 1947, showing James 0. Hodges and Cecil A. Smith to be the sole owners of the Veterans Free Car Service. Both proponents and opponents were heard at length, whereupon the following motion was had: Moved by Alderman Wininger that the Public Hearing be closed. Motion seconded by Alderman Eastham and carried. 3-7 Thelbert Martin, Assistant City Attorney, stated the application of the said Janes 0. Hodges did not conform to the requirements of the Ordinance govern- ing the issuance of taxicab licenses, therefore, no action was taken. Moved by Alderman Spragins that the meeting be adjourned.
