Memorial Auditorium
November 20, 1946
The Board of Aldermen of the City of Wichita Falls, Texas, met in
called session on the above date at 8:00 o'clock P. M. in the Council Room
in the Memorial Auditorium, with the following members present:
W. B. Hamilton, Mayor
C. A. Spragins,
J. W. Fitzpatrick,
E. J. t^lininger, Aldermen
J. M. Baber, �
A. Jay Eastham,
G. D. Fairtrace, City Manager
T. A. Hicks, City Attorney
Geo. T. Henderson, City Clerk
Mayor W. B. Hamilton announced this meeting was called for the
purpose of hearing all persons interested in the operation of the municipally
owned airport.
M. H. Thomason presented a petition to the Council asking that
immediate action be taken to cancel the present lease of the Wichita Falls
Air Transport Company and that the airport be operated by the City of Wichita
Falls.
Moved by Alderman Fitzpatrick that the Board of Aldermen opize
Mayor W. B. Hamilton to appoint a committee to negotiate with the-1 of
the airport.
Motion seconded by Alderman Wininger and carried.
Whereupon Mayor Hamilton appointed Alderman Spragins and Wininger
as a committee ,#xo two to serve with the City i"lanager in the capacity above
stated and report back to the Council.
Moved by Alderman Eastham that permission be granted to the Gulf
Oil Corporation to install one 3000 gallon and two 2000 gallon undergound
steel storage tanks at Fifth and Scott Streets, also to construct necessary
concrete driveins, providing the same shall be installed and constructed under
the direction and supervision of the City Engineer.
Motion seconded by Alderman Spragins and carried.
Moved by Alderman Eastham that previous action of the Council on Nov.
11, 1946, authorizing the leasing of a tract of land to the United Government
for a naval reserve, being 2501x2501 out of the Southwest corner of Lot 1,
Block 7, Bellevue Addition, be and is hereby rescinded, and in lieu therefor
authorize the leasing to the said United States Government for a naval reserve
a tract of land 250tx2501, being on the corner of Fifth and Denver Streets in
Lot 11 Block 7, Bellevue Addition to the City of Wichita Falls, Texas, for a
period of ten years; it being understood and agreed that any buildings erected
upon this property shall be set back not less than 751 from the property line
on Fifth Street and not less than 501 from the property line on Denver Street;
and further to authorize Mayor W. B. Hamilton to execute the said lease for
and on behalf of the City of Wichita Falls.
Motion seconded by Alderman Fitzpatrick and carried.

Moved by Alderman Baber that the Board of Aldermen acknowledge receipt
of a letter from Major W. H. Carnes, Executive Office of Headquarters, Texas
State Guard, and that a copy of the same shall be spread upon the Minute Book
of the City, which letter reads as follows:

Gentlemen:
Due to existing conditions, the 25th Battalion, Texas State Guard,
has been inactivated. The part of the City Auditorium that has been used by
the Guard as an armory will be ready for the Cityo Monday, November llth.
The use of the armory and the cooperation that the city officials
has given the Texas State Guard during the past six years is highly appreciated
by myself, the other officers and men.

Moved by Alderman Fitzpatrick that the City Attorney be directed and
instructed to prepare and submit to the Council an ordinance requiring a gross
receipt tax-of both United Gas Corporation, the Lone Star Gas Company, and the
Texas Electric Service Company be raised to 2%.
Motion seconded by Alderman Wininger and carried.
Moved by Alderman Wininger that the services of J. Milton Erwin,
Corporation Court Judge, be terminated.
Motion seconded by Alderman Fitzpatrick and carried.
Moved by Alderman Wininger that the meeting be adjourned.
Motion seconded by Alderman Fitzpatrick and carried.
The Board of Aldermen then adjourned.
