The Board of Aldermen of the City of Wichita Falls, Texas, met in
regular session on the above date at 8:00 o'clock P. M. in the Council Room
in the Memorial Auditorium, with the following members present:

The Minutes of the regular meeting held November 11, 1946, were read
and approved as read. The Minutes of the called meetings held November 20 and
December 6, 1946, were read and approved as corrected.
Mrs. Dora Davis, representative of the Community Welfare Council,
presented a petition to the Council requesting the City to employ the ser—
vices of a police woman for the purpose of working with and assisting other
law enforcement officers, more particularly the Juvenile situation.
Thereupon, by common consent of the Council, the matter was referred
to the City Manager for further study.
Moved by Alderman Spragins that the City Clerk be and he is hereby
authorized and directed to transfer the sum of $150,000 from the City of
Wichita Falls Waterworks time deposit account in the First National Bank to
the City of Wichita Falls 'dater Improvement No. 5 regular checking account;
Likewise transfer a like amount from the City of Wichita Falls '^waterworks
time deposit account in the City National Bank to the City of Wichita Falls
Water Improvement No. 5 regular checking account.

ORDINANCE N0. 1415
AN ORDINANCE GRANTING A FRANCHISE TO THE UNITED GAS
CORPORATION, ITS SUCCESSORS AND ASSIGNS, TO INSTALL, OPERATE AND MAINTAIN IN
THE CITY OF WICHITA FALLS, TEXAS, A PIPE SYSTEM FOR DISTRIBUTING GAS (NATURAL
AND/OR ARTIFICIAL AND/OR MIXED) TO INDUSTRIAL AND COMMERCIAL USERS IN THE
CITY OF WICHITA FALLS, TEXAS; PROVIDING THE RIGHT TO THE SAID UNITED GAS
CORPORATION TO USE THE STREETS, ALLEYS AND OTHER PUBLIC PROPERTY TO INSTALL,
OPERATE, AND MAINTAIN ITS SYSTEM OF PIPES; PROVIDING THAT THIS FRANCHISE DOES
NOT CONFER ANY EXCLUSIVE RIGHTS; PROVIDING FOR THE AMOUNT OF MAIN TO BE
EXTENDED FGR ADDITIONAL CUSTOMERS ADDED; PROVIDING FOR THE RIGHT OF THE CITY
TO DETERMINE TO ACQUIRE GRANTEES PROPERTY AND PROVIDING FOR THE DETERMINATION
OF THE PURCHASE PRICE THEREOF; PROVIDING THAT THIS FRANCHISE SHALL CONTINUE
FOR A TERM OF TWENTY (20) YEARS; PROVIDING FOR THE ACCEPTANCE OF THE FRANCHISE

A public hearing was held on proposed ordinance No. 1419 granting a
franchise to the Lone Star Gas Co. A
Attorney C. C. McDonald, representing an unidentified group of
citizens, Mr. Killingsworth and others voiced their disapproval of the proposed
Ordinance No. 1419, while certain representatives of the Lone Star Gas Co. pre-
sented their views favoring the passage of the said ordinance.
After all interested persons present had been given an opportunity to
express their opinion, the following motion was had: -

ORDINANCE N0. 1419
AN ORDINANCE GRANTING A PERMIT TO THE LONE STAR GAS COMPANY, ITS
SUCCESSORS AND ASSIGNS, TO INSTALL, OPERATE AND MAINTAIN IN THE CITY OF WICHITA
FALLS, TEXAS, A PIPE SYSTEM FOR DISTRIBUTING NATURAL GAS TO INDUSTRIAL, COM-
MERCIAL AND DOMESTIC USERS IN THE CITY OF WICHITA FALLS, TEXAS; PROVIDING THE
RIGHT TO THE SAID LONE STAR GAS COMPANY TO USE THE STREETS, ALLEYS AND OTHER
PUBLIC PROPERTY TO INSTALL, OPERATE, AND MAINTAIN ITS SYSTEM OF PIPES; PROVID-
ING THAT THIS PERMIT DOES NOT CONFER ANY EXCIUSIVE RIGHTS; PROVIDING FOR THE
AMOUNT OF MAIN TO BE EXTENDED FOR ADDITIONAL CUSTOMERS ADDED; PROVIDING FOR THE

Moved by Alderman Evans that the Republic Supply Co. be granted a
permit to erect a brick front building and all steel frame with galvanized walls
at 12th and Indiana, fronting on Indiana Avenue, providing the same is constructed
under the direction and supervision of the City Engineer.

i direct the City Atttney to prepare an.--ordinance increasing local bus fares
to 100 per adult, tokens fox �� and 5¢ for school children and
children under the age of 12 years, and submit the same to the Council for
their consideration.

A petition was read to the Council wherein certain property owners
residing in Blocks 200 and 209, Original, protested the granting of a fran-
chise to the Wichita Valley Railway Co. to construct a switch track in the
alley between Lamar and Scott Streets between llth and 13th Streets. The
petition was discussed, whereupon the following motion was had:

reference to granting the franchise until such time as a public hearing can
be held.

to 8, inclusive, Block 76, and Lots 22 to 28, inclusive, Block 77, all in
Original Townsite, less certain trackage right of way and unloading dock space
heretofore granted to the Fort Worth & Denver City Railway Co. , for a term of
one year beginning October 15, 1946, and ending October 15, 1947, for a con-
sideration of $200.00 per year, vrith an option to renew said lease fob a period
of one year at the expiration date of said lease, providing the lessor and the
lessee can agree upon the terms and conditions to be fixed by the lessor and
not otherwise; further to authorize the City 14anage to execute said lease con-
tract for and on behalf of the City of Wichita Falls.

