The Board of Aldermen of the City of Wichita Falls, Texas, met in
called session at 7:00 o'clock P. M. on the above date in the Council Room
in the Memorial Auditorium, with the following members present:

Mayor W. B. Hamilton announced this meeting was called for the purpose
of holding public hearings on Ordinances No. 1427, 1428 and 1429 as previously
announced.
ORDINA14CE NO, 11,19
AN ORDINANCE GRANTING A PERMIT TO THE LONE STAR GAS COMPANY, ITS
SUCCESSORS AND ASSIGNS, TO INSTALL, OPERATE AND MAITjTAIN IN THE CITY OF WICHITA
FALLS, TEXAS, A PIPE SYSTE!? FOR DISTRIBUTING NATRUAL GAS TO INDUSTRIAL, COA�AiFR-
CIAL AND DOMESTIC USERS IN TH1, CITY OF 'RrICHITA FALLS, TEXAS; PROVIDING THE
RIGHT TO THE SAID L014E STAR GAS COMPANY TO USE THE STREETS
PUBLIC PROPERTY TO I , ALLEYS AND OTHER
ATSTALL, OPERATE, AND MAINTAIN ITS SYSTEM OF PIPES, PROVIDING
THAT THIS PERMIT DOES NOT CONFER ANY EXCLUSIVE RIGHTS; PROVIDING FOR THE AMOUNT
OF MAIN TO BE EXTENDED FOR ADDITIONAL CUSTOMERS ADDED; PROVIDING FOR ; RTGi
OF THE CITY TO DETERMINE TO ACQUIRE GRANTEES PROPERTY AND PROVIDING FOR THE
DETERMINATION OF THE PURCHASE PRICE THEREOF; PROVIDING THAT THIS PERMIT SHALL
CONTINUE FOR A TERM OF TivENTY (20) YEARS; PROVIDING FOR THE ACCEPTANCE OF THIS
PERMIT BY GRANTEE.
Moved by Alderman Spragins that Ordinance No. 1419 be approved and
passed as read on its third and final reading.
vote: Motion seconded by Alderman Wininger and carried by the following

Nays : Alderman Baber.
A public hearing was held on Ordinance No.
1427 a
to the Wichita Transit Company, at which time both opponents and npropon ntsise
voiced their opinion of the proposed franchise; whereupon the following motion
was had:
Moved by Alderman Evans that the public hearing on Ordinance No.
1427 be closed.
Motion seconded by Alderman Spragins and carried.

ORDINANCE NO. 1427
AN ORDINANCE AMENDING SECTION IINANCE NO.NCE FIXINGSoARES PASSED
BE AND
APPROVED ON SEPTEMBER 8, A.D. 1942, EING AN ORDI
CHARGED FOR TRANSPORTING PASSENGERS WITHIN THE CITY OF WICHITA FALLS, TEXAS,
BY PERSONS, TRUSTEES, FIRMS, ASSOCIATIONS AND CORPORATIONS ENGAGED IN THE
BUSINESS OF TRANSPORTING PASSENGERS FOR HIRE ON AND OVER DESIGNATED ROUTES
WITHIN SAID CITY AND ITS SUBURBS AND TO USE THE STREETS, ALLEYS AND PUBLIC
WAYS OF THE CITY FOR SUCH PURPOSE, PRESCRIBING A PENALTY AND REPEALING ALL
ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREWITH.
Moved by Alderman Evans that Ordinance No. 1427 be approved and passed
as read on its first reading.
Motion seconded by Alderman Baber and carried by the following vote:
Yeas: Aldermen Spragins, Fitzpatrick, Wininger, Evans and Baber.
Nays : None.
A public hearing was also held on Ordinance No. 1428 granting a
franchise to the Wichita Valley Railway Company, at which time both opponents
and proponents voiced their opinion of the proposed franchise; thereupon the
following motion was had:
Moved by Alderman Evans that the public hearing on Ordinance No. 1428
be closed.
Motion seconded by Alderman Wininger and carried.
By common consent of the Council no further action was taken on
Ordinance No. 1428 and was deferred to a later date for further study by the
Council.
A public hearing was also held on Ordinance No. 1429 granting a
franchise to the Texas Electric Service Company, at which time the public was
given an opportunity to voice its opinion. There being no opposition whatso-
ever, the following motion was had:
Moved by Alderman Wininger that the public hearing on Ordinance No.
1429 be closed.
Motion seconded by Alderman Spragins and carried.

AN ORDINANCE GRANTING THE TEXAS ELECTRIC SERVICE COMPANY, ITS
SUCCESSORS AND ASSIGNS, AN ELECTRIC LIGHT, HEAT AND POWER FRANCHISE.

passed as read on its second reading.

ORDINANCE NO. 1430
AN ORDINANCE APPROVING THE TRANSFER TO WICHITA TRANSIT CO1%TANY OF
THE FRANCHISE ORIGINALLY GRANTED TO WICHITA TRANSIT CORPORATION AND ITS LAI^JTUL
SUCCESSORS, BY THE CITY OF WICHITA FALLS ON APRIL 20, 1942, BY ORDINANCE NO.
1337, WHICH SAID FRANCHISE WAS ACCEPTED BY SAID '°TICHITA TRANSIT CORPORATION ON
APRIL 25, 1942, AND THEREAFTER UNDER THE APPROVAL OF ORDINANCE NO. 1396 TRANS-
FERRED TO LONE STAR COACHES, INC., AND FURTHER PROVIDING THAT THE cAID WICHITA
TRANSIT COMPANY SHALL MAINTAIN AN OFFICE IN THE CORPORATE LIMITS OF THE CITY
OF WICHITA FALLS, TEXAS, AND MAINTAIN AND KEEP ITS BUSSES OPERATED UNDER SAID
FRANCHISE WITHIN SAID CITY AND PAY AD VALOREM TAXES THEREON AM OPERATE BUSSES
NOW OPERATED BY SAID LONE STAR COACHES, INC., AND PAY, OR CAUSED TO BE PAID
TO THE CITY OF WICHITA FALLS THE STREET' RENTAL OF TWO PER CENT AS PROVIDED IN
ORDINANCE NO. 1337 AND ORDINANCE NO. 1396, AND DECLARING AN EMERGENCY.
Moved by Alderman Evans that Ordinance No. 1430 be approved and
passed as read on its first reading.

Nays : None.
Moved by Alderman Wininger that the Board of Aldermen grant permission
to the Altrusa Club to use 250tx4001' out of the Northwest corner of the baseball
park grounds to be used as a playground for that section of the City.
Motion seconded by Alderman Fitzpatrick and carried.
A letter and resolution was read to the Council from the Kiwanis Club
recommending that Sheppard Field be acquired by the City; Airther that if and
when such purchase has been made that the City establish a recreationcenter at
the Field for various uses and sundry purposes. The letter and resolution eras
ordered filed in the office of the City Clerk.
RESOLUTION NO. 1
That whereas, the city limits of the City of Wichita Falls has not
heretofore been extended except in small sections and there are many industrial
and manufacturing plants, as well as residential and business sections lying
adjacent to the city limits that are urgently in need of the many services pro-
vided by said city which cannot adequately be furnished without the extension
of the city limits.
And whereas, there are no provisions made by the City Charter for
the extension of the city limits except by a vote of the people within the
boundaries of the proposed extension.

And whereas, it is the desire of the Board of Aldermen of the City of
Tichita Falls to submit to the qualifier', voters of said. City the question of
amending Section 3 of the City Charter so that it will, if amended, e-apower the
Board of Aldermen to extend the city limits by the passage of an ordinance.
NOr1, THEREFORE, BE IT RESOLVED BY TIM BOARD OF ALDERMEN OF THE CITY
OF !!,TICHITA FALLS, TEXAS, AS FOLLONIS:
That the City Attorney be, and- he is, hereby authorized and directed
to prepare an ordinance to be passed by the Board of Aldermen submitting to
the qualified voters of the City of Wichita Falls, Texas, at the next regular
municipal election to be held April 1, 1947, the question of amending Section
3 of the City Charter, giving and granting to the Board of Aldermen of said
City the power and authority after it is amended to extend the city limits of
said city by ordinance duly passed and approved by the Board of Aldermen.
Moved by Alderman Baber that the above and foregoing resolution be
adopted and passed as read.
Motion seconded by Alderman Wininger and carried by the following
vote:
Yeas: Aldermen Spragins, Fitzpatrick, Wininger, Evans and Baber.
Nays : None.
Moved by Alderman Wininger that the action of the Council on November
11, 1946, whereby permission was granted to the Wichita Valley Railway Co. to
lay a switch track in the alleyin 200 and 209 blocks, Original, between Scott
and Lamar Avenues, be and is hereby rescinded.
Motion seconded by Alderman Evans and carried.
Moved by Alderman Evans that the meeting be adjourned.
Motion seconded by Alderman Spragins and carried.
The Board of Aldermen then adjourned.