Moved by Alderman Evans that the Board of Aldermen authorize the
leasing of a certain track of land to the Henderson Granit Co. for a period
of 2 years for a consideration of $400.00, payable $50.00 January 1, 1947, and
$50.00 nuarterly thereafter until the full consideration has been fully paid;
the said tract of land being situated on 6th Street in Lot 1, Block 244,
Original, and now occupied by the said Henderson Granite Co., further to
authorize Mayor W. B. Hamilton to execute the said lease for and on behalf
of the City of ,lichita Falls.

Moved by Alderman Wininger that the Board of Aldermen authorize the
issuance of free gratis permits to the merchants of Wichita Falls to install
61 light streamers across the streets of the city for the purpose of decorating
and beautifying the city during the Christmas holidays.
Motion seconded by Alderman Eastham and carried.

Moved by Alderman Spragins that the Board of Aldermen authorize the
leasing of Lots 1 and 2, Block 2, Homewood Addition, to J. S. Collins for a
period of one year for consideration of $180.00 per year with an option for
4 additional years for the same consideration per year; and further to
authorize the City Manager to execute said lease contract for and on behalf
of the City of Wichita Falls.
Motion seconded by Alderman Baber and carried.
Moved by Alderman Eastham that the City Attorney be authorized and
directed to proceed to have Lester C. Mundy remove the cello-glass structure
recently installed onthe corner of 12th and Lamar Streets, and to employ such
methods as may be necessary for the removal of the same.
Motion seconded by Alderman Evans and carried.
Moved by Alderman Spragins that a permit be granted to Frank Wolf,
doing business as Barq's Bottling Co., to erect one metal sign each between
the curb and gutter at 105 East Scott Street and 104 Mississippi Street for
a period of one year, providing the same shall be erected under direction and
supervisionof the City Engineer.

Moved by Alderman Evans that the request of Ross Robertson for the
City to accept its prorata part of $2,175.36 for city, school and college
delinquent taxes covering Lots 1 to 26, Block 1, Sam Houston Place, for years
1927 to 1945, inclusive, be rejected and denied.
Motion seconded by Alderman Wininger and carried.
Moved by Alderman Wininger that the Board of Aldermen authorize
payment to the Wichita General Hospital the sum of $2,338.42 for charity
patients for the month of November, upon like payment by Wichita County, and
to direct the City Clerk to draw a warrant for the same.

Moved by Alderman Evans that the Board of Aldermen approve the closing
of the alley in Block 30A, Highland Addition, and that the City Attorney be
directed to prepare the necessary ordinance for the official closing of the
said alley.

Moved by Alderman Spragins that the Board of Aldermen authorize the
City 'Manager to execute a contract with Geo. A. Smith, Jr., doing business as
Central Station Alarm Co., to install one or more burglar alarm signals at the
Police Station for a consideration of $2.00 each per month for the first 5
signals and $1.50 each per month for the next 5 signals installed, and $1.00
each per month for all over 10 signals installed.

ORDINANCE NO. 1420
AN ORDINANCE CREATING AND FIXING A FIRE LANE ON THAT PORTION OF
AVENUE H EXTENDING FROM THE !BEST PROPERTY LINE OF HARRISON STREET TO THE
EAST PROPERTY LINE OF GIDDINGS STREET PROHIBITING THE PARKING OF AUTOMOBILES
AND ALL OTHER VEHICLES, PROVIDING A PENALTY AND DECLARING AN EMERGENCY.
Moved by Alderman Wininger that Ordinance No. 1420 be adopted and
passed as read on its first reading.

Attorney Luecke appeared before the Council requesting that the zone
governing sale of alcoholic beverages be extended to include harts of the 400
and 500 blocks on Flood Street.
The matter was deferred to the next Council meeting.
Moved by Alderman Evans that the Board of Aldermen approve a refund
to W. B. (Dick) Abbott, dba as Safeway Taxi , the .gum of 0,000, being the
amount to the credit of his acco»nt in the taxicab deposit fund account at
the time of the dissolution of the Safeway taxi in October 1945; firther to
direct the City Clerk to draw a warrant for the same, payable out of the
Taxicab Deposit Fund cash account.

direct the City Tax Assessor & Collector to accent the sum of �1,750 for
delinquent taxes in full covering Lots 1 to 26, inclusive, Block 1, Sam Fouston
Place Addition, for the years 1.927 to 1946, inclusive.

authorize Mayor W. R. Hamilton to execute for an on behalf of the City of
Wichita, Falls aQuit Claim Deed to J. G. Garza, and Afe, Carrie Garza, covering
all of Lot 1, Block 3, Homel.rood Addition, and accept in lieu therefor. a Deed
executed by the said J. G. Garza and wife to the City of Wichita Falls cover-
ing all of Lot 3, Block 3, Homewood Addition; the purpose of this conveyance
being for exchange of property only.

Moved by Alderman Evans that the Board of Aldermen approve, gut hori z e
and direct the City Tax Assessor and Collector to can^.el city taxes aggregating
the sum of $267.?0 covering Lots 9, 10, 11 and 12, Block 5, Rateson Addition,
for the years 1922 to 1946, inclusive, the purpose of this cancellation being
the above described property is now owned by the '�:'ichita Falls Independent
School District.

Moved by Alderman Wininger that the Roard of Aldermen authorize the
issuance and offer for sale the remaining 1500,000 unissued First Mortgage
1,1aterworks Improvement Bonds, and to authorize the City Man,3ger or City Clerk
to advertise for bids.

the sum of d 15,000 out of the General Fund for the purpose of remodeling and,/
or building a new grandstand and other necessary improvements at Spudder Ball
Park.
